A. Consider a Request from the Homeowner of 2949 Highway 10 for the EDA to 39
Acquire the Property for Redevelopment Purposes. 40

Economic Development Specialist Steinmetz presented the request of Mark Schnor to purchase 42
his .26-acre property at 2949 Highway 10 for redevelopment purposes. She reviewed the 43
surrounding property uses and advised that this property is on the EDA’s property acquisition 44

list. The zoning of this site is Single Family but surrounding properties are a mix of Medium 45
Density Residential, Limited Business, and High Density Residential. The future land use of this 46
property is Mixed Use PUD. She noted the Council’s #2 goal is the redevelopment of the 47
County Road 10 corridor and a plan prepared by Bonestroo notes addresses that each opportunity 48
should be considered to further redevelopment along the corridor. 49

Mark Schnor, 2949 Highway 10, stated they had not planned to move but because of his wife’s 51
health problems, they are having difficulty living on a fixed income. He stated if they can 52
eliminate the mortgage payment with a City buyout, he would be able to meet medical and living 53
expenses and the house would not sit empty. Mr. Schnor stated he would return the buyout 54
money to the City at whatever interest rate the City believes is fair. 55

Duane Waldoch, 2935 Highway 10, stated he lives next door and supports Mr. Schnor’s request. 57
He stated he does not know what his own property is worth but is also willing to consider 58
reasonable offers for the purchase of his property. 59

Commissioner Hull asked about the corner lot owned by the State of Minnesota. Executive 61
Director Ericson stated it is a storm water management pond and cannot be developed. 62

Economic Development Specialist Steinmetz asked if the two State-owned parcels could handle 64
more storm water should higher density development occur on adjacent sites. Executive Director 65
Ericson stated that is a possibility. 66

President Flaherty stated the EDA’s job is to open discussion and look at options. He stated he is 68
intrigued with the option of paying off the mortgage at an interest rate, which may be considered 69
an investment since there would be a rate of return. President Flaherty expressed caution about 70
setting a precedent and noted there are other programs that could offer assistance to the Schnors. 71

Economic Development Specialist Steinmetz stated her understanding that Mr. Schnor has 73
researched all other assistance programs. In addition, Mr. and Ms. Schnor were interested in 74
rental options but most programs require the occupant to be in a wheelchair so they do not meet 75
that qualification. 76

Commissioner Mueller asked if it would be a rental program if the EDA bought the mortgage 78
and the resident remained in the dwelling. Mr. Schnor stated he is unsure how it would be 79
arranged but he would be willing to return the payoff to the City and pay interest. 80

Commissioner Mueller asked how long he had lived on the property. Mr. Schnor stated he has 82
lived 12 years in this house and 7 years in the neighboring house. He stated he has a credit rating 83
of 808, which means he has not missed payments. However, his income is no longer high 84
enough to support that rating. They are currently on the assistance program for Xcel Energy 85
Excel and telephone service. 86

Mr. Schnor stated most Realtors were not interested in his property because of the PUD zoning 88
and it is currently listed with Eagle Realty. He believed his property would be difficult to sell as 89
it is the only single family residential home left in that section and there is heavy traffic on 90
Highway 10. 91

Commissioner Hull asked if buying the house and renting it to the Schnors is an option. 93
Economic Development Specialist Steinmetz stated she is unsure whether it would work since 94
the rent amount would probably be higher than what Mr. Schnor is currently paying as a 95
mortgage payment. She noted that if the City owns the property, it would go off the tax rolls but 96
a development package would be easier to assemble if City owned. 97

Vice President Stigney stated the EDA needs to consider all options including whether there is a 99
development opportunity for this property. He stated there are a lot of foreclosures in Mounds 100
View so he would be reluctant to consider the option being discussed. Vice President Stigney 101
noted that in the past the City bought some properties and rented them out but the results were 102
not successful. 103

Mr. Schnor stated his belief it would be dangerous to put a family with children into his house 105
because of the traffic on Highway 10. He stated he is able to pay his taxes and insurance and 106
maintain the house. However, if the house sits empty, the City would have to pay someone to 107
keep it up. 108

President Flaherty asked staff to research the options, finances, and determine potential 110

