A. Resolution 03-EDA-173 Setting Public Hearing for Revising the City’s 40
Business Subsidy Policy. 41

Economic Development Coordinator Backman indicated that in 1999 the state legislature 43
adopted regulations for the granting of business subsidies by state and local governments that 44
requires each grantor to adopt criteria for awarding the subsidies. He then defined what a 45

business subsidy would be and listed the exclusions. 46

Economic Development Coordinator Backman indicated that the 2000 amendments to the law 48
indicate that the criteria cannot be adopted on a case by case basis and that the City must set out 49
minimum requirements to receive a subsidy as well as setting a wage floor. He then indicated 50
that the City needed to update its policy by May 2003 to comply with the required changes. 51

Economic Development Coordinator Backman recommended setting a joint public hearing on 53
Monday, April 28, 2003 for revising the business subsidy policy. 54

Economic Development Coordinator Backman reviewed the current policy with the authority and 56
the proposed changes to it. 57

Economic Development Coordinator Backman explained tax rebate financing and indicated that 59
the EDC is working on the tax abatement policy but that policy references the business subsidy 60
policy and that must be changed as well. 61

Economic Development Coordinator Backman reviewed the public purpose objectives that need 63
to be met. 64

Economic Development Coordinator Backman reviewed the priorities and general policies for 66
the City. 67

Economic Development Coordinator Backman reviewed the commercial retail requirements and 69
the industrial requirements and compared the differences. 70

Economic Development Coordinator Backman reviewed the wage floor for 72
commercial/residential and industrial. He then provided research on how the City compares to 73
other communities. 74

Economic Development Coordinator Backman reviewed the wage survey information with the 76
Authority. 77

Vice President Stigney indicated he would like to see the wage tied in more closely to what is in 79
the region rather than the federal wage. 80

Economic Development Coordinator Backman indicated that different percentages could be 82
reviewed but his recommendation would be an easy calculation that is the minimum requirement. 83
He then noted that the minimum can be exceeded. 84

President Linke indicated the minimum wage covers everyone and minimum wage floor for this 86
is higher than the federal minimum wage. 87

Vice President Stigney indicated he felt that the City should be competitive with the surrounding 89
area otherwise the City is establishing a low minimum and he thinks the goal should be to raise 90
the bar a little bit to make it more competitive. 91

Economic Development Coordinator Backman indicated that Big Lake put the wage floor at 93
160% of the federal minimum wage and they are in the same region as the City. 94

President Linke asked where the 125% and 140% came from. 96

Economic Development Coordinator Backman indicated that the figures were discussed at the 98
EDC meeting and the consensus was 125% and 140% to provide maximum flexibility but the 99
expectations are higher than that. 100

Economic Development Coordinator Backman updated the Authority on potential residential 109
development off of the SW corner of County Road H2 including the City’s property. 110

Commissioner Quick asked how this would fit into the City’s need for higher density housing in 112
the area. 113

Economic Development Coordinator Backman indicated that residents in the area were surveyed 115
two years ago and did not want higher density housing. He then indicated that there is over 10 116
acres of land proposed for redevelopment and that would equate to 12 to 14 higher end homes. 117

Interim City Administrator Ericson asked for clarification of the Resolution just adopted as it 119
seemed that it was for more than just setting the public hearing. 120

The Authority reviewed the Resolution and determined that the Resolution did not set a public 122
hearing as was originally thought. 123

A. Discussion of Concept Plans Submitted by Developers as Part of the County 39
Road H2 Residential Redevelopment Project in the City of Mounds View. 40

Economic Development Coordinator Backman indicated that there were three developer groups 42
who submitted concept plans and then reviewed each of those plans with the EDA. 43

Commission have reviewed the plans and both feel that any of the developers would do an 46
excellent job. 47

Economic Development Coordinator Backman reviewed the plans submitted by Dave Regel 49
Construction. 50

Commissioner Marty arrived at 6:39 p.m. 52

Vice President Stigney indicated that the road to the north would not need to be built unless the 54
other R-1 properties develop. 55

