President Coughlin asked the Commission if anyone would like to add items to the agenda.

presented.

2. APPROVAL OF EDA MINUTES
A. Approve minutes of April 10, 2000.
President Coughlin requested a correction to Page 1, third paragraph, third sentence to indicate
“…however, it was certainly mentioned at the meeting on March 27th ”
President Coughlin requested a correction to Page 4, second paragraph, first sentence to indicate
“President Coughlin.”

corrected.

Proposed Sale of EDA-Owned Property Located at 2225 Hillview Road to
Habitat for Humanity.
MOTION/SECOND: Thomason/Quick. To approve the Consent Agenda for Item A as
presented.

President Coughlin reported the Economic Development Commission would meet at 7:30 a.m.,
the following Thursday. He indicated that he would attend this meeting, which would be
televised and rebroadcast at various times, for those wishing to view the proceedings.
President Coughlin extended his appreciation to staff, and to the members of the Authority and
the Council for their perseverance and diligence, and for a job well done by all.

President Coughlin adjourned the meeting at 9:05 p.m.

Item Title/Subject: Discussion Regarding a Resolution Approving and
Authorizing a Purchase and Redevelopment
Agreement by and between the Mounds View
Economic Development Authority and Habitat for
Humanity for 2225 Hillview Road.

Background:
The EDA authorized the purchase of 2225 Hillview Road on June 28, 1999 via
approval of Resolution 99-EDA-114. The City took possession of the property on
December 14, 1999. On February 28, 2000, the EDA authorized the demolition of
the home, which occurred on March 24, 2000. The site has been restored and is
now ready for transfer to Habitat for Humanity, however before the closing can
occur, Minnesota statutes require the EDA to hold a public hearing regarding the
disposition.
Discussion:
As has been discusses and agreed upon at previous meetings of the City Council and
the economic Development Authority, the intent with this property has been to
transfer the property to Habitat for Humanity, with the City being paid $50,000
through funds made available by Ramsey County CDBG grants. Both the City of
Mounds View and Habitat for Humanity have access to grant funds, though Habitat’s
grant was awarded earlier than the City’s, so the decision was made to utilize only
Habitat’s grant monies in this purchase and redevelopment. After this sale, the City
will continue have access to up to $75,000 in CDBG funds earmarked for low to
moderate income housing redevelopment.
Recommendation:
Hold the public hearing as advertised and approve Resolution 00-EDA129 which
authorizes the execution of a purchase and redevelopment agreement by and
between the City of Mounds View and Habitat for Humanity to complete the sale of
2225 Hillview Road to Habitat for Humanity for $50,000.

RESOLUTION NO. 00-EDA-129
MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
COUNTY OF RAMSEY
STATE OF MINNESOTA
A RESOLUTION APPROVING AND AUTHORIZING A PURCHASE AND REDEVELOPMENT
AGREEMENT BY AND BETWEEN THE MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
AND HABITAT FOR HUMANITY
It is hereby resolved by the Board of Commissioners (the “Board”) of the Mounds View Economic
Development Authority (the “Authority”) as follows:
Section 1. Recitals.
1.01 The Authority has the powers provided in the Minnesota Statutes, Sections
469-124 10 469.134 and 469.090 to 469.108 (collectively, the ΑAct≅).
1.02 Pursuant to and in furtherance of the objectives of the Act, the Authority
has undertaken a program to promote development and redevelopment of
certain land within the City of Mounds View and in this connection is
engaged in carrying out the Mounds View Economic Development Project
(the “Project”) within the City.
1.03 There has been approved pursuant to the Act a Project Plan for the Project.
1.04 The redevelopment and development of property within the Project by
private developers are stated objectives of the Project Plan.
1.05 The Authority acquired the land and house located at 2225 Hillview Road (the ΑProperty≅)
as part of the Housing Replacement Program per Resolution No. 99-EDA-114 and in
furtherance of the objectives stated above.
1.06 Habitat for Humanity (the ΑDeveloper≅) is offering to purchase the Property from the
EDA under the guidelines of the Housing Replacement Program for $50,000 of which the
terms of the purchase and redevelopment of the Property are outlined in the attached
Purchase and Redevelopment Agreement (the “Agreement”).
Section 2. Resolved.
2.01 That the Board hereby determines that the Authority’s execution of the
Agreement and subsequent sale and redevelopment of the Property would
be in furtherance of the Project Plan and hereby approves and authorizes
said actions, including the execution of the Agreement by the officers of
the Authority in their discretion and at such time, if any, as they may deem
appropriate.
2.02 That upon execution and delivery of the Agreement, the officers and
employees of the Authority (including members of the City staff, acting in
their capacity as staff to the Authority as well) are hereby authorized and
directed to take or cause to be taken such actions as may be appropriate or
necessary on behalf of the Authority to implement the Agreement,
including the sale and redevelopment of the Property, per the provisions
set forth in the Agreement.
2.03 That the Board hereby determines that the execution and performance of
the Agreement will help realize the public purpose of the Act and are in
furtherance of the Project Plan.
Adopted by the Board of Commissioners of the Mounds View Economic Development Authority on May 8,
2000.

Item Title/Subject: Options for 2901 Highway 10

Background:
At the March 13th meeting of Economic Development Authority, direction was given to the Economic
Development Commission to investigate potential options to address the current condition of 2901
Highway 10, or the former Kunz Oil property. The current condition of the property is shown below:
Tom Deretich and Mirjana Alex of 2925 Highway 10 are listed as the current property owners. This
residence is directly adjacent to the above property. The Comprehensive Plan calls for the property

to be incorporated into a larger mixed-use planned unit development in the future. However, it is the
EDC’s perspective that some of the issues associated with the site could be reconciled on a more
immediate basis.
Accordingly, three options were discussed at the EDC’s April 27th meeting. The options included
purchasing the site, active code enforcement, and the provision of demolition assistance. After
discussing the various alternatives, the EDC voted 4-0 in favor of providing demolition assistance.
If the EDA elected to provide demolition assistance, funds would be provided to demolish the
existing structure leaving the lot vacant. This is similar to what was done at 8300 Fairchild in
conjunction with the Housing Replacement Program.
From a financial perspective, it is anticipated that TIF dollars allocated for Highway 10
Redevelopment would be utilized. Based on past experience with the Housing Replacement
Program, it is expected that demolition costs would be approximately eight thousand dollars. They
may actually be less since the structure does not have basement.
Necessary Actions:
Authorize staff to discuss demolition assistance options with the property owner of 2901 Highway 10
