The EDC reviewed the status of their 2011 priorities in November 2011 and approved their 2012 priorities in February 2012. The EDC’s 2012 priorities are attached for the EDA’s review. Recommendation Staff recommends that the EDA review and discuss the EDC’s 2012 priorities as they relate to the EDA’s Economic Development priorities for 2012. Discussion In order to create the list, the EDC reviewed the following:  County Road 10 related improvements included in the City’s 2012-2016 Five-Year Financial Plan  2002 County Road 10 Redevelopment and Redevelopment Plan Preliminary Cost Estimates  EDA’s unobligated Tax Increment Financing (TIF) balances On March 9, 2012, the EDC ranked several County Road 10 beautification items, which are numbered on the attachment in order of importance for the EDA’s review. There are two items ranked as #1 (trash cleanup and mowing) because the EDC agreed that those two items are equally important. Regarding the item ranked #2 (plant trees along Right-of-Way), Ramsey County Public Works staff provided City staff with the attached page from MnDOT’s Road Design Manual, which shows that on a 50 mile per hour road, the required obstacle-free clear zone is 40 feet. This is measured from the edge of the driving lane. Since the distance from the edge of one driving lane to the other across the County Road 10 median is typically 50 feet, it’s not possible to avoid the clear zone. Crash testing has determined that a 4” wood structure (a tree, mailbox post, sign post, etc) is the maximum size that does not constitute a hazard. Therefore, planting trees in the County Road 10 median is not practical. If the road were converted to an “urban” section, with curbs, trees would be permitted under MnDOT standards, as long as they were 10’ behind the curb. The cost of rebuilding the road as an urban roadway, however, would be something like $4 million per mile. 3/26/2012 EDA Meeting Item 7B – EDC’s Recommendations Page 2 of 2 Recommendation Staff recommends that the EDA review the EDC’s County Road 10 beautification recommendations and direct staff if there are certain items that the EDA would like to see implemented this spring/summer. Mow (rough cut) medians & Right-of-Way approx. 6 times per season Mowing would be paid out of the City’s General Fund. $18,000 per year for Mounds View Public Works staff time/equip. The Mounds View Lions Club has adopted a portion of County Road 10 (from County Road H to the Anoka County line) through Ramsey County’s former Adopt-a-Highway program. Ramsey County records show that the Lions Club picks up trash twice or sometimes three times per year. The County, however, is no longer accepting new Adopt-a-Highway applications.2. Property acquisition & demolition This could be paid for through the EDA’s unobligated TIF. Costs for property acquisition and demolition will vary depending on the property. 4. Highway signs Street signs would be paid out of the City’s General Fund. $15,000−20,000 Source: 2004 City Administrator Report to Council for replacing local road signs to reflect a County Rd 10 name change. Decorative banners with City logo for existing trailway light posts $1,000 The EDA’s 2012 advertising budget could potentially be used for banners. $3,300 (50 banners & brackets) There are 110 total existing light posts.
