The Agenda was approved by Consent of Council. 2. APPROVAL OF EDA MINUTES A. Approve Minutes of December 11, 2000. Commissioner Thomas requested the spelling of President Sonterre’s name be corrected. MOTION/SECOND: Marty/Thomas. To Approve the Minutes of the EDA for December 11, with the requested change. Ayes – 4 Nays – 0 Motion carried. President Sonterre abstained as he was not present at the December 11, 2000 meeting. 3. SPECIAL ORDER OF BUSINESS None. 4. CONSENT AGENDA None. Assistant to the Administrator Reed explained this Resolution would establish regular EDA meetings for 2001. MOTION/SECOND: Marty/Stigney. To approve Resolution 00-EDA-140, a Resolution Establishing Regular EDA Meetings for 2001. Ayes – 5 Nays – 0 Motion carried. B. Approve EDA Resolution 00-EDA-141 Appointing EDA Vice President and EDC Members. Assistant to the Administrator Reed indicated Resolution 00-EDA-141 is a Resolution appointing EDA Vice President and EDC members. MOTION/SECOND: Marty/Quick. To Appoint Commissioner Stigney to the Position of Vice President. Ayes – 5 Nays – 0 Motion carried. MOTION/SECOND. Marty/Thomas. Item No. 7A Meeting Date: February 12th, 2001 Type of Business: CA WK: Work Session; PH: Public Hearing; CA: Consent Agenda; EDA: EDA Business City of Mounds View Staff Report To: President and EDA Commissioners From: Aaron Parrish, Economic Development Coordinator Item Title/Subject: Manufactured Home Park Revitalization Program Date of Report: February 7, 2001 Background: In an effort to revitalize Mounds View Mobile Home Park, staff has developed a program to assist in the acquisition/demolition and rehabilitation of substandard manufactured homes. The location of Mounds View Mobile Home Park is illustrated below: Under the Acquisition Program, residents of older manufactured homes would be given up to $5,000 to purchase their home. Once acquired by the EDA, salvageable materials would be removed from the home, and then it would be demolished. This program is oriented toward those homes where rehabilitation would be cost prohibitive. It is expected that newer model homes would replace those removed from the park. Additionally, another $3,000 loan forgivable over 5 years would be made available to low and moderate individuals wishing to purchase a new home to be placed on site. More information regarding this program can be obtained from the attached resolution. Under the Rehabilitation Program, those homes requiring less renovation to be code compliant February 5, 2001 Work Session Page 2 of 5 would receive a forgivable loan over three years up to $3,000. Additional information about this program can also be obtained from the attached resolution. Finally, it is anticipated that both of the aforementioned programs would target manufactured homes constructed prior to 1976. However, the extent of code and life safety issues associated with the home would be the primary determinant. Currently, the units within Mounds View Mobile Home Park were manufactured on the following dates: YEAR MANUFACTURED NUMBER OF UNITS Prior to 1970 22 1970 - 1974 26 1975 - 1979 55 1980 – 1989 22 1990 and Newer 30 Total Units 155 From a financial perspective, the program would only become operational upon successful receipt of Federal Community Development Block Grant funds allocated through Ramsey County. These funds are primarily allocated for the development or rehabilitation of affordable housing, and projects that benefit low to moderate income individuals. The Manufactured Home Park Revitalization Program addresses both criteria. A subsequent Agenda Item directs staff to submit a grant application for these funds. Necessary Actions: Consider Resolution No. 01-EDA-142 Approving the Manufactured Home Park Revitalization Program. ______________________________________ Aaron Parrish, Economic Development Coordinator (763) 717-4029 Attachment #1: Resolution No. 01-EDA-142 RESOLUTION NO. 01-EDA-142 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING THE MANUFACTURED HOME PARK REVITALIZATION PROGRAM WHEREAS, the Mounds View Economic Development Authority (EDA) has recognized a need to establish a Manufactured Home Park Revitalization Program to reduce the social costs of blight, improve the quality of life in Mounds View manufactured home parks, and enhance housing opportunities available within the City; and WHEREAS, there exists a need in the City of Mounds View to provide a program in which deteriorating manufactured homes that have a blighting influence on the neighborhood and community may be acquired for demolition or rehabilitated; and WHEREAS, the program would be primarily funded through Community Development Block Grant funds distributed by Ramsey County; and WHEREAS, projects in which CDBG funds are used are to provide safe and quality housing for low and moderate income families; and WHEREAS, the program descriptions attached as Exhibit A provide an overview of the acquisition and rehabilitation components of the program. NOW THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development Authority hereby approves the Manufactured Home Park Revitalization Program contingent upon obtaining Community Development Block Grant Funding. Purpose: To remove structurally substandard housing through the removal of substandard manufactured homes. Priority shall be given to substandard units manufactured prior to 1976. Offered