ADJOURNMENT Item Number: 7A Meeting Date: May 27, 2008 Type of Business: EDA Administrator Review: _____ City of Mounds View Staff Report To: Economic Development Authority From: Heidi Steinmetz, Economic Development Specialist Item Title/Subject: Consider Resolution 08-EDA-245 Approving a Branding Services and Public Communications/Marketing Plan Request for Proposals (RFP) Background EDC’s Discussions In January 2008, the Mounds View Economic Development Commission (EDC) began monthly discussions about Mounds View public communications and marketing. Those discussions most recently evolved into the EDC’s May 16th review and approval of the attached draft Branding Services and Public Communications/Marketing Plan Request for Proposals (RFP). EDA’s Discussion The EDA also recently discussed marketing at the April 7, 2008 City Council/EDC redevelopment roundtable Work Session. One of the next steps suggested at the roundtable was to develop a marketing strategy geared towards developers and brokers. Issue Staff developed the attached draft RFP in response to a formal Motion made by the EDC on April 18, 2008. Through the Motion, the EDC is recommending that the EDA consider generating an RFP to initiate a branding exercise and a public communications/marketing plan for the City. Draft Based on May 2007 RFQ The RFP was drafted based on the May 2007 Request for Qualifications (RFQ) document distributed to developers by the EDA for the design and construction of a commercial project on the EDA-owned former Premium Stop property. The submittal requirements of the draft RFP are more stringent than the RFQ since the RFP requests proposals, not just qualifications. For example, proposals will have to include timelines and pricing. Staff has attached the one-page RFP that the City of Anoka distributed in August 2007 as an example of another city’s RFP. Anoka sent their RFP to six consultants, received Item 7A−Draft RFP May 27, 2008 EDA Meeting Page 2 of 2 five proposals and interviewed three consultants. Anoka provided staff with consultant interview questions that the EDA may wish to utilize if they move forward with a branding process. RFP Distribution List Regarding the RFP distribution list, staff is working to compile a list of companies that provide cities with branding/public communications/marketing services. Specifically, the the City of Anoka’s Communications Coordinator, Pam Bowman, was kind enough to provide staff with her RFP distribution list. Staff also requested a list from the City of Coon Rapids. Both cities were extremely satisfied with the consultants they chose to provide such services (Tunheim Partners, Community Design Solutions and Arnett Muldrow & Associates). Sharing Costs A way to share costs for this project would be to explore joint branding with a neighboring community, however this approach could limit Mounds View’s ability to create its own identity. Attached is information from a marketing company out of Nashville that recommended that the Cities of Shreveport and Bossier City in Louisiana brand themselves jointly. Other Cities Seek Brands The attached Star Tribune article highlights metro cities that have completed or are in the process of completing branding exercises. The City of Coon Rapids is mentioned in the article and Community Development Director Marc Nevinski was kind enough to provide one of the outcomes of their branding exercise, a Strategic Positioning Report. The City of Anoka is also mentioned in the article and many branding/marketing design samples are attached for the EDA’s reference. Recommendation Staff recommends that the EDA Consider Resolution 08-EDA-245 Approving a Branding Services & Public Communications/Marketing Plan Request for Proposals. On May 12th, the EDA discussed the potential of installing a “Land for Development” real estate sign on the property. A sign would send the message to the community that the EDA is proactive and trying to sell or initiate a project on the property. Issue As reported on May 12th, staff received two of three quotes solicited from local sign companies. Attached are the two quotes, which were received by Let’s Get Graphic in Mounds View and ABC Sign Company in Blaine. Also attached is an updated proof from Let’s Get Graphic reflecting the Council’s discussion on May 12th that the acreage amount should be removed in order to reuse the sign. Recommendation Staff recommends that the EDA consider the attached two quotes and move forward with installing a sign on the property.
