A. Resolution 14-EDA-285, Approving an Amendment to the Limited Use 39
Agreement between the Economic Development Authority and Coventry 40
Senior Living. 41

Executive Director Ericson explained the EDA entered into a Limited Use Agreement with the 43
developers of the Coventry project to allow the EDA’s land at 2390 County Road 10 to be 44
temporarily used as a construction staging area with conditions. He reported the developer was 45

now requesting to extend the agreement an additional year along with the use of the EDA’s 1
property at 2394 County Road 10. Staff did not believe that tying up this property for one year 2
would hinder the redevelopment of Crossroad Pointe. He noted the City Attorney’s office has 3
prepared an amended and restated Limited Use Agreement. Staff recommended the EDA expand 4
the scope of the development agreement as requested and adopt Resolution 14-EDA-285. 5

Commissioner Mueller asked if the Resolution should be amended renaming the project Bel Rae 7
Senior Living. Executive Director Ericson stated the Resolution properly refers to the developer 8
and an amendment was not necessary. 9

Commissioner Meehlhause questioned if the bonding amount suggested within the agreement 11
was sufficient to replace the parcels to their original condition. Executive Director Ericson 12
believed the suggested $5,000 bond would cover the expense to re-sod/reseed these parcels. 13

President Flaherty inquired how Greenfield Avenue would be affected by the truck traffic from 15
this project. Executive Director Ericson stated the developer would be responsible for sweeping 16
Greenfield and would be on the hook for any necessary repairs. He reported that this stretch of 17
Greenfield Avenue would be removed when Crossroad Pointe was developed. 18

President Flaherty requested that all demolition truck traffic be routed to County Highway 10. 20

Item Title/Subject: Authorization and Approval of the Authority's Purchase Offer for the
Property Located at 2665 Ardan Avenue, Mounds View, Ramsey
County, Minnesota, and Approval of the Terms and Conditions and
Purchase Agreement
Introduction:
In May 2012, the Mounds View Economic Development Authority was awarded a $100,000 Community
Development Block Grant (CDBG) as part of the Home Investment Partnership (HOME) through the
Ramsey County Housing and Redevelopment Authority. The grant was awarded for the acquisition and
demolition of blighted single family homes. The lots would then be transferred to a non-profit housing
group for the construction of new homes for low-income families. The City initially was going to work
with Habitat for Humanity to build the homes, but so far we had been unable to find a property that was
acceptable for them and also within our funding limit.
Discussion:
City staff was recently contacted by the owner of the single family home at 2665 Ardan Avenue. This
home had a significant fire on January 17, 2014 that started in the attached garage. The owner has
been dealing with the insurance company for several months and the home was finally deemed a total
loss. The owner does not want to rebuild and asked if the City would be interested in buying the
property for the price of the land value. This lot was a better fit for Habitat for Humanity’s criteria, and
there would be enough money from the grant for the purchase and demolition. City Staff made an offer
of $50,000 to the owner, which she accepted. Unfortunately the grant funds need to be used soon and
Habitat for Humanity’s time frame for construction and the home sale was more than a year out. Staff
then contacted the Greater Metropolitan Housing Corporation to see if they could partner with us. They
are able to start construction quickly so we will be partnering with them. The grant requires that the new
house be affordable to a household at 80% area median income or below. Since it is CDBG funding,
there isn’t a set limit for the home price, but Ramsey County wouldn’t want to see it over $200,000.
The purchase agreement (attached) with the agreed upon price of $50,000, subject to basic conditions,
has been executed by the seller and now awaits EDA consideration. The grant funds are given to the
City as reimbursements for the purchase and demolition costs.
Recommendation:
Resolution 14-EDA-286 is attached for the Authority’s consideration which authorizes and approves the
Authority's purchase offer for the property located at 2665 Ardan Avenue, Mounds View, Ramsey
County, Minnesota, and approval of the terms and conditions and Purchase Agreement.

RESOLUTION 14-EDA-286
MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
RESOLUTION AUTHORIZING PURCHASE OF PROPERTY
WHEREAS, Shelly D. Parker, a single person (“Seller”), is an owner of real estate located at
2665 Ardan Avenue, Mounds View, Ramsey County, Minnesota, and which is legally described in
the Agreement as hereinafter defined (the “Property”); and
WHEREAS, the Mounds View Economic Development Authority, a public body corporate
and politic (the “EDA”) desires to purchase of the Property from the Seller using Community
Development Block Grant (CDBG) funds as part of the Home Investment Partnership (HOME)
through the Ramsey County Housing and Redevelopment Authority; and
WHEREAS, the EDA has followed applicable statutory provisions and the EDA finds that the
purchase of the Property will fulfill the objectives, goals and mission of the EDA; and
WHEREAS, the EDA has caused to be prepared an offer and purchase agreement (the
“Agreement”) providing for the terms of the conveyance of the Property from Seller to the EDA, with
such Agreement being as set forth in Exhibit A and incorporated into and made a part of this
Resolution.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY, AS FOLLOWS:
1. The recitals set forth in this Resolution are incorporated into and made a part of this
Resolution.
2. The purchase of the Property by the EDA is hereby approved pursuant to the terms of
the Agreement, which is also approved in substantially the form presented to the Commission on
this date, subject to modifications that do not materially alter the EDA's rights and obligations under
the Agreement and that are approved by the Authority's President and Executive Director, which
approvals shall be conclusively evidenced by execution of the Agreement.
3. The President and Executive Director of the EDA are hereby authorized and directed
to execute all appropriate documents, including but not limited to the Agreement, to effectuate the
transaction contemplated by this Resolution.

4. The President and Executive Director of the EDA, staff and consultants are hereby
authorized and directed to take any and all additional steps and actions necessary or convenient in
order to accomplish the intent of this Resolution.
Approved by the Board of Commissioners of the Mounds View Economic Development
Authority this 13th day of October, 2014.