A. Review City Tagline Options 47

Economic Development Specialist Steinmetz noted the City’s current tagline, “Pride Progress 49
and Partnerships” has been used for the past 18 years. The resident survey indicated that most 50
residents have mixed feelings about the current tagline and it did not mean anything to them. 51
However, 80% of the business community felt the current tagline represented their mission in the 52
City. Economic Development Specialist Steinmetz presented taglines developed by staff and 53
asked the EDA to provide direction whether any describe Mounds View today and going 54
forward, whether two taglines are needed (one for residents and another for businesses), or if a 55
tagline is needed at all. 56

Patrick Bettenburg, Risdall Marketing Group, explained that finding a tagline is a creative 58
process and sometimes it is difficult to reach consensus on one that is the most reflective of who 59
the City feels they are today and will grow into the future. He commented on several of the 60
taglines and how they reflect on Mounds View, its residents, and business community. 61

The EDA discussed the taglines, noting that “Two Words One Community” would identify that 63
Mounds View is spelled with two words and “One Community” infers Mounds View is a united 64
and close community. 65

President Flaherty supported a tagline with few words like “It’s Where You Want To Be” or 67
“Discover for Yourself.” 68

Mr. Bettenburg explained that the original list of taglines was developed to incorporate learnings 70
from the brand process, values connected in the survey by citizens, information from qualitative 71
survey, and clever phrases to help describe Mounds View. 72

Vice President Stigney stated the names of other cities have two words so a tagline with “Two 74
Words” would not be unique to Mounds View. He suggested identifying five words that 75
describe Mounds View and then pare it down into something meaningful. 76

President Flaherty felt none of the taglines were distinctive enough. 78

Commissioner Gunn noted the tagline would be used with the new “Mounds View” logo. She 80
felt the tagline “Close Enough Far Enough.” identified Mounds View because it tied in the 81
business and residential communities as well as the school and Highway 10, which provided the 82
route to be “Close Enough.” 83

Commissioner Mueller stated she understands the vision of a tagline but prefers the suggestion 85
by Vice President Stigney to find something unique to Mounds View. She stated she likes “Two 86

Words One Community” but agrees with Vice President Stigney that other cities are also two 87
words. She noted that just over 80% of the City’s businesses like the current tagline “Pride 88
Progress and Partnerships” and she wondered if residents may favor that tagline once the street 89
projects are completed, denoting progress is being made and pride in their community. 90
Commissioner Mueller stated she remains open to suggestions. 91

Executive Director Ericson stated the tagline of “Two Words One Community” may be unique to 93
Mounds View because not many cities have gone to the length that Mounds View has 94
experienced to ensure that its name is written as two words. He noted that in the past, the City’s 95
name had been spelled as one word. Executive Director Ericson noted Risdall’s suggestion to 96
incorporate resident’s input from the survey by using words like “close, convenient, connected, 97
and caring.” 98

Economic Development Specialist Steinmetz stated an additional tagline suggested by staff was 100
to use the name of the newsletter: “Mounds View Matters.” She suggested the EDA take this 101
matter under advisement and discuss it again at its next meeting. 102

Commissioner Hull stated he likes the tagline “Two Words One Community” and noted there is 104
no confusion with other cities whether the name is written as two words. He stated he remains 105
open to suggestions. 106

Vice President Stigney again stated his preference to find a tagline that is unique to Mounds 108
View and suggested the EDA consider whether the tagline is intended for current residents, to 109
attract new residents and businesses, and/or identify the direction Mounds View is moving. 110

President Flaherty agreed the tagline target needs to be identified. Mr. Bettenburg stated ideally 112
the tagline is an all-encompassing emotion yet an outward expression of who Mounds View is. 113
He stated the tagline has to have meaning to its residents yet portray who Mounds View is to 114
those who are not familiar. 115

Consensus was reached to create one tagline and the following were added: “Two Words One 117
Community,” “Community Matters,” “Make it Mounds View,” and “See for Yourself.” This 118
item was postponed to the May 26, 2009, EDA meeting and resident input was welcomed. 119

the Marketing Plan to the EDA on May 26, 2009. 125

B. Business Improvement Partnership Loan Program Inquiry. 130

Economic Development Specialist Steinmetz advised staff received an inquiry about the City’s 132
Business Improvement Partnership Loan Program, which is designed to assist existing businesses 133
of two years to make improvements. The inquiry is from a new business so staff advised them 134
that they do not meet the Program requirements of two years. The new business asked if the 135
EDA would waive that criteria since Mounds View does not currently have a dental office. The 136
dental office has a purchase agreement in the Mounds View Center Suites for about 1,500 square 137
feet that needs a significant investment to build out the space and buy equipment. The dental 138
office would provide three initial full-time jobs and several more over the next three to five 139
years. The space would be purchased for $183,000 and the buildout would cost $120,000 plus 140
equipment purchases. 141

