ADJOURNMENT Item No: 6A Meeting Date: January 14, 2005 Type of Business: EDA Business Administrator Review : ____ City of Mounds View Staff Report To: Mounds View Economic Development Authority From: Aaron Backman, Economic Development Coordinator Item Title/Subject: Resolution 05-EDA-199 Authorizing Staff to Arrange for an Appraisal of Outdoor Signs at The Bridges of Mounds View Golf Course Site Date of Report: January 14, 2005 Discussion: Since the summer of 2004 the City of Mounds View has taken several steps to gather information that is critical for redevelopment of the Bridges of Mounds View Golf Course. On July 26, 2004 the Mounds View EDA authorized staff to pursue title commitment research of The Bridges Golf Course. This activity was completed by Old Republic and Kennedy & Graven. On August 23rd, the M.V. EDA authorized SEH to conduct a wetland delineation study of the developed portion of the City’s property north of Highway 10. This report was completed on September 23rd. On September 13th, the M.V. EDA authorized staff to arrange for a commercial appraisal of the Bridges. Orion Appraisals completed this activity on September 27th. On September 13, 2004, the Mounds View Economic Development Authority authorized the selection of RLK-Kuusisto, Ltd. to undertake an Alternative Urban Areawide Review (AUAR) for the Bridges Golf Course Redevelopment Project. The City approved that an AUAR be undertaken so that transportation, public services, environmental, and other parameters related to a large office campus could be understood. On September 27th, the M.V. EDA authorized E.G. Rud & Sons to conduct a boundary survey and a topographic survey of the Bridges area. The land surveyors completed a boundary survey of all five parcels (developed and undeveloped portions totaling 118.1 acres) and a topographic survey of the golf course (developed portion totaling 72 acres) on October 21st. On January 14, 2005, the M.V. EDA authorized RLK-Kuusisto to undertake additional services associated with the Bridges Office Development AUAR, including amending the City’s Comprehensive Plan. The City Administrator and Backman met with Scott Riggs, John LeFevre, and Bob Lindall, attorneys with Kennedy & Graven, regarding the Medtronic project and the removal of some or all of the outdoor signs at the Bridges Golf Course. We discussed the process for accomplishing this and what steps should be undertaken. It was suggested that Kennedy & Graven contact the attorney representing Clear Channel and that an appraisal of the signs be undertaken. Subsequent to the meeting Mr. Lindall contacted Marvin Liszt, the attorney for Clear Channel. Backman obtained appraisals from two qualified firms that have conducted appraisals of signs. The proposals for appraising all signs range from $13,000 to $18,000 with Patchin Messner & Dodd submitting the lowest bid. The estimated completion date is March 15, 2005. Recommendation: Staff recommends the Authority adopt Resolution 05-EDA-199 which authorizes Patchin Messner & Dodd to conduct an appraisal of the six billboard signs being constructed by Clear Channel Outdoor, Inc. at the Bridges Golf Course at a cost not to exceed $14,000. Backman Economic Development Coordinator \\Trout\CommDev\Economic Development\EDA\Staff Reports\Staff 04\Staff Report 1-14-05 EDA Item #6A.doc EDA RESOLUTION NO. 05-EDA-199 MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION AUTHORIZING STAFF TO ARRANGE FOR AN APPRAISAL OF THE OUTDOOR SIGNS AT THE BRIDGES GOLF COURSE WHEREAS, the Mounds View Economic Development Authority (the “Authority”) has directed staff to explore all potential options relating to the Bridges of Mounds View Golf Course (the “Bridges”), including the redevelopment of the course; and WHEREAS, the Authority has become aware through CRESA Partners of Minneapolis of the significant interest in The Bridges for a potential corporate office campus redevelopment and that Medtronic prefers not to have billboards located on the site; and WHEREAS, to effectively determine and assess the future redevelopment potential, the Authority recognizes the need to evaluate and determine the appraised value of the six outdoor signs located on the Bridges Golf Course property; and WHEREAS, staff has received two proposals from qualified commercial appraisers to conduct an appraisal in accordance with all regulatory guidelines and standards; and WHEREAS, the appraisal firm Patchin Messner & Dodd of Burnsville, MN submitted the lowest cost proposal to conduct an appraisal of the outdoor signs at The Bridges Golf Course. NOW, THEREFORE BE IT RESOLVED THAT, the Mounds View Economic Development Authority hereby authorizes the appraising firm of Patchin Messner & Dodd to conduct an appraisal of the six outdoor signs located at The Bridges Golf Course site in accordance with their proposal dated January 10, 2005, at a cost not to exceed $14,000.
