PLEDGE OF ALLEGIANCE ROLL CALL MEMBERS PRESENT: Mayor Linke, Councilmembers Wuori, Trude, Quick and Blanchard 411 MEMBERS ABSENT: None ALSO PRESENT: Samantha Orduno, City Administrator; Mary Saarion, Director of Parks, Recreation and Forestry; Paul Harrington, City Planner Cathy Bennett, Economic Development Coordinator; Mike Ulrich, Public Works Supervisor APPROVAL OF MINUTES MOTION/SECOND: Trude/Wuori to Table Minutes of March 28, 1994 VOTE: ayes 0 nays Motion Carried SPECIAL ORDER OF BUSINESS: a. Samantha Orduno, City Administrator, introduced Cathy Bennett, the City's Economic Development Coordinator. Orduno asked Ms. Bennett to give the Council and residents a brief history of her background and qualifications. Ms. Bennett gave a brief history of her background and thanked the staff and City Council for the warm welcome she has received since coming to the City. Mayor Linke read the Earth Day Proclamation and proclaimed Saturday, April 23 , 1994 as Earth Day in the City of Mounds View. c. Mayor Linke read the Arbor Day Proclamation and proclaimed May 2 , 1994 as Arbor Day in the City of Mounds View and the month of May as Arbor Month. CONSENT AGENDA Samantha Orduno, City Administrator, read the Consent Agenda. Mayor Linke asked if there were any items the Council desired removed from the Consent Agenda. There were no items removed. MOTION/SECOND: Trude/Blanchard to Adopt the Consent Agenda as presented. VOTE: 5 ayes 0 nays Motion Carried RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR There were no requests or comments made at this meeting. PUBLIC HEARINGS • There were no public hearings scheduled for this meeting. COUNCIL BUSINESS A. Consideration of Appointment to Mounds View Planning Commission Paul Harrington, City Planner, reported that at the Planning Commission meeting on April 6, 1994 the Commission unanimously recommended that the City Council appoint Laurie Ohmann Schley to the vacant seat on the Mounds View Planning Commission and asked that Staff pass this recommendation on to the City Council. Councilmember Trude reported that she had spoken to Ms. Schley prior to tonight's Council Meeting and Ms. Schley requested that her appointment be postponed until she could discuss it with Mr. Harrington. Councilmember Blanchard stated that there had been a lot of discussion about persons appointed to more than one commission. Blanchard reported that Ms. Schley is also on the Charter Commission. Mayor Linke stated that Ms. Schley is a good candidate for appointment and that it makes no difference whether a person is on two commissions. Mayor Linke pointed out that sometimes having a 411 person on two commissions ties those commissions together. Linke also clarified that the Charter Commission is not a City Commission. Mounds View City Council Page Three Regular Meeting April 11, 1994 MOTION/SECOND: Trude/Quick to Table the Consideration of Appointment of Ms. Schley to the Mounds View Planning Commission VOTE: 5 ayes 0 nays Motion Carried B. Consideration of Resolution No. 4551 Regarding Development Review for Multi-Tech, 2205 Woodale Drive Paul Harrington, City Planner, reported that Multi-Tech Systems, Inc. has made application for a development review of their proposed building addition at 2205 Woodale Drive. Harrington further reported that Staff reviewed the application and found the request to meet the intent of the Mounds View Municipal Code as it applies to this request including land use, setbacks, parking, etc. Harrington also explained that there are no anticipated problems with storm water control on the site as the ponding area constructed as part of the existing Business Park was sized appropriately to handle the further development of this property. Harrington provided Resolution No. 4541 Approving the Development Review of the Proposed Multi-Tech Facility Expansion at 2205 Woodale Drive for Council consideration. 411 MOTION/SECOND: Quick/Trude to Adopt Resolution No. 4541 Approving the Development Review of the Proposed Multi-Tech Facility Expansion at 2205 Woodale Drive Harrington indicated that Scott Wylie of Multi-Tech was in the audience to answer questions. Wylie indicated that Multi-Tech is working with Everest on a purchase agreement for a larger facility. Councilmember Trude stated that Multi-Tech is a wonderful business and employees approximately 200 people. Scott Wylie of Multi Tech noted that it actually now employees 310 people. Mayor Linke commented that-Multi-Tech has been a great partner for the City and was presented an award for the same a couple of years ago. VOTE: 5 ayes 0 nays Motion Carried C. Consideration of Ordinance No. 536 Amending Chapter 401, "Planning and Zoning" of the Mounds View Municipal Code Paul Harrington, City Planner, reported that the changes to Chapter 401 provide clarification of meeting purpose and appointment recommendation procedure. Harrington explained that these changes would allow for the establishment of the meeting schedule to be set by resolution rather than by City Code and would also give the Planning Commission a more active