Commissioner Mueller asked why the loan criteria is for a two-year business. Executive Director 143
Ericson explained it was the original intent of the loan program to provide incentive for existing 144
businesses to renovate and improve its facilities. Since the City created the program 15-20 years 145
ago and since it has experienced very little usage, the EDA could ask if the purpose of the 146
program should be reconsidered since Mounds View is now a fully developed city, for the most 147
part. 148

Vice President Stigney stated the request is from a new business and if they cannot afford to buy 150
the space perhaps it could be leased. He felt that part of being a dentist is the buildout and 151
purchase of equipment and the City’s Program should stay as it is designed, to improve upon 152
existing properties. Vice President Stigney cautioned about setting a precedent and stated if the 153
Program is not being used, maybe it should be advertised more. 154

Commissioner Hull stated it is time to “think outside the box” and he would favorably consider 156
this request. 157

Economic Development Specialist Steinmetz stated the Program provides a loan up to $25,000 159
and the EDA may want to be in first position on the loan, or require a security. 160

Commissioner Gunn noted this is an improvement to an existing building/business and she 162
thinks the City should try to attract businesses. Commissioner Gunn noted the City has been 163
trying to get dental and medical practices in Mounds View and she would consider the request. 164

Commissioner Mueller stated that portions of the building are vacant and a dental office would 166
be a good fit. However, she understands Vice President Stigney’s word of caution that it could 167
open the Program to other businesses. She stated she would like additional information about the 168
applicant and whether lease-to-buy is an option if they do not have financing to purchase the 169
space. 170

President Flaherty stated a Program is in place and each request can be considered on its own 172
merit. He suggested the current building owner could request funding through the program to 173
install the floor so it meets the Program criteria. President Flaherty stated it may be time to 174
relook at the Program and asked staff to see if something can be worked out with the current 175
building owner. 176

Economic Development Specialist Steinmetz stated Silverview Chiropractic has been in Mounds 178
View for about 19 years. 179

Executive Director Ericson noted if the application is from Silverview Chiropractic instead of the 181
new dental business, the end result remains the same and he questioned whether Silverview 182
Chiropractic would want to be obligated for another $50,000 when they want to sell the space. 183

Vice President Stigney stated he does not support using City money to help this business and 185
suggested staff look at job grants and other funding opportunities. 186

Majority EDA consensus was reached that it would be willing to look at the application. 188

C. Update – Property Owner (2949 Highway 10) Acquisition Request. 190

Economic Development Specialist Steinmetz reviewed the request of Mark Schnor to purchase 192
his .26-acre property at 2949 Highway 10 for redevelopment purposes. She advised that a 193
developer is interested in constructing rental townhomes on that property and four adjacent 194
properties. Economic Development Specialist Steinmetz asked whether the EDA would support 195
townhomes on these five properties. 196

Community Development Roberts stated the parcels would require rezoning if used as 198
townhomes. If the EDA is not interested in townhomes, staff would inform the developer of that 199
stance. 200

The EDA discussed the potential townhome development. Vice President Stigney stated 202
residents felt that Mounds View had enough rental property so he does not support the proposal. 203
Commissioner Gun agreed the purpose of rezoning was to keep housing off Highway 10. 204
President Flaherty felt the City wanted more of a B2 or B3 use along Highway 10 rather than 205
housing. 206

Executive Director Ericson added that the intent was not to completely redevelop to a business 208
corridor, but that there would be some housing. The Comprehensive Plan identifies the corridor 209
as mixed use with a housing component. He noted there may be residential opposition to a 210
commercial development on this site and there has been a transition with a higher number of the 211
population choosing to rent rather than buy. 212

Vice President Stigney stated he is not strongly opposed to owner-occupied townhomes. 214

Executive Director Ericson stated Finance Director Beer had advised that acquiring Mr. Schnor’s 216
property as an investment would not be a good investment for a number of reasons. 217

Consensus was reached that owner-occupied townhomes or a 55 and older co-op community 219
would be more favorably considered than rental townhomes. 220