By: City of Mounds View and the Mounds View Economic Development Authority. Program: Upon submission of a completed application and proof of ownership, the City of Mounds View’s Community Development Department will inspect the homes. The Department of Housing and Urban Development’s Manufactured Home Standards and the Minnesota State Building Code shall serve as the basis for the inspection. Units with serious code and life safety violations shall be determined to be eligible for acquisition. Applications shall be ranked according to date and time of application and the seriousness of life and safety code violations present in the manufactured home. Priority shall be given to units manufactured prior to 1976. Purchase price shall be five-thousand dollars ($5,000) or less. An additional three-thousand dollar ($3,000) loan forgivable over five years may be made available to low and moderate income families wishing to purchase a new manufactured home to be placed on site. Park manager(s) and owner(s) will be notified of the acquisition(s) and the removal of manufactured home(s) in accordance with the terms of their lease. An independent contractor will remove acquired manufactured home(s) from their respective park(s). Every effort will be made to coordinate the removal of the units with the park managers and to limit disruption to the park and its residents. Owner participation in the project is required. Participation may be in the form of equity or private financing. Preference will be given to low and moderate income homeowners. Funds will be made available on a deferred loan basis with loans to homeowners forgiven over a three year period. The City shall prepare a scope of work with the inspection serving as the basis of allowed work. Said scope of work shall be provided to the owner. Property owners shall be responsible for identifying and selecting a contractor to complete the required rehabilitation. Since there is no maximum amount that can be requested, at this point we will be requesting $200,000. NOW THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development Authority hereby recommends application to Ramsey County for a Community Development Block Grant for $200,000 to assist in funding the Mounds View Manufactured Home Park Revitalization Program. This appointment of a chairperson by the EDC members is subject to the Economic Development Authority approval. The EDC unanimously voted to appoint Tom Field as Chairperson at their January 26th Regular Meeting. The term of appointment shall be for one year consistent with the Mounds View Code Chapter 408.07, Subdivision 1. Attached is a resolution which approves of Tom Field as Chairperson effective until December 31, 2001. Necessary Actions: Consider Resolution No. 01-EDA-144 Approving the Appointment of the 2001 Economic Development Commission Elected Chairperson. ______________________________________ Aaron Parrish, Economic Development Coordinator (763) 717-4029 Attachment #1: Resolution No. 01-EDA-144 RESOLUTION NO. 01-EDA-144 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION APPROVING THE APPOINTMENT OF THE 2001 ECONOMIC DEVELOPMENT COMMISSION ELECTED CHAIRPERSON WHEREAS, the Municipal Code Chapter 408.07, Subdivision 1 entitled Economic Development Commission, Organization states that "at the first regular meeting of the year, the Commission shall appoint a chairperson from among its voting members and that this appointment shall be subject to Authority approval and shall consist of a one year term"; and WHEREAS, through a unanimous vote of the Economic Development Commission members on January 26th, 2001 Tom Field was re-elected chairperson of the Economic Development Commission. NOW, THEREFORE, BE IT RESOLVED that the Economic Development Authority of the City of Mounds View hereby approves the appointment of Tom Field as Chairperson of the Economic Development Commission. Adopted this 12th day of February, 2001. _________________________ Rich Sonterre, President ATTEST: ________________________________ Kathleen Miller, Executive Director Item No. 8A Meeting Date: February 12th, 2001 Type of Business: EDA WK: Work Session; PH: Public Hearing; CA: Consent Agenda; EDA: EDA Business City of Mounds View Staff Report To: President and EDA Commissioners From: Aaron Parrish, Economic Development Coordinator Item Title/Subject: Provide Staff Direction Regarding the Acquisition of 7980 Groveland Road Date of Report: February 7, 2001 Background: As the EDA is aware, staff has been approached by Mr. Greg Johnson, owner of 7980 Groveland Road, about the possibility of selling this property to the City. The parcel is currently improved with a single-family residence. Based on direction provided at the February Work Session, the EDA will be presented with an appraisal of the property. While the full report will not be available by the time of the EDA meeting, we have been assured that a letter indicating a value will be made available to us by Monday. Mr. Johnson has offered to sell the property for $150,000. As indicated at the Work Session, Mr. Johnson has also received an offer to purchase the property which expires February 16, 2001. Accordingly, if the EDA were interested in acquiring the property, it would be necessary to direct staff to draft a purchase agreement. Of course, the purchase agreement would be contingent upon EDA approval.
