ADJOURNMENT Item No: 7A Meeting Date: Sept. 28, 2009 Type of Business: EDA Administrator Review : ____ City of Mounds View Staff Report To: Economic Development Authority From: Heidi Steinmetz, Economic Development Specialist Item Title/Subject: Authorize Fourth Dimension to create and install a new wall sign for the City Council Chambers Introduction The City Council approved a new City logo on April 13, 2009 as part of the Mounds View Branding Project. Upon the Council’s approval of the new logo, City staff immediately began using it on items that do not cost anything to implement other than a brief amount of staff time. The attached “Logo Usage Guide and Implementation Plan” lists several places where the City logo appears and provides structure to the City for implementing the new logo. Implementing the logo on items that do have a cost will be phased in, however it is important to begin the logo implementation process with the most visible and prominent signs within the City. Staff is suggesting that the most prominent sign within the City is the wall sign in the City Council Chambers. Background Pictured below is the wall sign in the City Council Chambers that the City purchased in 2006. The sign is 3’2” x 3’11” in size. The “City of” letters are 5” in height and the “ounds” and “iew” lettering is 6.5” in height. The City purchased the sign through Arkay Construction as part of the City Hall rehabilitation project. Pierce Sales manufactured this sign but no longer creates such signs. Existing Wall Sign in City Council Chambers 9-28-09 EDA Meeting Item 7A – Council Chambers Sign Page 2 of 4 Discussion The wall sign in the City Council Chambers symbolizes the important decisions that Mounds View’s elected and appointed officials make in the Council Chambers. This symbol often appears in the videos of City meetings. The gold finished aluminum material of the existing sign provides a sense of sophistication and professionalism. Staff obtained the attached quotes from Spectrum Sign Systems (located in Centerville) and Fourth Dimension (located in Arden Hills) to create a new wall sign with the new City logo for the City Council Chambers. Jack LaSota of local sign company Traffix Graphix referred City staff to Spectrum. City staff did a “Google” search for “sign companies near Mounds View, MN” to find Fourth Dimension. Quote - Spectrum Sign Systems Pictured below is what Spectrum Sign Systems is proposing as an image and specifications for a new wall sign. Spectrum is proposing that the sign be 7’5” x 2’2” (89“ x 26”) in size. The material would be a fabricated ¼” plate aluminum finished to match metallic gold. Spectrum would charge $1,260 to create and mount the new sign but repairing any wall damage created from removing the existing sign (including wallpapering) would be the City’s responsibility. Fourth Dimension quoted a total of $1,400 to create and mount a new sign. Fourth Dimension is proposing that the sign be 6’ x 3’ (60” x 36”) in size. The material would be ¼” plate aluminum painted one color. Fourth Dimension also is proposing to provide an aluminum backer plate that would cover any existing holes in the cloth panel walls left by the removal of previous sign, thus avoiding any additional cost of replacing or resurfacing of the existing wall. If the EDA chooses this option, City staff suggests that Fourth Dimension: • paint the logo metallic gold • remove the words “City of” to be consistent with the City Council-approved logo • paint or shape the backer plate to look like a frame Image Proposed by Fourth Dimension 9-28-09 EDA Meeting Item 7A – Council Chambers Sign Page 4 of 4 Design Details If the EDA chooses to proceed with ordering a new sign for the Council Chambers, City staff will work with the EDA’s chosen vendor to finalize the design of the sign (such as the color of the backer plate, the color of the logo). The EDA may also prefer to review additional design mock ups at the next EDA meeting on October l2th. Comparing the Quotes Fourth Dimension’s quote is $140 more than Spectrum’s quote. Both vendors are proposing to use the same material. The size of Fourth Dimension’s proposed sign is slightly smaller. Fourth Dimension’s price includes a backer plate to cover any existing holes in the cloth panel walls left by the removal of previous sign. If the vendor does not supply a backer plate, there will be an additional cost to the City for replacing or resurfacing the existing wall. Recommendation Staff recommends that the EDA authorize using $1,400 of its 2009 “Other Professional Services” budget for Fourth Dimension to create and install a new wall sign for the City Council Chambers. There is a balance of $63,556 in the EDA’s 2009 “Other Professional Services” budget. In Mounds View, one of the most visible signs is City Hall’s electronic message sign on County Road 10. Background Pictured below is City’s Hall’s electronic message sign. The City purchased it in 2006 from AIM Electronics for $23,563. Discussion The electronic message sign marks the location of City Hall and the geographic center of the community. The scrolling announcements communicate messages to all audiences, such as residents, businesses, potential residents/businesses and visitors. It is the largest City sign besides the water tower. The blue paneling is consistent with the former City logo color. Spectrum Sign Systems (located in Centerville) created the sign. The words “Community Center” are on the sign, which may be why several people per week come into City Hall looking for the Community Center. Quote – Fourth Dimension Pictured below is Fourth Dimension’s proposed design for updating the