CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION OF APPRECIATION TO BARBARA THOMAS
WHEREAS, Barbara Thomas was elected to serve on the
Mounds View City Council from January 2001 through December
2002; and
WHEREAS, Ms. Thomas served as an conscientious, outspoken
and active member of the City Council during her two-year term as a
City Council member; and,
WHEREAS, prior to her election to the City Council, Ms. Thomas
served the community as a member of the City’s Planning
Commission.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Mounds View, on behalf of the residents of the City of Mounds
View, expresses its appreciation to Barbara Thomas for her dedicated
service to the City.

RESOLUTION NO. 5921
CITY OF MOUNDS VIEW

STATE OF MINNESOTA
RESOLUTION OF APPRECIATION TO RICH SONTERRE
WHEREAS, Rich Sonterre has completed his two-year term as the
Mayor of Mounds View, having been elected to serve as Mayor from
January 2001 through December of 2002; and,
WHEREAS, prior to his election to the Mounds View City Council,
Mr. Sonterre served two-years on the City’s Parks and Recreation
Commission; and,
WHEREAS, during his term as Mayor, Mr. Sonterre devoted
considerable time working on the City’s behalf with organizations such
as the League of Minnesota Cities, National League of Cities and the
North Metro I-35W Corridor Coalition; and,
WHEREAS, Mr. Sonterre also spent considerable time working
with Ramsey County, the Minnesota Department of Transportation and
the Minnesota Legislature all on the City’s behalf.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Mounds View, on behalf of the residents of the City of Mounds
View, expresses its appreciation to Rich Sonterre for his contributions
to the City of Mounds View.

Item Title/Subject: Consideration of Resolution 5918, Selection of the
Official City Newspaper, Acting Mayor, Treasurer and
Official Depositories for 2003
Discussion:
The Focus and The Bulletin have each submitted proposals to be the City’s official
newspaper for 2003. (See attached.) For the last two years, the Council has selected The
Focus as the City’s primary newspaper largely because it was considered to be the most
widely read by Mounds View residents. The Focus has not increased its rates from 2000
($4.95 per column inch), but The Bulletin’s rates continue to be slightly less ($4.05 per
column inch). Both newspapers accept legal notices via e-mail.
Last year and in years previous the Council selected the St. Paul Pioneer Press as the City’s
secondary newspaper. Although the Pioneer Press did not submit a proposal this year, it
would certainly be acceptable for the Council to select the Pioneer Press as the City’s
secondary newspaper.
In addition, the attached resolution appoints treasurer consistent with Section 6.04 of the
City Charter.
Recommendation:
Review Resolution 5918, select an official newspaper and Acting Mayor and adopt
Resolution 5918.

STATE OF MINNESOTA
RESOLUTION APPOINTING OFFICIAL NEWSPAPER, ACTING MAYOR, OFFICIAL
DEPOSITORY AND TREASURER FOR THE YEAR 2003
WHEREAS, Minnesota Statute 412.831 requires that City Councils annually
designate a newspaper of general circulation as its official newspaper; and
WHEREAS, Minnesota Statute 412.121 requires that City Councils annually
elect an Acting Mayor from among Council Members; and
WHEREAS, Minnesota Statute 427.01-.12 requires that City Councils annually
select an official depository for City funds; and
WHEREAS, Chapter 6. Section 6.04 of the City Charter states the City Council
shall appoint a City Treasurer whose duties shall be as specified by State Law.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Mounds View does hereby appoint the following:

Meeting Dates for City Council Meetings
DISCUSSION:
Based on the Council’s schedule of conducting a Work Session the first Monday of
each month and conducting Council meetings the second and fourth Mondays of
each month, Resolution 5919 and Exhibit A list proposed Council meeting and Work
Session dates for 2003.
Three legal holidays fall on dates that would otherwise be considered Council
meetings—Memorial Day (May 26th), Labor Day (September 1st) and Veteran’s Day
(November 10th). For these dates, the schedule reflects a Tuesday meeting date.
RECOMMENDATION:
Reschedule the meetings that fall on the identified holidays and adopt Resolution
5919 setting the 2003 Meeting Dates for City Council Meetings and Work Sessions.

