4. APPROVAL OF EDA MINUTES
A. April 12, 2004 Minutes

6. EDA BUSINESS
A. Resolution 04-EDA-184 Authorizing Staff to Arrange for an Appraisal of
Commercial Property at 2525 County Highway 10 in Mounds View, Known
as Gas & Wash.
Economic Development Coordinator Backman explained that on June 18, 2002 Olson Harvey
Convenience Stores bought the gas station at 2525 County Highway 10 and fuel sales have not
met expectations and they are interested in selling the property. The purchase price is
$1,080,000.

Economic Development Coordinator Backman indicated that the gas station is the only privately
owned property on the triangularly shaped block bounded by Bronson Drive, Edgewood Drive,
County Highway 10 and Long Lake Road. The City of Mounds View has a high concentration of
its public facilities located within this block.
Economic Development Coordinator Backman indicated that there are three reasons that the City
could consider acquiring this property. The first is that it could facilitate implementation of the
County Road 10 Redevelopment and Revitalization Plan. Secondly, acquisition could help
facilitate the commercial redevelopment of this visible corner lot. Third, acquisition of this
property could enable the City to expand the Public Works Shop for equipment storage, parking,
etc., and it might facilitate trails and other open space for pedestrians.
Economic Development Coordinator Backman indicated that Staff recommends that the City
undertake to have an appraisal to ascertain market values of the property.
Mayor Linke asked whether they look for gas leaks and potential costs for the City and whether
the City will get a hold harmless from the property owners.
Economic Development Coordinator Backman indicated he talked to Dave Olson and was told
that they received a clearance letter from the EPA in 2002.
Council Member Gunn asked who would pay for removal of the storage tanks.
Economic Development Coordinator Backman indicated that it could be point of negotiation
with the owner.
Council Member Marty asked whether they have paid the assessment that they owe the City.
Economic Development Coordinator Backman explained that the assessment was paid at the
time of sale but the attorney’s fees were not by error of the title company so they were certified to
the property taxes payable over five years and the first payment has been made.
Council Member Marty indicated that he would like the amount owed the City deducted from the
purchase price.
Finance Director Hansen indicated the sale of the property would require the clearing of any
assessments.
Council Member Stigney said he feels that rather than the City buying this outright he thinks the
City should assist whatever new developer wants to come in and improve it. He then said this is
a costly way to straighten out the road.

Council Member Marty indicated that this would give the City the opportunity to acquire the
property rather than having to use condemnation or eminent domain.
MOTION/SECOND: Marty/Quick. To Waive the Reading and Approve Resolution 04-EDA-
184, a Resolution Authorizing Staff to Arrange for an Appraisal of Commercial Property Known
as Gas & Wash, at 2525 County Highway 10 in Mounds View.
Ayes – 4 Nays – 1(Stigney) Motion carried.
7. REPORTS
Economic Development Coordinator Backman indicated that the developer has signed the
petition and waiver agreement and provided a check for $8,000 on the Hidden Hollow project.
Economic Development Coordinator Backman he then indicated that the Planning Commission
recommended approval of the preliminary plat and there will be a public hearing before Council
on May 10, 2004.
Economic Development Coordinator Backman indicated that CVS Pharmacy is progressing and
the preliminary plat is scheduled to be before the Planning Commission on May 5, 2004.
