Call to Order: The meeting was called to order at 6:09 p.m. by Chairperson, Dan Nelson. 2. Roll Call: Members Dan Nelson, Ron Schmidt, Rosemary Goff, Tom Field and Steve Larson were present. Dir. of Economic Development Cathy Bennett and EDA Liaison Duane McCarty were present. Members Cindy Carlson and Brian Sjoberg and Alternate Liaison Gary Quick were absent. 3. Approval Of Minutes: Motion/Second: Goff/Larson moved approval of Minutes from August 28, 1997 as amended by Carlson. Motion Carried 5 ayes 0 nays 4. Special Business Chair Nelson introduced and welcomed new EDC members Steve Larson and Tom Field. Mr. Larson is filling Delane Welsch's term which expires December 31, 1997 and Mr. Field is filling Bev Tarharl?s term which expires December 31, 1998. Mr. Larson is a long term resident who's phone number has been the same since he was a small child. He is a stock broker and has an interest in the business issues in the community and feels he can contribute with is background in business financing. Mr. Field is also a long term resident who is a business banker. He also has an interest in contributing to the EDC and feels confident that he can provide valuable insight with his professional experience. 5. EDC BUSINESS A. Consideration of Tax Increment Request by Pelstring Capital Director Bennett gave a brief summary of the request from Pelstring Capital, acting on the behalf of CALPERS, for a grant of$700,000 to assist in the retention of Portable Products, a division of Fiscars, in the Mounds View Business Park building A. The grant request is to help move Sims Deltec who is located in Building A where Portable Products would like to expand into. Director Bennett explained that staff has met with Pelstring Capital to come up with other alternatives instead of a grant request but, according to CALPERS, who is the owner of the building, there is no other alternative financially feasible for them. Representatives from Portable Products gave a presentation on the company and their need for expansion with the current growth projections and expectations of sales in excess of$50 million by the year 2001. Pat Pelstring of Pelstring Capital discussed the need for the grant in • that the owner of the building, CALPERS, is neutral in the situation since they have signed 1 leases from both Portable Products and Sims Deltec. They have made the request in good faith to retain both companies in Mounds View. Director Bennett discussed the other alternatives mentioned for a loan request, Portable Products moving into alternate space within the building or moving entirely into another building. Commissioner Field suggested that CALPERS incur the $700,000 moving costs for Sims and • work the payback into the expanded lease for Portable Products. Commissioner Larson asked if members of the EDC could have a tour of the business to help in understanding the need for contiguous space. Chair Nelson stated that this is a difficult request since the City has not provided grant funds to companies before, especially when there would be no additional tax revenue to pay for the City's investment. Chair Nelson noted that most of the pay-as-you-go TIF agreements that they have recommended were for significantly less than this and that the amount of jobs per investment is much higher than the State average for justifying assistance. Commissioner Larson asked if lease information was provided to the City TIF Consultant. Mr. Pelstring stated that CALPERS has agreed to give the Consultant that information if the Commission agrees to review the request. Commissioner Goff noted that since staff has not discussed the request with the principals of Portable Products and Sims Deltec that she was not in a position to make a decision on this matter. Mr. Pelstring thanked the Commission for their time and continued consideration of the request. Motion/Second: GofESchmidt moved to table the request and directed staff to work meet with the principals of both Portable Products and Sims Deltec to discuss other options. This item was tabled at the October meeting with the direction for staff to discuss other options with both Portable Products and Sims Deltec. I have since had conversations with the Director of Administration for Sims Deltec and the Plant Manager and Controller for Portable Products. Sims Deltec was unaware of the request and was going to talk to the Director of Operations and get back to me. I had a tour of Portable Products and explained the difficulty of the request. We discussed other alternatives and they requested that I summarize my thoughts and possible alternatives in a letter (attached). They requested that they present their findings to the EDC at this meeting. I can certainly see why you need additional space for your growing business. I wanted to respond to CalPers request for a $700,000 grant to help Portable Products expand into adjacent space in Mounds View. Even though the City of Mounds View is interested in assisting in