Item Title/Subject: Resolution 13-EDA-282 Accepting a Proposal for Land
Development Planning Services for the Southwest Corner of
County Road 10 and County Road H2
Background
On August 16, 2013, the EDC recommended that the EDA solicit land development
planning proposals for the EDA’s redevelopment site located at the Southeast Corner of
County Road 10 and County Road H2 (site pictured below). The latest study of the area
was completed by DSU/Bonestroo (now Stantec) in 2006 and has become outdated. On
August 26, 2013, the EDA accepted the EDC’s recommendation and directed staff to
distribute a Request for Qualifications (RFQ) for proposals.
City staff distributed the RFQ to eight firms on September 4th. Four firms submitted
proposals on September 20th. The four firms are Bolton and Menk, HKgi, Stantec (formerly
DSU/Bonestroo) and WSB. The four proposals ranged in price from $12,900 to $19,500.

Discussion
Per the EDA’s October 14th request, attached are the four proposals.
Recommendation
City staff carefully evaluated the four proposals based on the RFQ’s specified criteria. Of
the four proposals submitted, HKgi best met the objectives of the RFQ. On October 14,
2013, staff recommended that the EDA choose the proposal submitted by HKgi in the
amount of $19,500. Staff’s recommendation remains in favor of HKgi.
Staff recommends that the EDA consider Resolution 13-EDA-282 Accepting a Proposal
for Land Development Planning Services for Southwest Corner of County Road 10 and
County Road H2. These services will be paid for with Tax Increment Financing (TIF).
Staff also recommends that the EDA rename the redevelopment site from “Southwest
Corner of County Road 10 and County Road H2” to “Crossroad Pointe”. City Administrator
Jim Ericson developed a potential logo for the site, which could be used to help market the
site in the future.
