EDA BUSINESS 49 50 A. Resolution 12-EDA-269, Approving Application to Ramsey County for a 51 Community Development Block Grant to Fund the Acquisition, Demolition 52 and Replacement of Two Single-Family Blighted Vacant/Foreclosed Homes 53 in Mounds View. 54 55 Economic Development Specialist Steinmetz stated staff was requesting approval of an 56 application to Ramsey County for a Community Development Block Grant (CDBG) to fund the 57 acquisition, demolition and replacement of two single-family blighted vacant/foreclosed homes 58 in the City of Mounds View. She noted the CDBG funds were federally funds and could be 59 applied for on an annual basis. There was no match requirement on behalf of the City of Mounds 60 View. 61 62 Economic Development Specialist Steinmetz indicated through the grant program, staff would be 63 requesting enough funds to demolition and replace two homes. She noted there were a handful 64 of homes in Mounds View that were beyond repair. The Federal grant funds would greatly assist 65 in revitalizing the housing stock in the City. If the grant were approved, the blighted homes 66 would be demolished and the lots would be donated to Habitat for Humanity for reconstruction. 67 68 Vice President Stigney questioned if specific houses were requesting the Federal funds or if the 69 City was determining which homes to demolish and the funds needed. Economic Development 70 Specialist Steinmetz stated there were strict rules for the use of CDBG funds. She commented 71 the funds also had to be used for the benefit of low to moderate income families. If the proper 72 regulations were not followed the funding would have to be returned to the County. 73 74 Commissioner Mueller asked if the City had identified several properties as candidates for this 75 program. Economic Development Specialist Steinmetz noted staff has identified eight properties 76 that required further investigation. A cost analysis would have to be completed to consider the 77 cost for the demolition. She reiterated that the homes considered had to be blighted, foreclosed 78 and vacant. No families would be displaced through this program. 79 80 Commissioner Mueller inquired of the City’s chances of receiving CDBG funds. Economic 81 Development Specialist Steinmetz noted he and Executive Director Ericson spoke with Ramsey 82 County regarding this matter. She was optimistic due to the fact the City has not applied for 83 these funds for several years. 84 85 Commissioner Mueller questioned how the price of the property was determined. Economic 86 Development Specialist Steinmetz stated the price was determined by the owner of the property 87 Mounds View EDA March 12, 2012 Regular Meeting Page 3 and if the home was foreclosed, this would be determined by a bank. Staff would work diligently 88 with the property owner to assure the homes were sold at a fair price, given their current 89 condition. 90 91 Commissioner Mueller asked if staff had the time to commit to this venture. Executive Director 92 Ericson felt staff has the ability to manage the program if grant dollars were received. Economic 93 Development Specialist Steinmetz stated that partnering with Habitat for Humanity would 94 greatly assist with the process. 95 96 President Flaherty noted CDBG dollars can be used for renovation or replacement. Economic 97 Development Specialist Steinmetz indicated this was the case but that staff was seeking funds 98 strictly for demolition and replacement. 99 100 President Flaherty felt this would be a great program available to the City if the funds were 101 provided. He questioned when the grant application was due. Executive Director Ericson noted 102 there was a deadline and staff would be submitting the application this week. 103 104 Vice President Stigney asked the style of home that Habitat for Humanity would build on the 105 vacant lots. Economic Development Specialist Steinmetz was uncertain of this information. She 106 indicated the home size would have to meet low to moderate income standards. She noted that 107 Habitat for Humanity was booked at this time and would not be able to assist the City until 2014. 108 This information would be written into the grant application. 109 110 Commissioner Mueller questioned if the buildings could be demolished and the lots sold to 111 developers. Economic Development Specialist Steinmetz stated the program had to benefit low 112 to moderate income and by selling it to a developer that control would be lost. She noted another 113 option would be for the EDA to consider working with a land trust group. 114 115 Commissioner Mueller stated she supported Habitat for Humanity and the work they have 116 completed in the metro area. 117 118 MOTION/SECOND: Gunn/Hull. Update on EDC’s County Road 10 Beautification Discussion 128 129 Mounds View EDA March 12, 2012 Regular Meeting Page 4 Economic Development Specialist Steinmetz stated the EDA requested the EDC to review the 130 unobligated TIF balances in order to utilize the funds before the balances are expired. At the last 131 several EDC meetings, the EDC has proposed a beautification project for County Road 10. The 132 group has been reviewing how TIF funds can and cannot be used. She reviewed a list of several 133 potential options for the corridor to include additional mowing, clean-ups, signs, and tree 134 plantings within the medians. Economic Development Commission (EDC)’s 2012 Priorities 43 44 Economic Development Specialist Steinmetz indicated a list of priorities from the EDC was 45 Mounds View EDA March 26, 2012 Regular Meeting Page 2 forwarded to the EDA for review. She discussed the list in detail, noting unobligated TIF funds 46 would be investigated in 2012. Development and redevelopment along County Road 10 would 47 also remain a high priority. She explained the EDC was interested in holding a joint meeting 48 with the EDA in the near future. 49 50 Commissioner Mueller asked if any of the priority items listed were in order or had a ranking. 