role in the appointment of Chair and Vice Chair positions. Mounds View City Council Page Four • Regular Meeting April 11, 1994 MOTION/SECOND: Blanchard/Wuori to Waive the Reading and Formally Introduce Ordinance No. 536 Amending Chapter 401, "Planning and Zoning Commission" Mayor Linke commented that the changes made are items that the Council had previously discussed. VOTE: 5 ayes 0 nays Motion Carried D. Consideration of Resolution No. 4540 Authorizing a Position Reclassification and 5 Step Compensation Plan for the Planning Technician Samantha Orduno, City Administrator, explained that when the former Public Works Director left last year to continue his education, the City divided his position duties and responsibilities between two positions: Public Works Supervisor and the Planning Technician. Orduno reported that it was explained to both individuals that their positions would be re-evaluated in the Spring and an evaluation of the new position reclassification considered based on the organizational structure. Orduno further reported that since last Spring the Planning Technician has assumed responsibilities for general planning, inspections, engineering, recycling and code enforcement. Orduno stated that the responsibility for coordinating the new housing stock analysis was added this year. Orduno reported that the Planning Technician, in supervising the department's employees and activities over the past year, has exhibited leadership and managerial abilities that are consistent with that of the first in command of a multi-functional department. Orduno stated that the Planning Technician has undertaken many very difficult and multi-faceted responsibilities and has done a remarkable job. Mayor Linke- stated that he concu-rr-ed who-l-ehea-r-ted-l-y with—the recommendation of reclassification for this position. Councilmember Trude stated that she was a liaison to the Planning Commission and worked with Paul. Trude stated that he handled situations with a calm demeanor and always gave the residents full consideration. She also noted she had heard compliments from Focus 2000 Project Team members who enjoyed working with Paul. Regular Meeting April 11, 1994 E. Consideration of Award of Bid for Construction of Golf Course Clubhouse and Maintenance Building Mary Saarion, Director of Parks, Recreation and Forestry stated that bids were opened for the golf course clubhouse building and golf course maintenance building on Wednesday, April 6. Saarion reported that 12 companies bid on the clubhouse with Ebert Construction being the low bid on both buildings at a cost of $244 ,400. MOTION/SECOND: Wuori/Quick to Award the Bid for the Construction of the Golf Course Clubhouse and the Maintenance Building to Ebert Construction, Inc. at a Bid Price of $84, 500 for the Maintenance Building and $159, 900 for the Clubhouse Building VOTE: 5 ayes 0 nays Motion Carried F. Consideration of Approval of Clean-Up Day Contracts Paul Harrington, City Planner, reported that Twin City Refuse, working in conjunction with Keith Krupenny & Sons Disposal had submitted a fee schedule in which the residents participating in the event would pay the entire costs of operating the clean-up day. The clean-up day was announced as May 7, 1994 from 9 : 00 a.m. to 3 : 00 • p.m. at the public works garage off Bronson. The fees were reviewed for the audience and several councilmembers commented on how important this event was to many Focus 2000 participants. MOTION/SECOND: Wuori/Trude to approve a contract with Twin City Refuse and Keith Krupenny Disposal to provide services for the May 7 , 1994 Spring Clean-Up Day for the City of Mounds View according to the fee schedule presented to the City Council. VOTE: 5 ayes 0 nays Motion Carried G. Consideration of Adoption of Resolution Nos. 4543 , 4544 and 4545 for MSA Road Designations Mike Ulrich, Public Works Supervisor, reported that Pleasantview Drive from County Road H2 to County Road I, County Road I from Pleasantview Drive to Silver Lake Road and Bronson Drive from Edgewood Drive to Quincy Street were the sections of road to be added to the City's State Aid Mileage. Ulrich reported that the addition of these segments of pavement will fulfill Mounds View's State Aid Mileage. MOTION/SECOND: Quick/Wuori to Adopt Resolution Nos. 4543 , 4544, and 4545 for MSA Road Designations A discussion took place among the Councilmembers regarding the condition of the road segments that will be turned back to the City. Mounds View City Council Page Six Regular Meeting April 11, 1994 Mike Ulrich, Public Works Supervisor, explained what the County and what the City would pay for regarding these roads. Ulrich further explained that roads such as County Road I are collector roads and will have an increased amount of traffic. VOTE: 5 ayes 0 nays Motion Carried H. Consideration of Resolution No. 4546 Approving Selection of the Law Firm of Hughes and Costello for City Prosecution Services Samantha Orduno, City Administrator, reported that staff had interviewed three firms in response to the City's Request for Proposal for