electronic message sign panels. Fourth Dimension quoted a total of $1,800 to supply and install new, white Lexan (Lexan is the brand of the thermoplastic) faces decorated with the new City logo. They are proposing that the field color be white and that the logo be two colors. They also would paint the existing structure in the field from blue to green to better reflect the colors of the new City logo. Fourth Dimension is a member of the Twin Cities North Chamber of Commerce. In Mounds View, two of the most visible signs are the monument entrance signs on County Road 10. Background Pictured below are the two monument entrance signs that the City purchased in July 2008 for $2,044.80. The City made this purchase per the attached Resolution 7260 Authorizing the Purchase of Temporary Gateway Signage for County Road 10. Traffix Graphix created the signs and the Public Works Department created the wooden posts and mounted the signs to the posts. Discussion Although the City Council meant for the signs to be temporary, the signs continue to mark the City’s east and west limits and the City’s commercial corridor. The signs portray what visitors would expect to find in Mounds View. The particular artwork has a resort town feel, yet the wooden posts and the shape of the panels appear urban. The font of the “ounds” and “iew” is not consistent with the font of the former logo. Sign Relocation Located near KFC County Road 10 Located on County Road 10 near Groveland Road 9-28-09 EDA Meeting Item 7C – Monument Signs Page 2 of 3 The Public Works Department removed the sign located by KFC on September 23, 2009 in preparation for the construction of the County Road 10 Trail Project. The trail is supposed to be complete by November. The intent of the Public Works Department is to reinstall the sign before the ground freezes. The sign will sit several feet north of its previous location. Quotes Staff obtained the attached quotes from Traffix Graphix and Let’s Get Graphic to update the two signs with the City’s new logo. Applying the new logo to both signs is a reason to designate them as permanent rather than temporary. Although one sign will be in storage until after the trail is complete, it makes sense to reface both signs at the same time. Quote – Traffix Graphix Pictured below is what Jack LaSota of Traffix Graphix proposed as artwork for updating the monument entrance signs with the new City logo. For a price of $1,280 ($640 per sign), Mr. LaSota could place the vinyl artwork onto the existing sign panels after he removes the old vinyl. According to Mr. LaSota, this type of sign would look new for five years and stay in service for eight to ten years. He would not need to remove the panels to complete the work. If authorized, he would complete the work onsite. Option 1 Option 2 Option 3 Quote – Let’s Get Graphic 9-28-09 EDA Meeting Item 7C – Monument Signs Page 3 of 3 Bret Bolnick of Let’s Get Graphic (formerly located in Mounds View) quoted a total of $899.19 for providing entirely new signs. Let’s Get Graphic would use the same base material (as the existing signs) for the panels but would “flat bed” print onto the panels. The typical life span of this type of sign is two years. Let’s Get Graphic also could print the signs on “180C” comply vinyl. According to Mr. Bolnick, this type of sign would last five to seven years but the price to buy such signs would be double. Both of Let’s Get Graphic’s quotes include an hourly rate for design work. Recommendations Staff recommends that the EDA: 1. Authorize using $1,280 of its 2009 printing budget for Traffix Graphix design, print and install two new monument entrance sign panels. There is a balance of $1,645 in the EDA’s 2009 printing budget. 2. Select a design for the monument entrance signs. Continued Review of Possible City Taglines. 49 50 Economic Development Specialist Steinmetz reviewed the past consideration of City taglines 51 and advised that the EDA did not support “Two words. One Community.” She reported that the 52 EDC prefers taglines containing three words starting with the letter “c,” “Connecting You Home” 53 or, “Connecting Careers to Home.” A Planning Commissioner had suggested: “Where 54 Community Matters” and a City staff person suggested: “What a great place to be,” and “More 55 than just a great location.” 56 57 Economic Development Specialist Steinmetz presented the e-mail staff had received from 58 Valerie Amundson’s that included eight suggested taglines. Ms. Amundson had also commented 59 on the importance of having a unique tagline and holding a contest for residents or students to 60 submit their tagline ideas. 61 62 Economic Development Specialist Steinmetz advised that Patrick Bettenburg is no longer with 63 Risdall Marketing so Kevin Deshler will present the Marketing Communications Plan on June 8, 64 2009. 65 66 President Flaherty thanked Mr. Bettenburg for his assistance during this process and wished him 67 well. He also thanked Ms. Amundson for her suggestions. 68 69 Commissioner Mueller stated her agreement with Ms. Amundson that the EDA should not rush 70 into a decision and that the tagline, as suggested by Vice President Stigney, should be 71 characteristic of Mounds View. She supported holding a tagline contest to get other ideas. 72 73 Commissioner Gunn stated she will talk about a contest with the English teachers at Irondale 74 High School to get their ideas. Community Development Director Roberts suggested also getting 75 input from the DECA Program. 76 77 Vice President Stigney stated none of the taglines on the list really “jump out” at him so maybe 78 more tagline suggestions are needed to find one that is really unique to Mounds View. He 79 suggested taglines that address the future, such as “Become Part of our Future” or “You Can 80 Become Part of our Future.” 