APPROVAL OF MINUTES 29 30 A. November 8, 2010, EDA Minutes. 31 32 Vice President Stigney requested Page 3, Line 89-90 be rewritten. 33 34 MOTION/SECOND: Mueller/Stigney. EDA BUSINESS 44 45 Mounds View EDA January 10, 2011 Regular Meeting Page 2 A. Resolution 11-EDA-265, Appointing Members to the Economic Development 46 Commission (EDC). 47 48 Economic Development Specialist Steinmetz indicated two resident seats were open this year on 49 the EDC. She explained staff received two applications and these were reviewed by the EDC at 50 their November 19th meeting. The EDC recommended reappointing Daniel Larson and Jennifer 51 Wagner-Harkonen both for a three year term to expire on December 31, 2013. 52 53 Economic Development Specialist Steinmetz stated that at the November 19th EDC meeting, 54 Jackie Entsminger resigned her seat. Staff received an additional application from James Paron, 55 a 37 year resident, interested in being a member of the EDC. Staff recommends appointing Mr. 56 Paron to finish the term on this seat which is set to expire on December 31, 2011. 57 58 President Flaherty questioned if Mr. Paron understood this was a one year term. Economic 59 Development Specialist Steinmetz stated this was the case. 60 61 MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 11-EDA-62 265, Appointing Members to the Economic Development Commission (EDC). 63 64 Ayes – 5 Nays – 0 Motion carried. 65 66 B. Resolution 11-EDA-266, Electing and Appointing Officers for 2011 to the 67 Mounds View Economic Development Authority (EDA). 68 69 Economic Development Specialist Steinmetz explained per the EDA’s bylaws four officers 70 would need to be elected this evening. Staff recommended the same elected officers as 2010 71 being President Flaherty, Vice President Stigney, Treasurer Mueller and Secretary Hull. The 72 appointed positions were also recommended to remain the same. 73 74 MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 11-EDA-75 266, Electing and Appointing Officers for 2011 to the Mounds View Economic Development 76 Authority (EDA). 77 78 Ayes – 5 Nays – 0 Motion carried. 79 80 C. Administration and Servicing Fees for Home Improvement Loans. 81 82 Economic Development Specialist Steinmetz reviewed the administrative and servicing fees for 83 the proposed home improvement loans with the EDA. She indicated the EDA must now decide 84 how to administer the loans. Staff is suggesting that the Greater Metropolitan Housing 85 Corporation (GMHC) administer Mounds View’s loans. GMHC has had a working relationship 86 with the City of Mounds View since 2001. 87 Mounds View EDA January 10, 2011 Regular Meeting Page 3 88 Economic Development Specialist Steinmetz explained the City does not have a housing expert 89 on staff, which led the City to the contract with GMHC to provide housing services to Mounds 90 View residents. With the new loan programs, GMHC estimated the expense to administer each 91 loan would be $400. These fees would not be paid by the borrower but instead through EDA 92 funds as part of the EDA’s 2011 budget. 93 94 Economic Development Specialist Steinmetz recommended the EDA approve the GMHC 95 proposed fee to administer and arrange for the servicing of Mounds View’s Home Demolition, 96 Code Enforcement, General Home Repair and Emergency Deferred Loans with the outlined fees. 97 98 Vice President Stigney questioned what other cities were charged by GMHC for loan closures. 99 Economic Development Specialist Steinmetz indicated this fee was closer to $550 per loan 100 closed. 101 102 President Flaherty asked if the contract for housing services would assist with promoting the new 103 home loan program. Suzanne Snyder, GMHC, indicated her organization did screen clients and 104 their specific needs to assure that they fit into the best program available. This may not be a City 105 sponsored program, but rather something offered by the County or State and vice versa. 106 107 President Flaherty indicated the goal of the program was to improve the City’s overall housing 108 stock. He explained the home loan program was in its pilot year and would be evaluated at the 109 end of 2011. 110 111 MOTION/SECOND: Mueller/Hull. To Accept the Administration and Servicing Fees for the 112 Home Improvement Loans with Greater Metropolitan Housing Corporation as outlined by staff. 113 114 Commissioner Mueller indicated neighboring communities have utilized these types of home 115 loans for residents with great success. According to the Mounds View City Code Section 408.03: The Commission shall be composed of seven (7) equal voting members, including three (3) business representatives and four (4) residents, appointed by the Authority Board of Commissioners based on the recommendation of the Economic Development Commission, from the applications submitted. Members shall have diverse qualifications with practical experience consisting of, not limited to, but including one (1) of the following areas: economics, finance, accounting, real estate, social services and marketing. Discussion: Staff received commission applications from Dr. Belting and Mr. Paron. Application deadline was Thursday, November 10, 2011, at 430pm. If Staff receives additional EDC Commission applications prior to this EDA meeting, then Staff will ensure that copies are provided to the EDA members prior to the meeting. Attached are copies of Dr. Belting’s and Mr. Paron’s submitted EDC applications. Recommendation: It is recommended that the EDA consider these applications, and approve Resolution 11-EDA-267, appointing these members to the EDC. Respectfully submitted, __________________ Desaree Crane RESOLUTION NO. 11-EDA-267 MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPOINTING MEMBERS TO THE ECONOMIC DEVELOPMENT COMMISSION (EDC) WHEREAS, the Economic Development Commission (EDC) consist of members appointed by the Economic Development Authority (EDA); and WHEREAS, there are two (2) vacant seats on the EDC effective January 1, 2012; and WHEREAS, Dr. Gregory Belting (business seat) and Mr. James Paron (resident seat) have term seats, which expire on December 31, 2011; and WHEREAS, Staff received two (2) commission applications.