the retention of quality companies such as Portable Products, a grant request of this • magnitude is unprecedented. The City of Mounds View has been reluctant to provide grant funds for private expansion. However, low interest loans have been issued to assist in the expansion and improvement of local companies who have been in the community for more than two years. In addition, pay-as-you go Tax Increment Financing has been used to facilitate significant company investment in the community using increased property taxes to finance public improvements. In this instance, a grant request is difficult to justify as there are no new property taxes generated from the expansion. Although there is a risk of losing jobs in Mounds View, it is difficult to know the direct impact on any Mounds View residents. In reviewing and prioritizing the many projects in the City, $700,000 could be spent on costly redevelopment efforts that would result in a direct increase in the tax base and visual improvement to the City. The City may look more favorably on providing assistance if the request were restructured to include an equitable investment by both the owner of the building and Portable Products. The City has recently approved a significant Tax Increment Agreement with The Everest Group for the development of`Building N" which is approved as a 103,000 sq. ft. facility. Since the City is providing assistance for the development of the building, the lease rate should reflect the investment of Mounds View. The Economic Development Commission will be meeting again on November 20th at 7:30 a.m. I would be happy to discuss your thoughts or possible alternatives with the Commission at this time. There was a community meeting on October 28th to present the ring road concept that was generated from the U of M Design Team Class of which members of the EDC participated. Staff has been asked to present the information to Commissions for feedback and suggestions on how to proceed or not proceed with the concepts. Background: Last winter, Mounds View was chosen by the University of Minnesota Design Center to participate in a class that would focus on the challenges of redeveloping the Highway 10 Corridor. A local team comprised of Council representation, Planning, Parks and Economic • Development Commission representation was developed. The rough concept was presented to the full Council last spring with support to continue drafting ideas taking into consideration key land use issues and proposed development already in the planning stages. At the same time the Theater/Office developer had an interest in gaining a signal onto Highway 10 to assist in providing a better flow of traffic from the site to minimize neighborhood impact. At the same time, the plans for the Community Center were being developed and a signal at Edgewood Drive was seen as positive to provide safe and better access to the Community Center and City Hall. To provide a signalized intersection at Edgewood Drive the road would need to be realigned which would create a City owned parcel, possibly available for private or public development. The City Council approved an agreement with the Theater/Office developer to discuss partnerships over the next 6 months on land affected by the ring road concept. The Council is not committed to doing anything with them but the agreement opens the discussion: Why Now: Three seperate opportunities/issues drive the need to develop a better plan for the community. Priority to redevelop Highway 10 Corridor Theater and office proposal on vacant land across from City Hall and bounded by Highway 10, County Road H2 and Long Lake Road C Opportunity to tap the expertise of the University of Minnesota Design Center at no 110 cost to the community. li n.., if f dy Ques Ions call Cr. What is a Ring Road: In an attempt to provide a City Center and tame the affects of Highway 10 on the community, the University of Minnesota Design Center Team developed a concept for a local ring road. The ring road's purpose would be to assist in moving local traffic, considered mainly to be Mounds View residents, off Highway 10 for easier accessibility to shopping, community • facilities and neighborhoods and create a City Center where residents can come together for civic and recreational activities. This is not: Pc final plan, a plan with costs figured out, or even a real plan as of yet. This is: A concept that could be used to guide future planning in the community. The importance of this community meeting is to allow the residents to review and provide feedback on the concept prior to any additional work on the idea. The EDC will meet to take care of business for October prior to the City of Mounds View Community Meeting at 7:00 p.m. on the City Center Ring Road Concept which will be held in the Pinewood School Double Gymnasium.(See attached flyer)A classroom at Pinewood will be reserved for the EDC meeting and a packet will be mailed with a short agenda early next week.
