A. Consider Amendments to Mounds View Business Toolbox 47

Economic Development Specialist Steinmetz indicated the Mounds View Business Toolbox was 49
approved by the EDA in 2008. She explained this document listed the resources available to 50
Mounds View businesses provided by the City, State, and private resources. 51

Economic Development Specialist Steinmetz indicated this resource was outdated and in need of 53
amending. The document was reviewed by Staff, along with the EDC and revisions were made. 54
Staff recommended the EDA approve the amended document. 55

Economic Development Specialist Steinmetz requested the EDA allow the document to be used 57
externally and be posted on the City’s website. This would allow for better promotion of the 58
resources available to the City’s businesses. 59

President Flaherty suggested Conduit Financing be added to the list of resources available to the 61
local businesses. 62

Commissioner Gunn thanked Staff for the revised and updated document. She was in favor of 64
allowing the Business Toolbox to become public information and felt this may attract future 65
businesses to the City. 66

Commissioner Mueller asked if the disclaimer within the document was enough to protect the 68
City from a wrongful suit requesting a new TIF district. Economic Development Specialist 69
Steinmetz indicated the document was merely a list of resources and did not open the City to law 70
suits. She explained that most cities have this same list available to business owners. 71

Commissioner Mueller recommended several links be included within the document to ensure 73
that interested business owners are directed to Economic Development Specialist Steinmetz. 74
Economic Development Specialist Steinmetz stated she could add this to the overview section of 75
the document. 76

Commissioner Hull commented he was in favor of making this an external document as well. He 78
supported the changes made by Staff. 79

Vice President Stigney recommended the document remain internal as he did not want business 81
owners seeking handouts from the City. He agreed with the changes made to the document but 82
did not support the information becoming available to the public. 83

President Flaherty appreciated the updates made by Staff. He felt the visibility of this document 85
on the City’s website would assist with business generation and redevelopment for the City. 86

Vice President Stigney opposed the posting of this document on the City’s website as it may 91
attract the wrong kind of businesses. He requested the tax rebate policy be removed from the 92
document. 93

FRIENDLY AMENDMENT: Stigney/Mueller. To amend the Mounds View Business Toolbox 95
removing the Tax Rebate Financing policy in Appendix C. 96

Commissioner Mueller indicated she did not support the amendment as the Tax Rebate 98
Financing allowed larger corporations to build in suburban communities. She explained this was 99
a positive revenue source that should be considered for future redevelopment and did not agree 100
with removing this from the Toolbox. 101

Vice President Stigney explained the School District and County were already excluded from 103
sharing tax rebates with new businesses. He did not feel the City should bear the entire burden. 104

B. Consider Amending the Mounds View Home Improvement Loan Program 114
Loan-to-Value Criteria and Extending the Program Through 2012 115

Economic Development Specialist Steinmetz indicated Suzanne Snyder was present from 117
GMHC to address any comments or questions from the EDA. She explained Staff was 118
requesting the EDA amend the Home Improvement Loan Program loan-to-value criteria and 119
extend the program through 2012. She reviewed the proposed amendments to the program 120
pertaining to the loan-to-value ratio. Staff recommended the loan-to-value ratio be changed to 121
110%. This would increase the residents able to participate in this program while also improving 122
the City’s housing stock. 123

President Flaherty questioned how many people have been turned away because of the current 125
loan-to-value ratio. Suzanne Snyder, GMHC, explained her records show that four individuals 126
were not eligible for the program due to the loan-to-value ratio. 127

President Flaherty understood the need for the change as home values were declining at no fault 129
to Mounds View residents. He was in favor of the changes recommended by Staff. 130

Vice President Stigney indicated he was not in favor of these loans covering kitchen remodeling. 132
He recommended the funds be used for exterior improvements to increase the value of a 133
property. 134

President Flaherty saw that this type of improvement would improve the housing stock in the 136
City so he was in favor of these types of home improvements. Ms. Snyder commented that 137
kitchen remodels would increase the value of a home. 138

