Resolution 13-EDA-280 Approving the Demolition of the Buildings Located 5 at 2400 County Road H2 and 2394 County Road 10. 6 7 Economic Development Specialist Steinmetz stated the Council’s 2013 Priority Statement 8 includes an action step to “consider targeted property acquisition on a case-by-case basis to 9 eliminate blight and to encourage redevelopment and land assembly” along the Highway 10 10 Corridor. She explained the EDA began the process of completing this action step earlier this 11 summer with the purchase of the former Taiko Japanese restaurant building located at 2394 12 County Road 10 and the former Robert’s Sports Bar, located at 2400 County Road H2. 13 14 Economic Development Specialist Steinmetz explained that to continue the process of achieving 15 the Council’s action step, the EDA is considering demolishing the buildings. She indicated 16 quotes were requested from four contractors to demolish both buildings. The quotes were 17 reviewed in detail with the EDA. She commented the demolition work would be funded through 18 TIF dollars. Staff recommended the Council discuss the matter in detail and provide direction on 19 how to proceed with the demolition. 20 21 President Flaherty requested information on how the signs would be handled. Economic 22 Development Specialist Steinmetz explained that a business owner in Mounds View has 23 contacted the City and was interested in purchasing one of the signs for $500. Staff suggested 24 the expense to remove the sign also be charged to the interested business owner. She suggested a 25 deadline of Friday, August 30th be set for the sign removal and sale. She noted the Kevitt quote 26 would be reduced slightly due to the sale and removal of this one sign. 27 28 Vice President Gunn asked how much more the City would spend on grading, top soil and hydro 29 seeding. Economic Development Specialist Steinmetz stated there would be an extra expense for 30 these services on top of the quote provided by Kevitt Excavating. 31 32 Commissioner Mueller questioned if the top soil and seeding work could be completed by public 33 works. Economic Development Specialist Steinmetz was uncertain. She anticipated this work 34 would be completed by the excavator as they would have the equipment already onsite. 35 36 Commissioner Mueller inquired if the City had to resources available to mow the site once it was 37 demolished. Economic Development Specialist Steinmetz stated public works would be able to 38 complete this work after the site was graded and seeded. 39 40 Commissioner Mueller requested Staff seek a bid for hydro seeding from Kevitt Excavating. 41 Economic Development Specialist Steinmetz indicated she would report back to the EDA on this 42 Mounds View EDA August 12, 2013 Regular Meeting Page 3 item. 1 2 Executive Director Ericson stated several inches of top soil may also be needed, but this would 3 be unknown until after the grading work was completed. 4 5 President Flaherty wanted to see the site seeded so as not to be an eyesore for the community 6 prior to its redevelopment. He supported the expense that would be incurred for top soil and 7 seeding of the site after the demolition was complete. 8 9 MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 13-EDA-280 10 Approving the Demolition of the Buildings Located at 2400 County Road H2 and 2394 County 11 Road 10 by Kevitt Excavating, LLC after adjusting the bid for the sign sale and removal; and 12 hearing from Staff on the pricing for top soil and seeding. If the bid were to increase by more 13 than $10,000, the EDA will proceed with the Bolander & Sons bid. 14 15 Commissioner Mueller discussed the bids in further detail stating she looked forward to hearing 16 from Staff on the seeding and top soil. 17 18 Commissioner Meehlhause questioned how the EDA should proceed if the bids come out even. 19 20 Vice President Gunn recommended Bolander & Sons be selected if the bids were to come out 21 even. 22 23 Ayes – 5 Nays – 0 Motion carried. 24 25 8. Resolution 13-EDA-281 Authorizing and Approving the Authority’s 44 Purchase Offer for the Property Located at 5420 Adams Street, Mounds 45 Mounds View EDA August 26, 2013 Regular Meeting Page 2 View, Ramsey County, Minnesota, and Approval of the Terms and 1 Conditions and Purchase Agreement. 2 3 Economic Development Specialist Steinmetz stated the EDA was awarded $100,000 in 4 Community Development Block Grant (CDBG) funding in May of 2012. She explained that the 5 funds must be used to acquire and demolish a vacant and blighted single-family home in Mounds 6 View. The property selected for this project was located at 5420 Adams Street. The home was 7 currently listed at $79,000, which was within the grant amount. 8 9 Economic Development Specialist Steinmetz indicated that after the home was demolished, the 10 EDA would donate the vacant parcel to Habitat for Humanity for construction of a new home for 11 a low income family. Staff requested the Council approve the purchase of the property at 5420 12 Adams Street. 