RESOLUTION NO. 5919
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION ESTABLISHING THE CITY OF MOUNDS VIEW OFFICIAL 2003
MEETING CALENDAR FOR THE CITY COUNCIL
WHEREAS, Minnesota Statute 412.191 requires that City Councils set an official calendar
for Council Meetings; and
WHEREAS, the City’s Charter states that the City Council shall meet regularly at least twice
monthly as they may designate by ordinance; and
WHEREAS, Chapter 105 of the Mounds View City Code states that regular meetings of the
City Council shall be held on the second and fourth Monday of every month at 7:00 p.m.; and
WHEREAS, the City Council has traditionally scheduled Work Sessions on the first Monday
of the month; and
WHEREAS, the City’s Code further state that if that Monday is a legal holiday the meeting
shall be canceled or held on another date and time; and
WHEREAS, May 26th, September 1st and November 10th are legal holidays falling on a
Monday that would otherwise be a regularly scheduled Council meeting date; in accordance with
the City Code, these meetings dates have been rescheduled to the following Tuesdays--May 27th,
September 2nd and November 11th.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby
establish the Official City of Mounds View City Council Meeting Calendar for the year 2003 as
shown in Exhibit A and that unless otherwise posted, all City Council meetings are to begin at 7:00
pm.

Item Title/Subject: Consideration of Resolution 5920 Appointing City
Council Members and City Staff as Representatives
for City Commissions and Other Organizations
Discussion:
The City Council annually reviews the various Council and Staff appointments to City
commissions and other organizations.
The Banquet Center Committee was established with the adoption of Resolution 5507
(adopted on January 2, 2001) in accordance with a previous Banquet Facility
Management contract. While there is no similar provision in the recently adopted
Banquet Center Management Agreement, it may be worthwhile maintaining the
committee which could then meet to establish the Marketing Goals as addressed in Item
12, Article VII.
The Human Resources Committee was established by the City Council with the adoption
of Resolution 5498, December 11, 2000. The Committee is comprised of the City
Administrator, the Assistant City Administrator, two members of the City Council and the
Department Head from the affected department.
The City Administrator and Mayor customarily represent the I35W Corridor, North Metro
Mayors Association, League of Minnesota Cities and the Ramsey County League of
Local Government. I have omitted reference to the Mounds View Business Association;
it is no longer a functioning organization. In it’s place, I have noted the new Twin Cities
North Chamber and the Minneapolis Metro North Convention and Visitor’s Bureau.
For your reference, I have attached the resolution adopted last year that reflects the
positions as they were appointed.
Recommendation:
Make the appointments as necessary and approve the attached Resolution 5920.

Background
The City Council approved the ASFCME Contract in 2002 that included a 3% cost of living
adjustment and a monthly health insurance contribution of $557.55 for the year 2003.
Traditionally the City Council has approved similar adjustments for non-union personnel.
Attached for your consideration is Resolution 5924 Approving the 2003 Compensation
Schedule and monthly health insurance contribution for Non-Union Personnel
Recommendation:
Consider Resolution 5923 Approving the 2003 Compensation Schedule and monthly
health insurance contribution for Non-Union Personnel.

RESOLUTION AUTHORIZING A COST OF LIVING ADJUSTMENT AND HEALTH
INSURANCE CONTRIBUTION ADJUSTMENT FOR CITY OF MOUNDS VIEW
NON-UNION EMPLOYEES
WHEREAS, the Personnel Compensation Schedule must be annually approved by
Council Resolution; and
WHEREAS, the City settled the AFSCME contract in 2002 which included a 3%
cost of living adjustment and a $557.55 monthly City contribution for health insurance for
the year 2003; and
WHEREAS, the City Council has traditionally awarded the same cost of living
increase and health insurance contribution to non-union employees; and
WHEREAS, the City Council approved a Budget for the year 2003 that reflects
those increases;
NOW, THEREFORE, BE IT RESOLVED, by the City of Mounds View, that the City
Council does hereby approve a 3% cost of living adjustment as reflected in the attached
2003 Pay Plan and a monthly $557.55 health insurance contribution, for all non-union
employees, effective January 1, 2003.
