October 14, 2013, EDA Minutes. 31 32 Commissioner Mueller requested a change to Page 1, Line 33 noting there were two periods at 33 the end of the line. 34 35 MOTION/SECOND: Mueller/Meehlhause. To Approve the October 14, 2013, Minutes as 36 amended. 37 38 Ayes – 4 Nays – 0 Motion carried. 39 40 B. October 28, 2013, EDA Minutes. 41 42 Commissioner Meehlhause requested a change to Page 2, Line 30 suggesting removing the word 43 “be.” 44 45 Mounds View EDA January 13, 2014 Regular Meeting Page 2 MOTION/SECOND: Meehlhause/Mueller. To Approve the October 28, 2013, Minutes as 1 amended. 2 3 Ayes – 4 Nays – 0 Motion carried. 4 5 6. CONSENT AGENDA 6 7 None. 8 9 7. EDA BUSINESS 10 11 A. Resolution 14-EDA-283, Electing and Appointing Officers to the Mounds 12 View Economic Development Authority (EDA). 13 14 Assistant City Administrator Crane requested the EDA approve a Resolution that would elect 15 and appoint officers to the Mounds View EDA for 2014. 16 17 President Flaherty stated he was willing to serve as the EDA President. 18 19 Commissioner Mueller was willing to serve as the EDA Treasurer. 20 21 Commissioner Meehlhause recommended Commissioner Gunn continue as the Vice President of 22 the EDA. He reported he was willing to continue serving as the EDA Secretary. 23 24 MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 14-EDA-283, 25 Electing and Appointing Officers to the Mounds View Economic Development Authority 26 (EDA). 27 28 Ayes – 4 Nays – 0 Motion carried. 29 30 B. Resolution 14-EDA-284, Appointing Members to the Economic Development 31 Commission (EDC). 32 33 Assistant City Administrator Crane requested the EDA appoint two members to the Economic 34 Development Commission (EDC) for 2014. She reported applications were submitted by Dan 35 Larson and Jessica Berken for these positions. Staff recommends the EDA approve the 36 appointments. 37 38 MOTION/SECOND: Mueller/Meehlhause. REPORTS 2 3 Executive Director Ericson reported the TCAAP Master Plan Open House would be held on 4 Wednesday, January 22, 2014 at the Ramsey County Public Works Facility from 5:30 to 7:30 5 p.m. The Open House would allow for public feedback. 6 7 Executive Director Ericson indicated the Crossroad Point Open House would be held on 8 Monday, January 27, 2014 from 5:00 to 6:30 p.m. at the Mounds View City Hall. He encouraged 9 residents to attend and provide the Council with feedback on how this site should be developed. 10 11 Commissioner Mueller commented the Mounds View Business Council met last Wednesday 12 where Mayor Flaherty discussed the highlights from the City Council in 2013. She thanked 13 Mayor Flaherty for being the guest speaker. 14 15 President Flaherty requested information on the monument sign outside of City Hall. Executive 16 Director Ericson explained the monument sign work has been deferred to spring. 17 18 9. NEXT EDA MEETING: Monday, January 27, 2014, at 6:30 p.m. 19 20 10. ADJOURNMENT 21 22 President Flaherty adjourned the meeting at 6:44 p.m. 23 24 Respectfully submitted, 25 26 27 Recorded and transcribed by: 28 Heidi Guenther 29 TimeSaver Off Site Secretarial, Inc. 30 Item No: 07A Meeting Date: February 24, 2014 Type of Business: EDA Business City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, City Administrator Item Title/Subject: Review Draft Site Plan for the Crossroad Pointe Redevelopment Project Introduction: The EDA owns three commercial parcels located at the southwest corner of County Roads 10 and H2, collectively referred to as “Crossroad Pointe”. The 4.25 acre redevelopment site has been cleared of all buildings and improvements. At its meeting on October 28, 2013, the EDA selected Stantec Engineering to prepare a planning and market analysis study for the redevelopment area, coordinate a visioning exercise, seek public input and provide feasible redevelopment scenarios for the site. Discussion: Stuart Krahn of Stantec led the Council through a visioning exercise by conducting a SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) specific to the redevelopment site and the City in general at the January 6, 2014, Work Session. Stantec took the information gleaned from this meeting to prepare three site plan scenarios which were made available for public comment at an open house on January 27, 2014. The public turnout for the open house was good and while much feedback was provided, there was a wide variety of opinions, recommendations and suggestions. There did seem to be greater preference expressed for the multi-use design scenario. Building on the feedback received from the open house, Stantec prepared a more refined multi-use site plan, with versions including and excluding vehicular access from Greenfield Avenue. Recommendation: Stuart Krahn will be attending the EDA’s meeting to present the refined Mixed Use Development Site Plan. He anticipates spending some time to review the plan, answer questions, discuss alternatives, and seek plan support. Also to be discussed will be next steps (grant applications, additional site investigation, developer RFP, etc.) Respectfully submitted, ________________________ James Ericson City Administrator Item No: 08A Meeting Date: February 24, 2014 Type of Business: EDA Reports City of Mounds View Staff Report To: Economic Development Authority From: James Ericson, Executive Director Item Title/Subject: Confirmation of the 2014 EDC Chairperson Background The Mounds View City Code indicates that at the first regular meeting of the year, the Economic Development Commission (EDC) shall appoint a chairperson from among its voting members. This appointment shall be subject to Authority approval. Staff Recommendation The EDC held its first regular meeting of the year on February 21, 2014, at which time the Commission selected its chairperson for the year.
