CALL MEETING TO ORDER 2. ROLL CALL: Sonterre, Stigney, Quick, and Marty. NOT PRESENT: Thomas. 3. APPROVAL OF AGENDA MOTION/SECOND: Marty/Stigney. To Approve the Agenda for May 28, 2002 as presented. Ayes – 4 Nays – 0 Motion carried. 4. APPROVAL OF EDA MINUTES A. None. 5. SPECIAL ORDER OF BUSINESS None. 6. REPORTS None. 7. CONSENT AGENDA None. 8. EDA BUSINESS A. Consideration of EDA Resolution 02-EDA-164, Authorizing Expenditure of EDA Funds to Create a Certificate of Survey for the Property Located at 3016 County Road H2. Mounds View EDA May 28, 2002 Regular Meeting Page 2 Community Development Director Ericson explained that the Resolution before the EDA would authorize Staff to obtain a Certificate of Survey for the property that would lead into the subdivision of the property at 3016 County Road H2. Vice President Stigney indicated he felt the Resolution should state not to exceed $1800 because that would be 50% over the estimate and he does not feel that more than 50% over the estimate is needed. Director Ericson explained that there are a lot of variables when it comes to preparing a Certificate of Survey and it is difficult to set a firm dollar amount for the service. He then commented that it could be more or less than the estimated amount. Vice President Stigney said he felt allowing for 50% over the estimate would be sufficient and noted if it were more expensive than that Staff could come for approval. Commissioner Quick asked if Staff had any estimates on what it would cost to have the house demolished. Director Ericson estimated it would cost from $4000 to $6000 depending on what materials were in the house and the cubic footage of what remains. He then commented it may be less expensive if the Fire Department is interested in the structure for a controlled burn or if someone moves the house. Commissioner Quick asked if Staff had contacted anyone to have the house moved. Director Ericson indicated he has raised the issue with some people and called a few people but has learned that there is not much of a market for pre-built 1940’s era homes and the costs involved with moving them may not make it feasible. Commissioner Quick indicated he could not vote for this tonight because he would like to explore the option of removing the house, demolishing the house or having the Fire Department burn it. He then commented that he felt it was important for the City to retain control of the entire parcel and not subdivide it and sell. Commissioner Marty indicated he did not think it was necessary to spend the money for the survey at this time and suggested looking into the options referred to by Commissioner Quick. Director Ericson indicated that doing the Certificate of Survey would not preclude the City from proceeding with the other options and said that it was not the intent for the City to use the north third of the lot for redevelopment. Commissioner Quick said he felt the entire lot is necessary for the City to redevelop the area to Mounds View EDA May 28, 2002 Regular Meeting Page 3 the highest and best use for the City. He then commented that the area could be redeveloped into housing for the aging population in the community that would like a place with less maintenance. Vice President Stigney indicated he felt subdividing the property would give the City another option and noted the City does not have to sell it at this time just because it is subdivided. Commissioner Quick asked how much the Certificate of Survey would be. Director Ericson indicated the cost estimate was $1200 but it could be more or less. Commissioner Quick commented that the City should save TIF funds and wait to see what can be done with the property. Vice President Stigney said he thinks this is an opportune time to subdivide and if the opportunity presents itself the City would have the option. MOTION/SECOND: Quick/Marty. To Waive the Reading and Deny EDA Resolution 02-EDA- 164, a Resolution Authorizing Expenditure of EDA Funds to Create a Certificate of Survey for the Property at 3016 County Road H2. Ayes – 3 Nays – 1(Stigney) Motion carried. MOTION/SECOND: Quick/Marty. To Direct Staff to Explore the Option of Having the House Demolished, Removed from the Site, and/or Burned by the Fire Department. Ayes – 3 Nays – 1 (Stigney) Motion carried. 9. REPORTS Commissioner Quick indicated he felt holding the EDA meeting prior to the Council meting worked out well and suggested doing so on a regular basis provided the meeting could be completed by the start time for the Council meeting. MOTION/SECOND: Quick/Sonterre. To Direct Staff to Schedule the EDA Meeting Prior to the Council Meetings. Vice President Stigney indicated he would like to leave it up to the City Administrator Miller to determine whether the meeting can be accomplished prior to the meeting.