81 82 Executive Director Ericson agreed that none of the taglines suggested to this point are truly 83 unique and noted there is no rush to make this decision. He suggested this be a summer project 84 with the City making a decision in the fall of the year. He also suggested that the contest be 85 advertised on the City’s website, community sign, and water billing, as well as getting 86 Mounds View EDA May 26, 2009 Regular Meeting Page 3 suggestions from the schools. 87 88 The EDA agreed the matter should be opened to the public for their input, discussed methods of 89 obtaining suggestions, and whether a contest should be organized and a prize given for the 90 winning tagline. It was agreed that suggestions would be solicited from the public, schools, 91 DECA Program, Boy Scouts, Girl Scouts, and during Festival in the Park. 92 93 Vice President Stigney stated he does not support an organized contest because then a “winner” 94 of the submitted names is created. However, he does support asking for suggestions and does not 95 object to awarding a citation or prize for the winning tagline. 96 97 Majority consensus was reached that a contest would be considered and the matter will be further 98 discussed at a future workshop meeting. 99 100 Economic Development Specialist Steinmetz stated staff will present a Marketing Plan and 101 reminded the EDA that Falcon Heights had received some inappropriate tagline ideas when 102 soliciting public suggestions. However, they did receive two good taglines for consideration. 103 104 B. Discuss Business Improvement Partnership Loan Program. 105 106 Economic Development Specialist Steinmetz stated this item was discussed at the last meeting 107 when a dentist asked whether the EDA would consider waiving the criteria to allow for a start up 108 business to receive a Business Improvement Partnership Loan. The EDA talked about 109 reevaluating the loan program criteria, which has been in place for about 14 years. She advised 110 of past low-interest loans that had been granted and noted a summary of this program is 111 contained in the Mounds View tool box. She also noted that city staff has not been aggressively 112 promoted at the direction of the Council. Economic Development Specialist Steinmetz 113 recommended the EDA authorize the program to be promoted and that if interest has not 114 increased within a year, the EDA reevaluate the program so that it better fits the needs of 115 businesses and the City. 116 117 Commissioner Gunn questioned why the loan program had not been promoted since the City 118 wants to attract businesses. 119 120 Commissioner Mueller explained the EDA felt there was a need to look at other programs to 121 attract business without resorting to TIF as the number one resource. In addition, the EDA 122 wanted the City to be at least an equal partner with the developer and not be subject to the 123 developer’s demands. 124 125 Vice President Stigney stated the tool box gathered all program information into one document 126 and identified that TIF would not be used as the first tool. Rather than the developer seeing what 127 they can get from Mounds View, the City could work with the developer to direct them to other 128 Mounds View EDA May 26, 2009 Regular Meeting Page 4 resources. 129 130 President Flaherty stated some did not want TIF in the tool box but others thought it should be 131 included, since it was a tool. Thus, the tool box became an internal document for staff to use 132 when working with developers. He asked how staff would promote the loan program. 133 134 Economic Development Specialist Steinmetz stated the loan program could be advertised on the 135 City’s website or the tool box information could be posted so people know what is available. In 136 addition, developers could be encouraged with pro-business statements to send the message that 137 Mounds View would like certain businesses. 138 139 Commissioner Gunn felt the tool box should be made public and aids to business should be 140 promoted with the understanding that TIF is not the governing body’s first choice. 141 142 Vice President Stigney stated on the other hand, the City should attract the businesses it wants 143 and inform the developer of all programs that would apply. He noted the funds will not go far 144 and he prefers to have it channeled to local businesses where it would result in a visual impact. 145 146 Commissioner Hull asked if any of the tool box items have been used recently. Economic 147 Development Specialist Steinmetz stated they have not due to the economy and low development 148 activity for the past several years. She stated she was not aware that she could approach local 149 businesses about the loan opportunity to make visual improvements. 150 151 President Flaherty stated it is not known whether the program works because it has not been 152 promoted. He felt as the economy recovers and interest rates go up, the EDA may want to re-153 address the 2 percent interest rate. 154 155 Commissioner Mueller indicated she did not want the entire toolbox posted online because a 156 business may use the information as a point of comparison without staff consultation. She noted 157 other cities have more money and can be more generous with potential businesses when 158 compared to what Mounds View can offer. She would prefer the developer contact the City’s 159 personable staff so they find out that Mounds View is a great place to do business. 