D. Update – Select Senior Living Project. 222

Economic Development Specialist Steinmetz reported that Select Senior Living, the 95-unit 224
senior housing project approved last year, has been delayed due to financing problems. 225

Discussion
Below are six taglines that the EDA discussed on May 11, 2009 as options:

The EDA agreed that Mounds View’s tagline needs to be unique and cannot have the
words “Mounds View” in it since the new City logo already contains the City name.
The EDA asked for tagline ideas from residents during the May 11, 2009 meeting, so
the EDC discussed taglines at their May 15, 2009 meeting and provided the following
input:
The EDC said they do not like Two Words. One Community. Not one option jumped
out to the EDC as the perfect tagline, however there was some interest expressed by
the EDC in Close. Convenient. Connected or Convenient. Connected. Caring. One
EDC member submitted the following new tagline ideas:
1. Connecting you Home
2. Connecting Careers to Home
The Planning Commission was scheduled to discuss taglines at their May 20, 2009
meeting but the meeting was cancelled due to a lack of a quorum. One Planning
Commission member, however, indicated to City staff that he prefers the tagline Where
Community Matters.
City staff also came up with a couple of new tagline ideas, which are:
1. What a great place to be
2. More than just a great location
Finally, City staff has attached reading material that might make it easier for the EDA to
decide upon a new tagline for the City. One article provides ten steps to creating a
tagline (many of which Mounds View has already taken) and another article provides
lists of many other city taglines. Finally, a report to the City Council of Tracy Brand
Base in California describes how they chose a new tagline last summer that is very
unique and describes the City geographically.

Recommendation
Staff recommends that the EDA select the strongest three tagline options from any of
the many choices for final consideration and possible approval at the June 8, 2009 EDA
meeting.

Item Title/Subject: Discuss Business Improvement Partnership Loan Program
Background
The EDA developed the Business Improvement Partnership Loan Program in June of 1995
per the attached Resolution 95-EDA-27. The EDA modified the program in 1998 per the
attached Resolution 96-EDA-98. In fourteen years, only three businesses (listed below)
have used the program.
The last time the EDA discussed this program was in March of 2008, when the EDA
adopted the Mounds View Business Toolbox. Attached are the minutes from the
respective 2008 EDC and EDA meetings when they discussed the Business Improvement
Partnership Loan Program.
The Toolbox is a document that provides a list of economic development resources and
services available for existing and new businesses desiring to locate in Mounds View. The
EDA adopted the following language on March 10, 2008 about the Business Improvement
Partnership Loan Program as part of the Toolbox document:
Purpose:
The City’s Economic Development Authority has a vested interest in
helping Mounds View businesses thrive and prosper while improving
the aesthetics of the commercial, industrial, and retail sectors of the
community. Accordingly, the Mounds View Business Improvement
Partnership Loan Program has been established to partner with local
businesses by providing 2% interest loans for exterior and interior
building improvements.

Who can apply?
Any business owner who has operated a facility or property located in
Mounds View for a minimum of two years.
How does the program work?
The City’s Economic Development Authority, in partnership with local
banks, will provide improvement loans to existing Mounds View
businesses at a minimum of $10,000 and a maximum of $50,000.
The City participates by providing only half of the loan amount at a 2%
interest rate.
Discussion
On May 11, 2009, the EDA indicated interest in reviewing the Business Improvement
Partnership Loan Program criteria at a future meeting. The criteria is attached in the form
of a flyer (the flyer is the program criteria). I also have attached the current application.
This review was prompted by a recent inquiry from a dentist who would have applied for
the program if the EDA would have considered waiving the loan criteria that only
businesses located in Mounds View for at least two years are eligible.
Also on May 11, 2009, the EDA discussed whether City staff is promoting the program
enough. City staff has not promoted the program since March 2008 because the EDA
approved the Toolbox as an “internal document only” and directed staff to discuss
available programs with businesses only if businesses inquire about such programs. The
EDA also directed staff not to post the Toolbox on the City’s Website.
It is staff’s opinion that if the City is going to have Economic Development programs, that
they should be promoted and used to the extent possible given budgetary considerations.
Recommendation
Staff recommends that the EDA authorize the promotion of all available business
assistance programs to existing and prospective Mounds View businesses. This
promotion could occur on the City’s Website and in other marketing materials. If promoting
the Business Improvement Partnership Loan Program does not attract more applicants
within one year of today’s date, staff would then recommend that the EDA change the
program so that it better fits the needs of businesses and the City.
