President, Secretary and Treasurer for 2013. 2

President Flaherty noted he was willing to serve as the President again in 2013. 4

Commissioner Gunn volunteered to serve as the Vice-President of the EDA. 6

Commissioner Mueller asked to serve as the Treasurer for 2013. 8

Commissioner Meehlhause indicated he could serve as the Secretary. 10

B. Resolution 13-EDA-274, Appointment Members to the Economic 18
Development Commission (EDC). 19

Economic Development Specialist Steinmetz indicated the EDC currently had three open seats. 21
She requested the EDA appoint Jim Freichels, Jason Helgemoe and Gary Stevenson to serve on 22
this Commission. She noted the appointments would begin January of 2013 and run through 23
December 31, 2015. 24

President Flaherty thanked Torri Johnson for her years of service to the City on the EDC. 26

Jim Freichels, owner of DelComm, introduced himself to the EDA explaining he was interested 28
in serving on the Mounds View EDC. He appreciated Mounds View’s approach by allowing 29
local business owners to have a voice on this Commission. 30

President Flaherty stated it was important for the City to reach out to the local business owners in 32
the community and he was excited to see Mr. Freichels willing to serve on the EDC. 33

Commissioner Meehlhause commended Torri Johnson for her years of service on the EDC and 35
wished her the very best. He then thanked Jim Freichels, Gary Stevenson and Jason Helgemoe 36
for their willingness to serve the community. 37

Item Title/Subject: Discuss Economic Development Advertising
Introduction
The City Council and EDC discussed Economic Development advertising at the April 1,
2013, Work Session. The discussion resulted in some uncertainty about the City’s
advertising message. Therefore, the City Council asked the EDC to further review the
possibility of advertising. The EDC discussed advertising at their April 19th meeting. City
staff will provide the EDA with a verbal summary of the EDC’s advertising discussion.
Background
At the April 1st Work Session, the City Council reviewed City staff’s suggested advertising
messages, target audiences, suggested publications, types of advertising and advertising
rates. The main type of advertising discussed on April 1st was an advertorial. The City
Council and EDC reviewed the City of Fridley’s 1997 advertorial. City staff will provide the
EDA with a verbal report of Fridley’s feedback.
Recommendation
City staff recommends that the EDA consider the EDC’s April 19th discussion regarding
Economic Development advertising and provide further direction to City staff.
Economic Development advertising could be paid for through a combination of funds
donated to the EDA by Bethlehem Baptist Church and sponsorships provided by Mounds
View businesses who would like to be featured in the advertising.

Item Title/Subject: Review Home Improvement Loan Program
Background
The Home Improvement Loan Program was created by the EDA in late 2010 to provide
additional home improvement loan options to Mounds View residents. Shown below, the
program offers four types of loans, three of which cater to low-income residents who may
not qualify for traditional home improvement loan financing.

Attached is the loan criteria for each of the four loans.
Since the program’s inception, two loans have closed; one for a bathroom remodel and
another for a new roof. A third loan (a home demolition loan) is expected to close on
Tuesday. Including the third loan, the total loan funds used will be about $24,000. The
total loan fund budget for 2013 is $150,000.
Side Note: The Housing Resource Center administers loans for Mounds View, Woodbury,
Shoreview, Roseville, Oakdale and Minnesota Housing, all of which have been less
productive in the past several years. Housing Resource Center staff suggests reasons for
the decrease in loans could be the economic downturn, including unemployment stress,
and the decrease in property values.
Discussion
Since the City Council’s 2013 Priority Statement relates to the revitalization of County Road
10, the EDC reviewed the Home Improvement Loan Program at their April 19th meeting to
discuss whether the Home Improvement Loan Program should be discontinued and the
funds transferred towards County Road 10 revitalization. City staff will provide the EDA
with a verbal summary of the EDC’s discussion.

Item Title/Subject: Review Business Improvement Partnership Loan Program
Background
The Business Improvement Partnership Loan Program was created by the EDA in 1995
to provide up to $25,000 loans at 2% interest for exterior and interior improvements.
Attached is the program flyer and application.
EDA records show that the program was used three times; one for Dynex Industries in
1995, one for Mister Donut in 1995 and another to Mounds View Fina in 1996. Each loan
was a “participation loan” with $25,000 provided by the EDA and $25,000 provided by the
bank.
The total loan fund budget for 2013 is $50,000.
Discussion
Since the City Council’s 2013 Priority Statement relates to the revitalization of County Road
