To Approve the September 22, 2003 Agenda as Presented. 20 21 Ayes – 4 Nays – 0 Motion carried. 22 23 4. APPROVAL OF EDA MINUTES 24 25 A. August 25, 2003 Minutes 26 27 Commissioner Marty requested the following change: Change Council Members to 28 Commissioners. 29 30 MOTION/SECOND: Quick/Gunn. To Approve the Minutes of August 25, 2003 as Presented. 31 32 Ayes – 5 Nays – 0 Motion carried. 33 34 5. CONSENT AGENDA 35 36 None. 37 38 6. EDA BUSINESS 39 40 A. Public Hearing on the Adoption of a Revised Tax Rebate (Abatement) 41 Finance Policy and Application for Development or Redevelopment in the 42 City of Mounds View. 43 44 President Linke opened the public hearing at 6:35 p.m. 45 Mounds View EDA September 22, 2003 Regular Meeting Page 2 46 Economic Development Coordinator Backman indicated that the EDC met and discussed the 47 Policy on September 19, 2003 and then reviewed with the Authority the changes coming out of 48 that meeting. 49 50 Economic Development Coordinator Backman indicated that Vice President Stigney had brought 51 up at the August meeting a price in excess of fair market value and the EDC has agreed to 52 include this back in section d. 53 54 Economic Development Coordinator Backman indicated that the tax rebate financing applicant 55 submits a completed application and a non-refundable application fee. He then indicated that 56 application fee is now professional and technical services. 57 58 Economic Development Coordinator Backman indicated that if the EDA incurs additional 59 expenses directly related or for professional or legal services beyond the $1,000 the City shall 60 notify in writing and the applicant will be required to deposit additional fees. 61 62 Vice President Stigney indicated he felt that this policy should reflect the fact that the City would 63 prefer to use TIF first and TRF when TIF is not an available option. 64 65 Commissioner Quick indicated he approved of the document as presented. 66 67 Commissioner Gunn asked why the language on TIF should be in the policy. 68 69 Vice President Stigney indicated that the City loses money when using TRF and he would prefer 70 using TIF because the City captures all the money. 71 72 Economic Development Coordinator Backman indicated there are some restrictions on 73 abatement for example the most is $100,000 or 5% of the City’s levy and with TIF there is no 74 limit. He then commented that there are a lot more reporting requirements with TIF than there 75 are with TRF. 76 77 Vice President Stigney indicated the City would garner a lot more money from TIF than from 78 TRF. 79 80 Economic Development Coordinator Backman indicated that typically there are more dollars 81 generated for the recipient under TIF than under tax abatement. 82 83 Commissioner Marty commented that the TIF have sunsets on them so they will be closing. 84 85 Commissioner Gunn asked which one benefits the entity applying TRF or TIF. 86 87 Mounds View EDA September 22, 2003 Regular Meeting Page 3 Economic Development Coordinator Backman indicated that in terms of assistance the TIF 88 assistance is a larger dollar amount on average. 89 90 Commissioner Gunn asked how often this TRF policy is used. 91 92 Economic Development Coordinator Backman indicated the City is still waiting for its maiden 93 use. He then said that it has only been in existence for a few years and it is seeing more use in 94 other communities as TIF restrictions have gotten greater. 95 96 President Linke suggested adding wording under policy purpose after the first paragraph on Page 97 3 that “it is desirable that TIF financing be utilized in lieu of TRF whenever possible if it can be 98 shown to be beneficial to the City to do so. 99 100 President Linke closed the public hearing at 6:53 p.m. 101 102 MOTION/SECOND: Marty/Gunn. To Waive the Reading and Adopt the Tax Rebate Finance 103 Policy and Application. 104 105 Vice President Stigney suggested that the City require the applicant to meet two of the objectives 106 listed on Page 5 rather than just one. 107 108 MOTION/SECOND: Stigney/Marty. To Amend the Tax Rebate Finance Policy and Application 109 to Require that the Applicant Meet Two of the Objectives Listed on Page 5. 110 111 Ayes – 4 Nays – 1(Quick) Motion carried. 112 113 Ayes – 5 Nays – 0 Motion carried. 114 115 7. REPORTS 116 117 Economic Development Coordinator Backman indicated that the developer has submitted 118 building plans for Highway 10 north of the theatre and has scheduled a ground breaking for 119 Monday, September 29, 2003 at 11:00 a.m. 120 121 Commissioner Gunn asked for an update on the Amoco site. 122 123 Economic Development Coordinator Backman indicated a number of plans are being reviewed 124 for the site and noted that the property owner to the south of Amoco may need to acquire a strip 125 of land of approximately 20 feet in width to accommodate parking and develop the site properly. 126 127 8. NOW, THEREFORE, BE IT RESOLVED that the EDA does hereby set the 2004 meeting calendar as shown in Exhibit A.