Vice President Stigney suggested that all eligible and ineligible home improvements be list in the 143
document. Economic Development Specialist Steinmetz explained the plan approved last year 144
was not a comprehensive list. She noted the staff at GMHC contacts the City with questions 145
about potential loan requests and the City authorizes and provides guidance to GMHC. 146

Item Title/Subject: Resolution 12-EDA-268 Electing and Appointing Officers for
2012 to the Mounds View Economic Development Authority
Background
Article 3, Section 3.1 of the EDA bylaws state that the President, Vice-President, Treasurer
and Secretary shall be elected annually at the first meeting of the year.
Discussion
January 9, 2012 is the first EDA meeting of the year, so it is time for the EDA to elect and
appoint its officers.
Recommendation
Staff recommends that the EDA approve the attached resolution 12-EDA-268. This
resolution is for the election and appointment of the officers for 2012 to the Mounds View
Economic Development Authority.

STATE OF MINNESOTA
RESOLUTION ELECTING AND APPOINTING 2012 OFFICERS
TO THE MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
WHEREAS, Minnesota Statutes section 469.096 addresses Officers, Duties and
Organizational Matters relating to an Economic Development Authority; and,
WHEREAS, the Mounds View Economic Development Authority (the “Authority”) has
adopted Bylaws that govern the operation and function of the Authority; and,
WHEREAS, Minnesota Statutes section 469.096 require the Authority to annually
elect certain officers of the Authority—the President, Treasurer and Secretary; and,
WHEREAS, the Authority Bylaws require the Authority to annually elect certain
officers of the Authority—the President, Vice-President, Treasurer and Secretary—at the
first meeting of the year; and,
NOW, THEREFORE, BE IT RESOLVED, that the Mounds View Economic
Development Authority hereby elects the following individuals to serve as the officers of the
Authority for 2012 as noted below:
President: Joe Flaherty
Vice-President: Roger Stigney
Treasurer: Carol Mueller
Secretary: Al Hull

Item Title/Subject: Consider Demolition Assistance for 8379 Red Oak Drive
Background
A representative of the property owner of two single-family homes located at 8379 and
8373 Red Oak Drive contacted City staff on November 9, 2011, to inquire if the City had
funding available to demolish the home located at 8379 Red Oak Drive. City staff and the
Greater Metropolitan Housing Corporation staff immediately responded by providing
information about the Mounds View Demolition Home Loan program. The program
provides loans up to $10,000 at a 3% fixed rate of interest. City staff placed a follow up
phone call to the property owner’s representative on November 30, 2011, to inquire of the
status of her potential Demolition Home Loan application. City staff was told that the
property owner might postpone demolition until Spring 2012, if at all.
The one-story, 580-square-foot home was built in 1938. The City declared the structure
“unfit for human occupancy” in May 2010 because the City water and sewer has been
disconnected. As indicated on the attachment, Ramsey County’s 2012 estimated value of
the structure is $2,000. Below are images of the property.

There has been a history of code violations at the property. For instance, in May of 2010,
the City issued a notice of code violation to the property owner regarding the exterior
accumulation of junk and debris and the peeling paint on the garage. Corrective actions
were completed in June 2010. There was another code violation case on the property
from October to December 2011. The property was cleaned and the case has been
closed.
Discussion
Due to the history of police calls, code enforcement cases and condition of the home
located at 8379 Red Oak Drive, staff is recommending that the EDA assist the property
owner with the demolition of the home by offering the property owner a 0% deferred loan to
become due upon sale, transfer of title or refinancing of the property, whichever comes
first. This offer would be a diversion from the Demolition Home Loan criteria, which is a
monthly payment 3% interest loan.
EDC Discussion - December 16, 2011
The EDC discussed this topic at their December 16th regular meeting. Their
recommendation was in the form of a 5-0 Motion to the EDA to offer the property owner of
8379 Red Oak Drive a 0% deferred Mounds View Demolition Home Loan contingent upon
a qualifying application.
Recommendation
Staff recommends that the EDA offer the property owner of 8379 Red Oak Drive a 0%
deferred Mounds View Demolition Home Loan contingent upon a qualifying application.
