Wetlands Delineation of The Bridges of Mounds View Golf Course. 39

Economic Development Coordinator Backman stated that prior to construction of the golf course 41
in 1993 the City had had a wetlands analysis done. He stated that the real estate advisor they 42
have been working with had indicated that an updated wetlands delineation would be helpful in 43
the site selection process. He stated that five proposals had been received to conduct the 44
wetlands delineation. He stated that the low bid was received by SEH in the amount of $1,880, 45

and Staff was recommending the project be awarded to them. 46

Council Member Marty asked if the wetland delineation study that had been done in 2000 48
included the golf course, and Economic Development Coordinator Backman stated that it did 49
not. 50

Council Member Quick asked if the hydrology study had included a wetlands delineation, and 52
Director Ericson stated that it had not. 53

Professional Services Firm to undertake an Alternative
Urban Areawide Review (AUAR) for the Bridges Golf
Course Redevelopment Site

Introduction:
The Mounds View Economic Development Authority (the “Authority”) and the City Council have
directed staff to explore all potential options relating to the operation of the Bridges of Mounds
View Golf Course (the “Bridges”), including the possible redevelopment of the course.
Discussion:
On July 26, 2004 the Mounds View EDA authorized staff to pursue title commitment research of
The Bridges Golf Course. Schedules A & B were completed the last week of August and a legal
opinion by Scott Riggs of Kennedy & Graven on September 7, 2004. On August 23rd, the M.V.
EDA authorized SEH (the lowest bidder) to conduct a wetland delineation study of the developed
portion of the Bridges Golf Course at a cost not to exceed $2,000. This is currently in process and
should be completed on September 15th. Also the last week of August, CRESA Partners
authorized that an updated Phase I Environmental Assessment be completed by the end of
September. This will replace the one that was prepared in 1993 and is being paid for by CRESA,
on behalf of the End User.
The City Administrator and Backman met with CRESA Partners on August 10th and August 25th.
The End User is very interested in the site and is carefully considering various elements of locating
in Mounds View. What is being proposed is a corporate office campus. City Staff has been
providing as much information as possible to CRESA. The End User has requested that an
Alternative Urban Areawide Review (AUAR) be undertaken by the City so that transportation,
public services, environmental, and other parameters are understood. Environmental reviews are
required for specific-sized projects. An AUAR is a midsized environmental review process that is
more timely and economical than an Environmental Impact Statement (EIS). On September 7,
2004, Joe Rhein from Bonestroo made a presentation at the City Council Work Session.
Staff asked for and received three proposals from qualified firms specializing in master planning
and environmental assessments for undertaking an AUAR. The proposals range in cost from
$50,300 to over $75,000+. Staff received all the proposals on Thursday, September 9th, and will
review them prior to the EDA meeting.
Recommendation:
If the EDA supports the continued investigation of the redevelopment option of the golf course,
then staff recommends the Authority adopt Resolution 04-EDA-195 which authorizes the selection
of a Professional Services Firm to undertake an Alternative Urban Areawide Review (AUAR) for
the Bridges Golf Course Redevelopment Project at a cost not to exceed $60,000.

MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY

RESOLUTION AUTHORIZING THE SELECTION OF A PROFESSIONAL SERVICES FIRM
TO UNDERTAKE AN ALTERNATIVE URBAN AREAWIDE REVIEW (AUAR) FOR THE
BRIDGES GOLF COURSE REDEVELOPMENT PROJECT
WHEREAS, the Mounds View Economic Development Authority (the “Authority”) has
directed staff to explore all potential options relating to the Bridges of Mounds View Golf Course
(the “Bridges”), including the redevelopment of the course; and
WHEREAS, the Authority has become aware through CRESA Partners of Minneapolis of
significant interest in The Bridges for a potential corporate office campus redevelopment and that
the potential end user has requested that the City of Mounds View undertake an assessment
process; and
WHEREAS, the proposed development triggers mandatory assessments as indicated in
the Minnesota Environmental Review Rules adopted by the Environmental Quality Board, and
that the Alternative Urban Areawide Review (AUAR) is the most economical and flexible
assessment process; and
WHEREAS, to effectively determine and assess the transportation, public services,
environmental and other parameters of the potential development, the Authority recognizes the
need to undertake an assessment by a professional firm specializing in master planning and
environmental assessments for the whole property; and
WHEREAS, staff has received three proposals from qualified architectural/engineering
firms to undertake conduct the proposed AUAR in accordance with all regulatory guidelines and
standards; and
WHEREAS, the consulting firm RLK-Kuusisto LTD submitted an acceptable proposal to
conduct an Alternative Urban Areawide Review of the Bridges Golf Course site.
NOW, THEREFORE BE IT RESOLVED THAT, the Mounds View Economic Development
Authority hereby authorizes the consulting firm of RLK-Kuusisto LTD to undertake an Alternative
Urban Areawide Review (AUAR) for the Bridges Golf Course Redevelopment Project in
accordance with their proposal dated September 9, 2004, at a cost not to exceed $60,000.