51 Economic Development Specialist Steinmetz stated there was no particular order to the bulleted 52 items. She indicated the potential name change to County Highway 10 was discussed in great 53 detail along with Silver View Plaza. 54 55 President Flaherty was pleased with the list of priorities. He noted the potential name change of 56 County Road 10 was discussed by the Tri-City Task Force and recommendations will soon be 57 passed along to Spring Lake Park, Blaine and Mounds View. A Tri-City Council meeting was 58 proposed for April 30th to discuss this item in further detail. The EDA was in favor of this 59 suggestion. 60 61 Commissioner Hull requested further information on the Select Senior Living development. 62 Economic Development Specialist Steinmetz commented this development does not appear to be 63 moving forward. She indicated Coventry Senior Living should construction on H2 this spring. 64 65 President Flaherty asked if the Skyline Motel was looking to redevelop. Economic Development 66 Specialist Steinmetz stated the owners have contacted the City on several occasions over the past 67 four years regarding the redevelopment of this property. The City was not interested in 68 purchasing the site, but the site was listed for sale on the City’s website. 69 70 Commissioner Mueller questioned the size of the Skyline Motel property. Executive Director 71 Ericson estimated this site to be two acres. 72 73 President Flaherty suggested the EDC consider the impact of several bridge closures and how 74 that will affect accessibility in the City. Economic Development Specialist Steinmetz stated she 75 would add this to the EDC’s priorities. She stated information from MnDOT on the bridge 76 closures would be available on the City’s website in the near future. 77 78 B. EDC’s County Road 10 Beautification Recommendations 79 80 Economic Development Specialist Steinmetz stated the Council requested the EDC discuss ways 81 to enhance or beautify the County Road 10 corridor. The EDC created a list of possibilities along 82 with several funding mechanisms. She reviewed the list of items in detail with the EDA. Based 83 on the research and funding mechanisms the EDC suggested the EDA move forward with 84 consistently mow the medians and both sides of the roadway. In addition, the EDC recommends 85 there be more trash cleanups along County Road 10, specifically in the medians. 86 87 Mounds View EDA March 26, 2012 Regular Meeting Page 3 Economic Development Specialist Steinmetz stated the County was responsible for cleaning the 88 medians and if this was not completed to the City’s requirements, a company would have to be 89 hired to complete this work. An additional item to consider was planting trees in the median. 90 However, this may not be feasible, given the County restrictions. 91 92 Economic Development Specialist Steinmetz explained another item or priority would be to 93 purchase and demolish vacant blighted properties. This would greatly assist with redevelopment 94 of the corridor. Completing trail segments was a priority along with highway signs. Decorative 95 banners could also be added to improve the corridor. Gateway signs would be also another item 96 to consider. She requested the EDA review the recommendations and provide comment. 97 98 President Flaherty requested this item be held off for further discussion. He thanked the EDC for 99 the list of recommendations. 100 101 C. Summary of Neighboring Cities’ Housing Programs 102 103 Economic Development Specialist Steinmetz stated this information was provided to the EDA 104 for informational purposes. The information would assist the EDA in understanding how 105 neighboring cities were addressing housing programs. She discussed scattered site blight 106 removal programs and the positive impact this would have on Mounds View. She encouraged 107 the EDA to review the information and bring comments or questions to staff. 108 109 Commissioner Mueller questioned if the low interest loans offered by other communities had an 110 income cap. Economic Development Specialist Steinmetz stated there was a long list of criteria 111 with income caps. She commented these programs were closely aligned with the City of Mounds 112 View’s home loan programs. 113 114 9. NEXT EDA MEETING: Monday, April 9, 2012, at 6:30 p.m. 115 116 10. There are two types of light poles located along the County Road 10 trailways for a total of 109 light poles. See below images. 5-29-2012 EDA Meeting Item 7A – Res. 12-EDA-270, Banners Page 2 of 4 Discussion Staff solicited and received two quotes from professional sign companies for 55 banners and bracket sets assuming that a banner could be installed by the City’s Public Works staff on every other light pole located along the County Road 10 trailways. Staff closely compared the quotes using the following criteria: quantity, banner size (24” x 48”), banner material (Weatherguard fabric), printing type (silk screened/two-sided), ink (two colors), art, banner warranty, bracket type, bracket warranty, cost per banner, cost per bracket and shipping cost. The quotes submitted by the two sign companies for 55 banners and bracket sets were in the amounts of $6,105 and $6,188 plus sales tax (a difference of $84). It is important to note that there would be an additional cost to the City for installation and maintenance of the banners. City staff has not estimated the cost of Public Works staff hours to install the banners, nor the cost of maintenance if brackets break or if banners need replacement due to vandalism. If the EDA wishes to order banners and bracket sets, staff suggests that the EDA order from the sign company that created the banner design preferred by the EDA. NOW, THEREFORE BE IT RESOLVED THAT the Mounds View Economic Development Authority does hereby authorize the purchase of banners and bracket sets for the light poles located along the County Road 10 trailways at a price not to exceed $6,215.00 plus sales tax, installation and maintenance costs.
