At the June 8, 2009 EDA meeting, the EDA directed staff to request quotes for implementation of the new City logo. It is important for the City to begin the logo implementation process with the most visible and prominent signs within the City. In Mounds View, one of the most visible signs is City Hall’s electronic message sign on County Highway 10. This is because about 21,600 cars a day travel past the sign on County Highway 10. 2007 Mounds View Traffic Volumes – Minnesota Department of Transportation 10-12-09 EDA Meeting Item 7A – Electronic Message Sign Page 2 of 3 Background Pictured below is City’s Hall’s electronic message sign. The City purchased it in 2006 from AIM Electronics for $23,563. Discussion The electronic message sign marks the location of City Hall and the geographic center of the community. The scrolling announcements communicate messages to all audiences, such as residents, businesses, potential residents/businesses and visitors. It is the largest City sign besides the water tower. The blue paneling is consistent with the former City logo color. Spectrum Sign Systems (Centerville) created the sign. Staff obtained quotes from Spectrum Sign Systems (Centerville), Fourth Dimension (Arden Hills) and JDI Signs & Graphics (Ramsey) to update the electronic message sign panels. Fourth Dimension rescinded their quote on September 29th after learning that the EDA chose Spectrum to create the wall sign in the Council Chambers. The quotes from Spectrum and JDI are attached. Quote - Spectrum Sign Systems Pictured below is Spectrum Sign Systems’ proposed design for updating the electronic message sign panels. Spectrum would charge $2,770 plus the permit fee of $65 to provide new Lexan panels (Lexan is the brand of the thermoplastic). They also would repaint the existing sign cabinet and two pole covers green to match the new City logo. JDI quoted a total of $2,397.84 to provide two new Lexan panels and paint the remaining portion of the sign green to match the new City logo. Design Details If the EDA chooses to proceed with updating the electronic message sign panels, City staff will work with the EDA’s chosen vendor to finalize the design of the panels. Recommendation Staff recommends that the EDA consider approving the attached Resolution (09-EDA-253) Authorizing JDI Signs & Graphics to Replace the Panels on the Electronic Message Sign Located at City Hall. Staff is suggesting that the EDA use no more than $2,400 of its 2009 “Other Professional Services” budget to pay for this project. There is a balance of $63,556 in the EDA’s 2009 “Other Professional Services” budget. Traffix Graphix created the signs and the Public Works Department created the wooden posts and mounted the signs to the posts. Discussion The signs mark the City’s east and west limits and the City’s commercial corridor. The signs portray what visitors would expect to find in Mounds View. The particular artwork has a resort town feel, yet the wooden posts and the shape of the panels appear urban. The font of the “ounds” and “iew” is not consistent with the font of the former logo. Sign Relocation The Public Works Department removed the sign located by KFC on September 23, 2009 in preparation for the construction of the County Hwy 10 Trail Project. The trail is supposed to be complete by November. The intent of the Public Works Department is to reinstall the sign before the ground freezes. The sign will sit several feet north of its previous location. Quotes Staff obtained the attached quotes from Traffix Graphix and Let’s Get Graphic to update the two signs with the City’s new logo. Applying the new logo to both signs is a reason to designate them as permanent rather than temporary. Although one sign will be in storage until after the trail is complete, it makes sense to reface both signs at the same time. Quote – Traffix Graphix Pictured on the next page is what Jack LaSota of Traffix Graphix proposed as artwork for updating the monument entrance signs with the new City logo. For a price of $1,280 ($640 per sign), Mr. LaSota could place the vinyl artwork onto the existing sign panels after he removes the old vinyl. According to Mr. LaSota, this type of sign would look new for five years and stay in service for eight to ten years. He would not need to remove the panels to complete the work. If authorized, he would complete the work onsite. Let’s Get Graphic would use the same base material (as the existing signs) for the panels but would “flat bed” print onto the panels. The typical life span of this type of sign, however, is only two years. Let’s Get Graphic also could print the signs on “180C” comply vinyl. According to Mr. Bolnick, this type of sign would last five to seven years but the price to buy such signs would be double ($1,798.38). Both of Let’s Get Graphic’s quotes include an hourly rate for design work. Recommendations Staff recommends that the EDA consider approving the attached Resolution (09-EDA-253) Authorizing Traffic Graphix to update the monument entrance signs on County Highway 10. Staff is suggesting that the EDA: 1. Select a design for the monument entrance signs. 2. Risdall Marketing Group and City staff prepared the list. Since none of the above listed taglines “jumped out” at the EDA as the perfect tagline for the City of Mounds View, the EDA directed City staff to solicit tagline ideas from the community (Mounds View residents, businesses, community organizations, local school students, etc.). City staff used the following tools to solicit tagline ideas: • 3,250 flyers in the July 2009 utility bill (the flyer is attached) • August 2009 Festival in the Park booth • E-mail press release to Mounds View businesses (the press release is attached) • Cable Channel 16 billboard announcement • City Website • City Hall lobby • Sun Focus & Bulletin articles (both articles are attached) 18. At the center of growth 10-12-09 EDA Meeting Item 7C – Taglines Page 2 of 2 Discussion Community members submitted the attached eighty-two tagline ideas to City staff between July and September 2009. Recommendations A. For choosing a possible tagline, staff recommends that the EDA: 1. Review Risdall Marketing Group’s/City staff’s original list of tagline ideas and the eighty-two new tagline ideas submitted by community members. 2. Choose your top five taglines and be prepared to share those with the EDA and the public on October 12th. If the EDA chooses a community member’s tagline idea, the EDA should discuss an award and/or how to recognize the person’s idea. B. If the EDA decides that none of the submitted taglines work for Mounds View, then the EDA could: 1. Create a tagline for the City; or 2.