Commissioner Marty indicated he knew the property owner at 3032 and offered to discuss the 57
redevelopment plan with him. 58

Economic Development Coordinator Backman indicated he had visited homes built by Mr. Regel 60
and finds them to be an excellently constructed home. He then indicated that Mr. Regel is known 61
and recognized for his accessible homes. 62

Economic Development Coordinator Backman reviewed the plans submitted by Homes by 64
James. He then indicated he had visited homes built by Homes by James and finds them to be an 65
excellently constructed home. 66

Vice President Stigney asked how the north south road would line up with Spring Lake Road. 68

Economic Development Coordinator Backman indicated the road would line up approximately 70
with Lot 1. 71

President Linke asked where the pond would be located. 73

Economic Development Coordinator Backman indicated that there were discussions about 75
possibly utilizing Parcel 41 for the pond and adding a second pond in Lot 11. 76

Commissioner Marty suggested reversing the plan and utilizing cul-de-sacs rather than dead end 78
roads. 79

Economic Development Coordinator Backman indicated that the developers were told that cul-81
de-sacs would be required built to City standards. 82

Economic Development Coordinator Backman reviewed the plans submitted by Procraft Homes. 84
He then indicated that Procraft Homes took the initiative to contact Mr. Vik concerning selling 85
all or a portion of his property and he has expressed an interest in doing so. 86

Economic Development Coordinator Backman indicated he had visited homes constructed by 88
Procraft Homes and found them to be an excellently constructed home. 89

President Linke asked if the pond would be located in the area of Lots 17 and 18. 91

Economic Development Coordinator Backman indicated that the ponding location would be 93
determined based upon soil boring information which needs to be obtained. He then 94
recommended that the City obtain the soil boring information and the costs would be recovered 95
in the LOI with the developer. 96

Economic Development Coordinator Backman indicated that he had received a quote for 98
$6,987.00 and a quote for $2,815 and anticipates receiving a third quote later in the week. 99

Economic Development Coordinator Backman asked for authorization to proceed with the soil 101
boring process and to come back to the EDA with a recommendation. He then commented that 102
there is one lot that, if the City were to purchase, would mean the City would control the whole 103
area. 104

Vice President Stigney asked whether Homes by James could submit plans that show a 66-foot 106
wide road. 107

Economic Development Coordinator Backman indicated he was sure the developer would be 109
willing to do so. He then introduced the representatives of the developers. 110

Economic Development Coordinator Backman indicated he would like to have an indication of 112
whether the plans submitted are something the EDA would like to see placed on the property. 113

Commissioner Quick indicated he did not find any of the plans acceptable as he does not feel the 115
plans reflect the highest and best use for the property. 116

Commissioner Marty indicated he had no issue with any of the plans or any of the developers. 118

Vice President Stigney indicated he liked the plans submitted by Homes by James because of the 120
cul-de-sac plans rather than the right angle “t” intersections. 121

Commissioner Gunn indicated she liked the cul-de-sac concept and the Procraft plans with the 123
homes facing into the cul-de-sac road rather than out onto H2. 124

President Linke indicated he would prefer that the road line up with Spring Lake Road and 126
prefers an X intersection as it is a little safer. 127

Economic Development Coordinator Backman thanked the developer teams for the work they 129

have done on the concept plans and then indicated that all have had representatives out to the site 130
to walk it. 131

President Linke thanked the developers and said he appreciates the time and effort they have 133
given and the money spent on the project. 134

Vice President Stigney indicated he would like the developers to make their changes and submit 136
their best plan and then take public comments on the proposals. 137

thanked the City for the opportunity to be involved in the process. 144

Gary Nordness representing Procraft addressed the EDA and briefly explained his plans. He then 146
thanked the EDA for the opportunity to work with them on this project. 147

Dennis Peck with Northfork, Inc., indicated he was asked by Jim Claremont to work on this 149
project and thanked the City for the opportunity. 150
