ADJOURNMENT Item Number: 7A Meeting Date: April 27, 2009 Type of Business: EDA Administrator Review: _____ City of Mounds View Staff Report To: Economic Development Authority (EDA) From: Heidi Steinmetz, Economic Development Specialist Item Title/Subject: Consider a request from the homeowner of 2949 Hwy 10 for the EDA to acquire the property for redevelopment purposes Background Mark Schnor, the property owner of a single-family house located at 2949 Hwy 10 (shown below), submitted the attached letter to City staff on April 9, 2009. He is requesting that the EDA consider purchasing his .26-acre property for redevelopment purposes. Todd Lewandowski of Eagle Realty is the listing agent for the property. The listing price is $129,000. Hotel Addition Banquet Center Addition Hwy 10 2949 Hwy 10 Spring Lake Rd EDA Item 7A - April 27, 2009 Request to Acquire 2949 Hwy 10 Page 2 of 4 Discussion The City Council’s #2 goal is “County Road 10 Redevelopment and Revitalization”. One of the Council’s related action steps is to “Aggressively Pursue Redevelopment Opportunities”. Mr. Schnor’s request is a County Road 10 redevelopment opportunity for the EDA to discuss. Listed below are several items for the EDA to consider when discussing this request: Nearby Redevelopment Project As shown below, the property is in an area that is undergoing private redevelopment. The property is three parcels away from the site of the future Select Senior Living building. Acquisition Eligibility Mr. Schnor’s property is on the list of parcels eligible for acquisition as part of the EDA’s “Project Plan for the Mounds View Economic Development Project”. The “Project Plan” is a legal document that outlines the EDA’s development and redevelopment plans as authorized per State Statute. Current Zoning Shown below is the current zoning of the area. Parcels not labeled are zoned Single- Family Residential. Future Select Senior Living Site 2949 Hwy 10 Hwy 10 EDA Item 7A - April 27, 2009 Request to Acquire 2949 Hwy 10 Page 3 of 4 City Use Deed The City has a “use deed” on the two parcels west of Mr. Schnor’s property (the open space parcel and the 8111 Spring Lake Road parcel). The State of Minnesota owns these two properties because they are tax forfeitures; however, Ramsey County administers the use of these properties and allows the City to use the properties for drainage purposes. Existing & Future Land Use As shown below, the existing land use of the area is Single-Family Detached (SFD), Natural Open Space (OSN) and Vacant/Undeveloped (VAC). Mr. Schnor has told City staff that the existing land use (boarding house) on the property next door (2935 Hwy 10) is one of the reasons why he cannot sell his home mainly due to the amount of parking allowed on the property. R-3 zoning allows boarding houses to have up to eight tenants. Also shown below is the future land use of this block (as stated in the 2008 Comprehensive Plan). The future land use is Mixed-Use Planned Unit Development (MU-PUD), which is land containing a building or buildings with significant amounts of residential uses in combination with commercial and/or office uses. County Road 10 Redevelopment and Revitalization Plan (adopted on August 26, 2002) This plan is the City’s most recent County Road 10 plan. The plan includes the following statements that support eliminating private access points and coordinating image improvements along County Road 10: • The large number of private access points along County Road 10 is a safety concern. A field survey counted 42 access points. Such entrances and exits are a concern because they require traffic to slow down in the right lane, many times at poorly marked driveways. Existing Land Use Future Land Use 2949 Hwy 10 current land use – boarding house EDA Item 7A - April 27, 2009 Request to Acquire 2949 Hwy 10 Page 4 of 4 • Guiding Principle #3 is to Promote Opportunities for Private and Civic Investment by identifying opportunities for development and redevelopment of property along County Road 10 by fostering and approach that coordinates highway safety and image improvements with assembly of potential sites. To summarize the above statements as they relate to Mr. Schnor’s request: • Reducing the number of single-family homes on County Road 10 would eliminate access points. • If a developer assembles Mr. Schnor’s property with neighboring properties, a redevelopment would improve the image of the area. Mr. Schnor’s neighbor (2935 Hwy 10) has a history of Code violations. Most recently in mid-March 2009, the City’s Code Enforcement officer found seven code violations at 2935 Hwy 10; however, the property owner has since corrected the violations. Recommendation Staff recommends that the EDA discuss this property owner’s request as it relates to the City Council’s goal to redevelop and revitalize County Road 10.
