APPROVAL OF EDA MINUTES 22 23 A. April 14, 2003 Minutes 24 25 MOTION/SECOND: Gunn/Stigney. To Approve the Minutes of April 14, 2003 as Presented. 26 27 Ayes – 3 Nays – 0 Motion carried. 28 29 B. EDA BUSINESS 40 41 A. Discussion and Consideration of EDA Resolution 03-EDA-174, Approving 42 the Contract Award for Undertaking Geotechnical Exploration for Proposed 43 Residential Development on Lots 34 Through 40 on County Road H2 in 44 Mounds View 45 Mounds View EDA June 9, 2003 Regular Meeting Page 2 46 Economic Development Coordinator Backman indicated that Staff had obtained bids for the soil 47 borings and provided the pricing information to the EDA. 48 49 Commissioner Marty arrived at 6:37 p.m. 50 51 Vice President Stigney asked whether the TIF funds to be used were the excess TIF Funds or the 52 Community Development Funds. 53 54 Interim City Administrator Ericson indicated that the City would be utilizing dollars from the 55 EDA account funded through the TIF districts. 56 57 MOTION/SECOND: Stigney/Gunn. To Waive the Reading and Approve Resolution 03-EDA-58 174, a Resolution Approving the Contract Award for Geotechnical Exploration for a Residential 59 Development on Lots 34 through 50 on County Road H2. 60 61 Ayes – 4 Nays – 0 Motion carried 62 63 7. REPORTS 64 65 Economic Development Coordinator Backman indicated that Staff was asked to define a set of 66 criteria for selecting a developer. He then provided the information to the EDA and reviewed it 67 with them. He also noted that Dave Regel is no longer interested in being included in the project. 68 69 Economic Development Coordinator Backman reviewed the list of seven questions that were 70 posed to the developers and compared their answers to those questions. He then asked whether 71 the EDA felt the information was adequate and whether the EDA was prepared to choose a 72 developer or wished to obtain further information. 73 74 Gary Nordness representing Procraft addressed the EDA and reviewed their plans for the project. 75 76 Commissioner Marty indicated he liked concept plan A and asked who owned the property 77 behind the existing home in plan B. 78 79 The developer indicated that Mr. Vik owns that property and has expressed an interest in selling 80 it. 81 82 Jim Claremont of Homes by James addressed the EDA and provided a brief history on himself 83 and his company along with over viewing his plans for the project. 84 85 Vice President Stigney asked for Staff’s recommendation on choice of developer. 86 87 Mounds View EDA June 9, 2003 Regular Meeting Page 3 Economic Development Coordinator Backman indicated he has enjoyed interacting with both 88 teams and feels both are quality developers. 89 90 Vice President Stigney indicated his choice would be Homes by James and his reasons are 91 because they are a little less expensive overall and they have said they would use different 92 builders so homeowners are not all tied into one builder which may be advantageous for the 93 buyer and the appearance of the homes. He also commented that he has seen homes he did in 94 Vadnais Heights and they were very nice. He further commented that he liked that Homes by 95 James could start this fall. 96 97 Economic Development Coordinator Backman indicated that Procraft would start building in 98 September of 2003 in order to have a home available for the spring preview. 99 100 Vice President Stigney asked if Homes by James could align the road with Spring Lake Road. 101 102 Homes by James indicated that would not be an issue. 103 104 Commissioner Marty indicated that both developers seem to build an excellent quality home but 105 he prefers Procraft because of their proactive actions with regard to contacting other property 106 owners in the area to see whether they would be interested in joining in the redevelopment. He 107 also indicated that he likes that there would be only one builder because he likes the consistency 108 that provides. 109 110 Commissioner Gunn indicted she is leaning toward Procraft because she likes Plan B and likes 111 the fact that the homes are facing the cul-de-sac street with fewer homes facing H2. 112 113 President Linke indicated that he is leaning toward Procraft because of the fact that they were 114 proactive and went out and talked to Mr. Vik and stepped forward right off the bat. He also 115 commented that he lies the plan where the road lines up because that makes more sense for the 116 City. 117 118 MOTION/SECOND: Gunn/Marty. To Select Procraft Homes for the Development of Lots 34 119 through 40 on County Road H2. 120 121 Commissioner Marty commented that the Procraft median or average home was around $480,000 122 and asked whether all the homes would be like that. 123 124 Procraft indicated that the homes on the outskirts of the development would be the entry level 125 homes in the mid $300’s and the homes would get progressively more expensive as you travel 126 into the development. 127 128 President Linke indicated that he would support the motion and it is not because Homes by 129 Mounds View EDA June 9, 2003 Regular Meeting Page 4 James does not fit into this category but because Procraft has shown themselves to be very 130 proactive. 131 132 Commissioner Marty indicated this was a very close decision and hard to make. 133 134 Vice President Stigney indicated he has nothing against Procraft but for the reasons he stated he 135 preferred Homes by James. 136 137 Ayes – 4 Nays – 0 Motion carried. 138 139 The EDA thanked both developers for their time and efforts. 140 141 8.
