Economic Development Coordinator Backman addressed the Council and provided information 48
on the use of Tax Increment Financing by the City of Mounds View including requirements and 49
restrictions for using TIF funds. 50

Commissioner Marty noted the Staff report indicated restrictions include that 90% of increments 52
must be used to correct redevelopment issues and then asked if this was a new rule or whether 53
some districts would need to be decertified. 54

Economic Development Coordinator Backman explained that the rule of 90% has been around 56
since 1989 but does not predate the City’s TIF districts as they were created in 1986 and 1988 57
which allows the City the flexibility. He then explained that it would be possible to decertify 58
specific parcels if Council deemed them able to go back onto the tax rolls and said a good 59
example would be the Highway 10 Business Center as the City assisted the builder with the 60
demolition by using TIF dollars but has not promised them multiyear TIF. 61

Vice President Stigney indicated he would like the new Council to discuss whether it is in the 63
City’s best interest to close out parcels and bring them back onto the tax rolls or leave them in 64
TIF for the life of the District. 65

President Linke asked how much longer the TIF Districts would go. 67

Economic Development Coordinator Backman indicated that two Districts would close in 2014 69
and one District would close in 2012. 70

Vice President Stigney said he questions whether parcels such as the Mounds View Animal 72
Hospital should be left in the TIF District or be put back on the tax rolls now that the project is 73
complete. 74

Economic Development Coordinator Backman indicated that increment from the Districts, 76
because of unlimited pooling, could be used for improvements in other areas to benefit the City 77
and businesses within the City. 78

President Linke indicated he would like further information before being asked to make a 80
determination as to whether the parcels should stay in the District for the life of the District or be 81
placed back on the tax rolls. 82

Vice President Stigney indicated he would like the parcels to go back to the taxpayers. He then 84
said he realizes the City catches the money for TIF but the money does not go into the City’s 85
general fund. He further suggested that Council discuss the matter at a work session in the 86
future. 87

Commissioner Marty indicated it was his understanding that the majority of the District 89
increment goes into the TIF pool whereas if on the City’s regular tax rolls some of the money is 90
removed and sent to Ramsey County, the State and the School District. 91

Economic Development Coordinator Backman recommended waiting to see what happens with 93
revenues over the next year due to class rate compression. 94

Commissioner Quick arrived at 6:50 p.m. 96

Commissioner Marty commented that the former and current Finance Director have both been 98
saying that 2003 will be lowest year as far as zeroing out and 2004 will go up and create some 99
pool. He then said he is also concerned that the State of Minnesota has been cutting taxes for 100
commercial businesses and he wants to make sure there is enough money to pay off the TIF 101
bonds existing. He further commented that he would like to keep this in the forefront and review 102
the parcels for possible de-certification. 103

Economic Development Coordinator Backman indicated the ability to decertify parcels may 105
depend on future plans for a specific project. 106

The Authority asked Staff to look into whether MIPH is paying taxes. 108

Commissioner Marty indicated that it appears from the map that part of the Mermaid parking lot 110
is not in the TIF District. 111

Economic Development Coordinator Backman indicated that a portion of that parcel was not 113
included in the process. 114

Commissioner Gunn asked whether building bike paths and sidewalks would be an allowed 116
usage for TIF funds. 117

Economic Development Coordinator Backman indicated that bike paths would be an appropriate 119
use of TIF dollars and that has been done in the past. 120

Commissioner Marty asked what the current balance for this year is in the pool. 122

Economic Development Coordinator Backman indicated he would defer the specific answer to 124
Finance Director Hansen but commented that cash flows were low and there was a need for 125
interfund borrowing so the balance is modest at this time but should change in following years 126
once the bond payment is completed. 127

Commissioner Marty indicated it was his understanding that there would be approximately 129

Meeting Dates for EDA Meetings
DISCUSSION:
Based on the Economic Development Authority’s practice of conducting an EDA
meeting prior to each regularly scheduled City Council meeting (the second and
fourth Mondays of each month, Resolution 03-EDA-160 and Exhibit A list the
proposed EDA meeting dates for 2003.
One holiday falls on a date that would otherwise be considered an EDA meeting—
Memorial Day (May 26th). For that date, as was done for the City Council meeting
schedule, the schedule reflects a Tuesday meeting date.
RECOMMENDATION:
Adopt Resolution 03-EDA-160 setting the 2003 Meeting Dates for EDA Meetings.

CITY OF MOUNDS VIEW

STATE OF MINNESOTA
RESOLUTION SETTING 2003 MEETING DATES FOR EDA MEETINGS
WHEREAS, the EDA may meets twice monthly prior to each regularly
scheduled City Council meeting, and;
WHEREAS, EDA meetings have been proposed for 2003 as shown on the
attached Exhibit A.
NOW, THEREFORE, BE IT RESOLVED that the EDA does hereby set
the 2003 meeting calendar as shown in Exhibit A.

DISCUSSION:
At the beginning of the year it is necessary to appoint a Vice President for the
Economic Development Authority and, historically, an EDA liaison to the Economic
Development Commission has been designated.
RECOMMENDATION:
Staff recommends adoption of the proposed Resolution 03-EDA-170 appointing an
Economic Development Authority Vice President and an Economic Development
Commission Liaison for 2003.

WHEREAS, members of the Economic Development Authority act as
representatives to City Commissions and other organizations; and
WHEREAS, the following representatives of the Economic Development
Authority have been named to act in the following capacity for the year 2003:
