PLEDGE OF ALLEGIANCE 40 ROLL CALL MEMBERS PRESENT: Mayor Linke, Councilmembers Trude, Wuori, Blanchard and Quick MEMBERS ABSENT: None ALSO PRESENT: Samantha Orduno, City Administrator; Tim Cruikshank, Assistant to the City Administrator; Don Brager, Finance Director- Treasurer APPROVAL OF MINUTES MOTION/SECOND: Blanchard/Trude to Remove from the Table the Minutes of the December 8, 1993 , Budget Hearing VOTE: 5 ayes 0 nays Motion Carried MOTION/SECOND: Quick/Trude to Approve Minutes of December 8, 1993 , Budget Hearing as Amended VOTE: 5 ayes 0 nays Motion Carried MOTION/SECOND: Trude/Quick to approve minutes of December 27, 1993, Regular Council Meeting 4110 VOTE: 4 ayes 1 abstention 0 nays Motion Carried -1 Mounds View City Council Page Two 411 Regular Meeting January 10, 1994 SPECIAL ORDER OF BUSINESS: There was no special order of business. CONSENT AGENDA Samantha Orduno, City Administrator, read the Consent Agenda adding one license under Gasoline Stations (ACA Management, 2155 Highway 10) and American Amusement Devices for Robert's Off 10 and Mermaid as fees and applications had been received over the weekend. Mayor Linke asked if there were any items the Council desired removed from the Consent Agenda. There were no items removed from the Consent Agenda. MOTION/SECOND: Wuori/Trude to Adopt the Consent Agenda as amended. VOTE: 5 ayes 0 nays Motion Carried • RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR There were no resident comments or requests at this meeting. PUBLIC HEARINGS There were no public hearings scheduled for this meeting. COUNCIL BUSINESS: A. Consideration of Change for Single Owner to Corporation for Liquor, 2840 Highway 10 Michele Severson, Deputy Clerk, explained that the City had received the requested Certificate of Insurance and additional paperwork requested by the City Council. Consideration of Resolution No. 4480 Rescheduling City Council Meetings Falling on Legal Holidays Samantha Orduno, City Administrator, explained that the City Council desires to reschedule those meetings which would fall on legal holidays. Orduno listed the dates which were rescheduled and stated that the new schedule of Council Meeting dates would be posted in the lobby of City Hall. MOTION/SECOND: Quick/Blanchard to Adopt Resolution No. 4480 Rescheduling City Council Meetings Falling on Legal Holidays VOTE: 5 ayes 0 nays Motion Carried C. Consideration of Resolution No. 4481 Appointing City Councilmembers and Clerk-Administrator as Representatives for City Commissions and Other Organizations Samantha Orduno, City Administrator, explained that this is a housekeeping item that is done annually. City Councilmembers and the City Administrator are appointed to represent the City on City commissions and other organizations. Mayor Linke read Resolution • No. 4481. Mayor Linke added Item No. 6 which was the League of Minnesota Cities with the representative being Samantha Orduno, City Administrator. Mayor Linke also amended Resolution No. 4481 by deleting Samantha Orduno as the representative for the Northwest Youth and Family Services organization and adding Julie Trude as the representative. Another amendment to the resolution was to strike alternate from before Phyllis Blanchard's name as representative to the Golf Course Task Force. MOTION/SECOND: Wuori/Quick to Adopt Resolution No. 4481 Appointing City Councilmembers and Clerk-Administrator as Representatives for City Commissions and Other Organizations As Amended VOTE: 5 ayes 0 nays Motion Carried D. Consideration of Resolution No. 4482 Appointing Official Newspaper, Actino Mayor and Official Depository for .1994 As Amended Samantha Orduno, City Administrator, read Resolution No. 4482 appointing the official and secondary newspapers, Acting Mayor and primary and secondary depositories for 1994. A minor change was made in the spelling of one of the depositories. 4 Mounds View City Council Page Four 411 Regular Meeting January 10, 1994 MOTION/SECOND: Quick/Trude to Adopt Resolution No. 4482 Appointing the Official Newspaper, Acting Mayor and Official Depository for 1994 As Amended VOTE: 5 ayes 0 nays Motion Carried E. Consideration of Resolution No. 4483 Reappointing Commission Members Samantha Orduno, City Administrator, reviewed Resolution No. 4483 Reappointing Commission Members. Mayor Linke commented that Gary Stevenson was not up for reappointment on the Parks and Recreation Commission. Councilmember Trude stated that there was a vacancy on the Planning Commission because of the resignation of the former Chairperson. Also mentioned was the fact that the Environmental Quality Commission has two vacancies. Samantha Orduno, City Administrator, commented that there were two letters of application received for the Planning Commission vacancy. • Councilmember Trude commented that she verified with a person who had submitted a letter that the individual was still interested in the position. Mayor Linke stated that the letters of application will be forwarded to the various Commissions for interviews and selection. MOTION/SECOND: Linke/Blanchard to Adopt Resolution No. 4483 Reappointing Commission Members As Amended VOTE: 5 ayes 0 nays Motion Carried F. Consideration of Action on Ordinance No. 532 Adopting the New Municipal Code Tim Cruikshank, Assistant to the City Administrator, reported that the recodification of the Code is complete. Numerous changes had been made to the Code, grammatical and organizational in nature. Cruikshank reported that at the December 27, 1993 City Council Meeting, Ordinance No. 532, proposing to establish the recodified code as the City's official legal document, was introduced to the Council for consideration. Cruikshank further explained that as provided by City Charter, Section 3 . 