A. Review Draft Site Plan for the Crossroad Pointe Redevelopment Project 44

Executive Director Ericson requested the EDA review several draft site plans for the Crossroad 1
Pointe redevelopment project. He explained that Stantec has compiled the information collected 2
from the recent Open House and had a presentation for the Authority. He indicated staff was 3
seeking direction from the EDA. 4

Stuart Krahn, Stantec, provided comment on the concept site plans that were presented to the 6
public at the recent Open House. The five goals for the mixed use project were discussed. He 7
explained that after reviewing the information gathered at the Open House, the vision for the 8
project had been refined. He reported there was no overall consensus on the development 9
direction for the site. However, there was concern about development on this site and how it 10
would relate to other developments along the corridor. In addition, there was a desire for locally-11
oriented, mixed-use development with connections and adequate green space. 12

Mr. Krahn further reviewed the comments and concerns voiced by the public based on the three 14
proposed site plans. He explained the mixed-use site plan received the most positive votes at the 15
Open House. He indicated this plan has been revised to more closely meet the needs of the City. 16
The revised mixed use concept was described in detail to the EDA. The primary traffic flows 17
through this site were discussed. He provided comment on the proposed amenities and green 18
infrastructure for the project. 19

Commissioner Mueller expressed concern with the attached residential. She understood this was 21
a flexible placeholder and could be further refined. She requested further information on the turf 22
pavers. Mr. Krahn provided the EDA with further information on the open-celled turf paver 23
concept. 24

Commissioner Mueller questioned if the proposed office/medical building would be two or three 26
stories high. Mr. Krahn explained he was proposing a single story building. If a multiple story 27
building were pursued, additional parking or structured parking would be needed. 28

Commissioner Meehlhause had concern with the proposed townhomes on the site and thanked 30
staff for clarifying that these were a placeholder. He discussed the traffic concerns at County 31
Road H and County Road 10. He recommended a restaurant be considered within this project. 32

President Flaherty commented he did not want to see any housing on this space. He understood 34
that parking would be a concern for this 4 acre parcel. He suggested the entire site be filled with 35
commercial/retail or restaurant space. He also envisioned the site being a walkable/pedestrian 36
friendly destination. He supported the clock tower and storm water pond amenities. 37

Jay Demma, Stantec, discussed a retail/commercial development in Golden Valley along 39
Winnetka and Highway 55. He explained that this may be a nice vision for this parcel. He 40
discussed how a walking path could be created within the development. 41

President Flaherty believed the revised site plan was moving in the right direction, minus the 1
housing. He did not want the new development to be too intrusive to the adjacent property 2
owners. 3

Vice President Gunn agreed and wanted to see the pedestrian path brought in closer to the 5
buildings to provide a connection between the uses. She stated the only type of housing she 6
could see on this site would be housing over the retail/commercial uses. 7

Commissioner Mueller commented that if the proposed townhomes were removed, another retail 9
building could be placed on the site. Mr. Demma explained that the EDA may want to speak 10
with developers about this potential. 11

Commissioner Hull questioned if there was a market for residential at this time. Mr. Demma 13
stated the proposed townhomes/condos would assist in supporting the adjacent buildings. He 14
commented there was a huge demand for rental at this time in the metro area. 15

President Flaherty thanked the consultants for revising the site plan based on the comments 17
received at the Open House. However, he wanted to see the site further refined by removing the 18
attached residential. 19

Vice President Gunn agreed and suggested more amenities be added to create a town center feel 21
for this development. 22

Commissioner Mueller supported loft style condos in the southwest corner or the parcel with 24
underground parking with retail beneath it. She explained this style of housing would appeal to 25
young professionals as the site had great access and trail connections. 26

Commissioner Hull supported the design and layout of the revised site plan, along with the 28
proposed amenities. He was in favor of the proposed townhomes for seniors. 29

Commissioner Meehlhause was not in favor of additional housing on this site. He envisioned 31
this site becoming a pedestrian friendly downtown area with restaurants. 32

President Flaherty believed the revised plan had many great qualities. However, he requested 34
staff revise the plans based on the comments provided by the EDA. 35

Executive Director Ericson indicated the EDC did not meet last Friday and therefore this item 41
would be deferred to a future meeting. 42