160 161 Community Development Director Roberts noted the City’s website contains nothing about 162 economic development so developers may not ask any questions of staff. 163 164 President Flaherty suggested that the website encourage inquiries about the City’s assistance 165 program without posting the toolbox information. 166 167 Commissioner Mueller stated her support for staff to contact City businesses that need refreshing 168 to inform them of the loan program and encourage them to apply. 169 170 Mounds View EDA May 26, 2009 Regular Meeting Page 5 Commissioner Gunn stated she thinks all of the programs should be open to the public and 171 nothing keep “internally only.” She felt that for companies interested in the north metro area and 172 requiring a lot of assistance, it would not make any difference if they see it on the website or call 173 staff first to learn of the programs. 174 175 Commissioner Hull felt the City needed to be more aggressive to attract business. 176 177 Consensus was reached to direct staff to post pro-development comments and encourage 178 inquiries to City staff on the City’s website but not post the entire tool box. 179 180 8. City Public Communications and Marketing Plan 41 42 Economic Development Specialist Steinmetz explained the Communications and Marketing Plan 43 is the last component of the branding project prior to implementation. She reviewed the process 44 Mounds View EDA June 8, 2009 Regular Meeting Page 2 used by Risdall Marketing and advised they have met the project scope. Staff views the plan as a 45 framework, rather than an implementation plan and recommends the EDA adopt the Plan, direct 46 staff to request quotes for implementation of the new City logo, and to move forward with the 47 rebranding of Mounds View. 48 49 Kevin Deshler, Risdall Marketing Group, reviewed the Communications and Marketing Plan, 50 noting they have presented several actionable items related to consistent communication and 51 outreach to the community. He mentioned the steps taken through this process and stated it has 52 been a pleasure to work with Mounds View staff, citizens, and the business community. Mr. 53 Deshler advised that if called upon, they are available to assist with implementation. 54 55 Economic Development Specialist Steinmetz presented the staff report, commenting on 56 components contained in the Plan and the importance of messaging for residents, businesses, and 57 the audience of redevelopment professionals. She read the list of ideas that staff most 58 appreciated in the Plan and commented on the benefit of each. Economic Development 59 Specialist Steinmetz reviewed the deliverables from the Risdall Marketing Group, which cost 60 $23,500, and noted the cost of past reports and surveys. Finance 65 Director Beer advised that the City does receive tracking information on the City’s webstream. 66 67 Commissioner Mueller reviewed how other media resources use creative ways to track 68 viewership. Mr. Deshler explained that streaming video can be tracked and website polling can 69 be conducted to determine how to structure content to better facilitate interest, possibly 70 increasing viewership. 71 72 President Flaherty stated he found the Risdall Marketing work to be a tremendous value to bring 73 Mounds View to its next step to move forward. He agreed with the importance of consistent 74 communications with residents and the business community to show Mounds View is a 75 progressive community. However, the Plan is only as good as the City determines to use it. He 76 noted this is an ever-changing document and he is interested in the renaming of County Road 10. 77 78 79 EDA consensus was reached to adopt the Public Communications and Marketing Plan and direct 80 staff to request quotes for implementation of the new City logo and move forward with the 81 rebranding of the City, as presented and recommended by staff. 82 83 A. City Tagline Search and Selection Process 84 85 Mounds View EDA June 8, 2009 Regular Meeting Page 3 Economic Development Specialist Steinmetz stated that 30 taglines had been developed but none 86 found to be the right one for Mounds View so the EDA discussed obtaining additional ideas from 87 residents and the business community. She referenced the promotional tools identified in the 88 staff report, noting the timeline to solicit tagline ideas from the community extends to October of 89 2009 with recognition for the tagline chosen. 90 91 Commissioner Mueller stated support for the promotional tool and timeline presented and 92 suggested all schools be included in the process. 93 94 Vice President Stigney noted Risdall Marketing did not create a tagline that the EDA supported 95 and asked whether they would provide a monetary contribution for the contest. Mr. Deshler 96 stated they have put a significant effort into the report that goes far beyond tagline suggestions. 97 Because that effort has exceeded the amount billed, he believed they were not in a position to 98 offer a monetary contribution at this time, even though he wished they could do so. He stated 99 Risdall believed the taglines offered were viable but he understands the EDA did not find any to 100 be acceptable so that process has been moved to the community. 101 102 Vice President Stigney asked whether he is rejecting that suggestion out-of-hand or would confer 103 with Risdall Marketing. Mr. Deshler stated he would have to confer with others. 104 105 President Flaherty stated his support for staff’s recommendation and to solicit tagline ideas from 106 all schools and engage the community. 107 108 Commissioner Gunn supported recognizing the person who develops the tagline selected instead 109 of holding a contest.