11, a notice of recodification of the Municipal Code is to be published in the official newspaper for two successive weeks once the recodification is approved by the • City Council. The recodified code would then become effective 30 days from the date of the second publication. Consideration of Ordinance no. 533 Placing a Moratorium on Establishment of Car Lots in the City of Mounds View Samantha Orduno, City Administrator, reported that at the December 27, 1993 Council Meeting, Ordinance No. 533 was introduced to the Council for consideration. Orduno reported that adoption of this ordinance would place a 12 month moratorium on the establishment of car lots within the City of Mounds View. This moratorium could be extended for an additional 18 months. Orduno stated that this ordinance would go into effect thirty days after its publication in the official newspaper and would have no impact • on the existing car lots in the City of Mounds View. Consideration of Bid Award for Council Chambers Audio Visual Equipment Don Brager, Finance Director, reported that the City had obtained written quotations from three firms for the Council Chambers audio visual equipment. EPA Audio Visual, Inc. supplied the low bid at $17, 134. 00. Staff is in the process of obtaining quotations for electrical work needed for the equipment installation and for the presenter's table. Staff recommends Council acceptance of the low bid of $17, 134. 00 from EPA Audio Visual, Inc. for the purchase of audio visual equipment for the Council Chambers. Councilmember Trude asked about the sound projection package for the 411 Council Chambers. Mounds View City Council Page Six Regular Meeting January 10, 1994 Brager reported that the sound projection package was placed in the budget for 1994 and will be installed concurrently with the audio visual equipment. A $5, 000 grant was received for the audio visual equipment and the remainder will come from the General Fund. The sound equipment will come from the cable budget from franchise fees paid. MOTION/SECOND: Quick/Blanchard to Approve Bid Award for Council Chambers Audio Visual Equipment to EPA Audio Visual, Inc. in the Amount of $17, 134 . 00 VOTE: 5 ayes 0 nays Motion Carried REPORTS: 1. Report of Councilmembers: a. Councilmember Trude reported that she had received a call from a resident who commended the City on Groveland rink -- quality of ice was great, attendant was warm and friendly and his children were having a good time skating on this City rink. . Mayor Linke pointed out that Gary Quick, Gary's son Mike, Gary's brother-in-law, Ernie Lapore and Don Neeck helped the City get this rink up and running. Councilmember Trude wished to pass this compliment on to everyone involved with the rinks. b. Councilmember Wuori - No report. c. Councilmember Quick - No report. d. Councilmember Blanchard - No report. Report of Mayor Linke: a. Mayor Linke announced that two residents, who attend the Council meetings regularly, were awarded the highest award possible, the Melvin Jones Award, by the Lion's Club at their recent convention. Mayor Linke congratulated Alice and Bill Frits in receiving the Melvin Jones Fellowship Award. Report of Administrator: a. Samantha Orduno, City Administrator, announced that on January 19, 1994, at Edgewood Middle School at 7: 00 p.m. the Focus 2000 Forum will take place. The three focus groups will present their preliminary report. The City had excellent turnouts at their past forum meetings. Orduno stated that everyone should try to attend Mounds View City Council Page Seven 0 Regular Meeting January 10, 1994 this forum and hear what the groups have to present. Orduno stated that a lot of work was accomplished and the participants gave up a lot of evenings to complete this work for the community. Babysitting will be provided for the forum. Councilmember Trude stated that this is a time for everyone to participate. Orduno emphasized that this is a time for individuals to consider what is a priority for the City and a time for the residents to react to the priorities set for the City of Mounds View. A lot of new people participated. Orduno encouraged all to attend. Call City Hall to receive a copy of the report. b. Orduno reported that March 18, 1994, has been selected as the date for the Appreciation Dinner. This dinner is a time where all volunteers are honored for the time they give to the City. This year staff will be participating by presenting awards to groups of persons they have worked with. c. The City Council's Strategic Planning session has been set for April 9 and 10, 1994. The Focus 2000 final report will be taken to this session and discussed by the Council. Council will look into the process of implementing the Focus 2000 reports. Mayor Linke commented that on January 26, 1994 the Ramsey County League of Local Government will meet with the legislators from Ramsey County at Totem Town. Mayor Linke also announced that the Ramsey County League of Local Government will meet at Mounds View City Hall to discuss legislative issues in February. Mayer—Linke—announced—the—upcoming—Council Meeting Dates.
