THE BRIDGES GOLF COURSE
QUARTERLY REPORT
Introduction:
In accordance with the Mounds View City Charter, the Golf Course respectfully submits
to the City Council for their review the following Quarterly Report.
The Golf Course Staff is delighted to have the opportunity to share our
accomplishments with the City Council and the community.
The Bridges of Mounds View Golf Course and Learning Center has consistently out
performed other executive golf facilities in the area. The number of rounds played at
The Bridges of Mounds View is 25-30% greater than out neighboring executive golf
courses.
Our accomplishments can be attributed to the City Council’s commitment to
excellence. The credit must also go to the golf course staff. The Staff works tirelessly
to provide a superior facility for the City of Mounds View residents as well as the
community as a whole.
As the City’s Professional Staff has concentrated much time and attention to the golf
course property and its development potential, this report will focus on the
accomplishments that have been attained by The Bridges Professional Staff this 2004
season.

Item Title/Subject: Review Status of Golf Course Alternatives
Introduction:
Staff continues to review the status of the various golf course alternatives. The
cost/benefit of different development/non-development proposals are
discussed on an ongoing basis. Philosophical or quality of life considerations
are not addressed in this information.
Background:
Golf Course financial health is a priority. City staff is actively working to bring
solution.
Analysis:
The City Council authorized Community Development Staff to seek
additional information to determine the feasibility of development on the golf
course parcels. The golf course debt service and payment schedule may be
reviewed in Item 5A.
The golf course will begin to reduce the debt at the time in which we begin to
realize billboard revenue. The operating revenue projected in the upcoming
seasons has been estimated very conservatively. We do not anticipate any
decrease in play, as The Bridges of Mounds View has a well established
niche in the local golf market. Any increases in rounds played will have a
positive effect on the ability to repay debt.
Review of Golf Course:
1.) Billboard revenue:
This item is discussed as agenda item 5D.
2.) Cell phone towers:
The towers are presently not needed in the area, staff will continue to
look at this as an avenue of revenue in the future.
3.) Restructure Course financing (e.g., write-down or write-off internal debt
plus refinancing):
1.) The bonds can be refinanced at a Tax Exempt status. The
restructuring of the debt will result in a reduction of interest expense.
The interest rates are low at this time and this would increase our
ability to pay off the principal at a faster pace. However, the bond
attorney informed the city that we cannot refinance while negotiating
the sale of the Golf Course. The fluctuation in interest rates affects
this savings. There is no way to know what the rate may be in the
future as we wait to determine the status of the outlook for the course.
2.) The City council has discussed the impact of the Lawsuit costs
with regard to the golf course. This item is awaiting consensus from
the City Council. Staff request direction, if any or all of this cost would
be written off. The legal cost to the Golf Course is $277,035.86 to the
end of 2003. See Attachment
Level 2 – Redevelop property and/or reorganize golf operations
1.) Community Development Staff is acquiring information regarding
this option.
i. Staff has contracted with RLK for an AUAR: to be
completed by February 2005.
ii. The appraisal has been obtained.
iii. A survey has been authorized by the City Council.
iv. The title search has been completed. It is to be
reviewed by the Attorney General’s Office in regard to
the release clause for the reverter clause for the former
state property.
v. The Wetland Delineation Report has been conducted
by SEH.
2.) Move Holes #2, 3, 4, 5 to wetland area (Sysco) to the west and
develop the of the golf course property:
This option is dependent upon findings of information above.
3.) Develop wetland credits for western (Sysco) property or other
Course areas:
Data regarding wetland credits will be obtained from
delineation study. Wetland credit revenue would increase the
feasibility of option 2.2, as the benefit is only viable with it
being a residual of that option. It is not feasible as a project on
its own, but may be a residual asset to option 2.2.
4.) Negotiate with Sysco to develop portions of donated land:
No action has been taken toward this scenario.
Conclusion:
Staff is astute to these developments: and will continue to update as
opportunities necessitate and/or Council directive is required. Staff will
continue to operate the golf course in the manner of a long-term investment.
The golf course staff will continue to operate the course keep to the capital
investment and a high quality operation and to keep its customer base.