13 14 President Flaherty asked if what the purchase price for the property would be. Economic 15 Development Specialist Steinmetz indicated a purchase price has not been agreed upon, but staff 16 was recommending the EDA offer $75,000. 17 18 Commissioner Mueller asked if the garage would be removed and demolished from the property. 19 Economic Development Specialist Steinmetz stated this would be the intent. 20 21 Commissioner Meehlhause questioned if the EDA had a time limit attached to the CDBG funds. 22 Economic Development Specialist Steinmetz commented there was no deadline however, the 23 County wanted to see the funds used sooner rather than later. She explained that this was the 24 City’s third attempt to purchase a blighted home. 25 26 Commissioner Meehlhause inquired when the property would close. City Attorney Riggs 27 commented the date was uncertain at this time. 28 29 Commissioner Meehlhause asked if the City would be responsible for the 2014 property taxes. 30 Executive Director Ericson indicated the City may be responsible for several months of taxes. 31 This would be determined upon how quickly the property could be demolished and turned over 32 to Habitat for Humanity. 33 34 President Flaherty questioned if the property had any back taxes due to the fact it was a 35 foreclosure. He inquired how the City would proceed with the purchase if there were two years 36 of back taxes. City Attorney Riggs indicated this was uncertain but would be negotiated with the 37 bank. Executive Director Ericson recommended that the EDA walk away from the purchase if 38 the bank was not willing to cover the expense of outstanding property taxes. 39 40 President Flaherty asked if the property had a variance. Executive Director Ericson commented 41 he was uncertain, but would investigate this further. 42 Mounds View EDA August 26, 2013 Regular Meeting Page 3 1 MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 13-EDA-281 2 Authorizing and Approving the Authority’s Purchase Offer for the Property Located at 5420 3 Adams Street, Mounds View, Ramsey County, Minnesota, and Approval of the Terms and 4 Conditions and Purchase Agreement, up to the Listing Price and extending the deadline to the 5 end of September 30, 2013. 6 7 Commissioner Mueller questioned how the City would select a company to demolish the 8 property. Economic Development Specialist Steinmetz stated a bid request process would be 9 followed to find a contractor to demolish the property. She noted all materials that can be 10 recycled would be done so by Habitat for Humanity. 11 12 Ayes – 5 Nays – 0 Motion carried. 13 14 8. REPORTS 15 16 A. Discuss Potential RFQ for Land Development Planning Services for 17 Southeast Corner of County Road 10 and County Road H2 18 19 Action on this item was deferred to the work session meeting. 20 21 B. Discuss Mounds View Emergency Deferred Loan Criteria 22 23 Economic Development Specialist Steinmetz reported this loan was one of four loans offered by 24 the EDA to Mounds View residents for home improvements. These loans were offered in 25 emergency situations and were deferred for up to 10 years. She explained a manufactured home 26 owner in Mounds View needed a new roof and was seeking assistance with this expense. She 27 indicated the loan criteria states that roof repairs or replacements can only occur if there has been 28 significant damage to the interior of the property. Staff found this to be too stringent and 29 recommended the EDA consider amending the loan criteria language. 30 31 The EDA was in favor of amending the language to address this concern. 32 33 Economic Development Specialist Steinmetz explained that the loan criteria also requires that 34 homeowners be current on mortgage payments and property taxes. She reported the homeowner 35 in question was behind on his payments. She noted the homeowner was only several days behind 36 on the mortgage and a payment plan was being negotiated with Ramsey County for property 37 taxes. Staff questioned if the EDA was in favor with proceeding with the emergency loan if 38 these situations were addressed. 39 40 President Flaherty questioned if the manufactured home park would co-sign for the loan. 41 Economic Development Specialist Steinmetz indicated this has not been discussed. City 42 Mounds View EDA August 26, 2013 Regular Meeting Page 4 Attorney Riggs indicated this question could be asked. 1 2 President Flaherty was not in favor of bending the rules in such a manner that a precedent could 3 be set. Economic Development Specialist Steinmetz commented the emergency loan was only 4 offered to low income families in need and the present case would qualify. She indicated the 5 EDA loan was their last resort. 6 7 President Flaherty recommended staff investigate the ability to require the manufactured home 8 park co-signing on the loan. He was in favor of helping as many families as possible, but wanted 9 to be assured the loan funds were being used properly. 10 11 9.