prosecution services. Orduno further reported that all three firms were excellent law firms with outstanding credentials. Orduno stated that the interview panel (Tim Ramacher - Police Chief, Tim Brennan - Investigator and Samantha) determined that the City's interests would best be served in appointing the law firm of Hughes and Costello as the City's prosecution services provider. Orduno explained that in the past the City has utilized prosecution services on a per hour basis, however, it is recommended that the City retain Hughes and Costello on a monthly retainer fee of $3 , 000 and that this cost will remain at that level for a two year period 411 and will result in term savings for the City. Orduno presented a background of the law firm reporting that Hughes and Costello are familiar with the New Brighton Court and conduct some training for the Roseville, New Brighton and Mounds View Police Departments. Mr. Hughes will be the primary prosecutor for the City of Mounds View. Due to the timing of the situation and the fact that Hughes and Costello was able to step in and begin work four days after the interview, staff is asking that the City Council consider the fees to be retroactive to April 1, 1994 . Councilmember Wuori: No report Mounds View City Council Page Seven Regular Meeting April 11, 1994 d. Councilmember Trude: - Last weekend the City Council, staff and some members of the various Advisory Commissions attended a Strategic Planning Session. The task was to evaluate and implement goals for the future. One of the goals set was to improve the appearance of Highway 10. There will be a task force set up to research this area. Trude also reported that there will be an Economic Development Commission developed. The City of Mounds View will be tightening up their nuisance code. Trude encouraged all residents to take part in the upcoming Spring Clean Up Day. Report of Mayor Linke: a. Mayor Linke reported that he spent the weekend at the Strategic Planning Session with the Department Heads and the chairs of some of the commissions and chairs of the Focus 2000 groups to discuss what 411 the needs are and what came out of the Focus 2000 for the next five years. There were some controversial areas that are now in the planning stages. A book was put together that listed the five year goals for the City. Samantha Orduno noted that the goals went from 10 to 12 . Orduno thanked. the City Council, staff and commission members for all the hard work that was put into the strategic planning over the weekend. Mayor Linke commented that this session was a very valuable planning tool and the best planning session that he had attended. Linke stated that there was room for free dialogue and that is very important when _planning goals__ Linke_also commented that_it was a long two days and that it was the first planning session for some of the staff members. Linke commented that it was Ms. Bennett's first week on the job and then she found herself gone for the weekend for a planning session. Linke stated that Ms. Bennett fit right in with the group planning activities. b. Mayor Linke congratulated Jerry Skelly, Jr. and family on the birth of a son and brother, Zachary.. Report of Administrator a. Samantha Orduno, City Administrator, hand carried to the meeting a staff report regarding the setting of a public hearing for May 9, 1994 , at 7 : 05 p.m. to consider the consolidation of the City's three TIF Districts into one project area and amend the Tax Increment Mounds View City Council Page Eight • Regular Meeting April 11, 1994 Financing Plans. Orduno reported that the FOCUS 2000 Report, presented in March, indicated a strong desire on the part of the Mounds View stakeholders to initiate a long term economic development plan for the City. Orduno stated that one of the first steps the City can take to accomplish this goal is to set the stage for a comprehensive development/redevelopment plan by consolidating the City's three tax increment districts into one project area. Orduno further stated by consolidating the districts, the newly created Economic Development Authority is presented with additional funding opportunities with which to implement a City-wide program for economic development. MOTION/SECOND: Quick/Blanchard to Set the Public Hearing for May 9, 1994, 7: 05 p.m. to Consider the Consolidation of the City's three TIF districts into one Project Area and Amend the Tax Increment Financing Plans VOTE: 5 ayes 0 nays Motion Carried b. The Minnesota League of Cities has asked the two to present two major presentations at the upcoming conference. Tim Cruikshank and Mary Saarion will do a presentation on User Friendly Mechanisms, Methods and Techniques and Samantha will be presenting on Success • Stories of Alternative Revenue Sources. Mayor Linke asked the City Administrator to contact Senator Novak and Representative Evans and invite them to attend the April 25th Council Meeting and update the community on legislative activity. Report of Staff: Mary Saarion, Director of Parks, Recreation and Forestry, reported that on Friday and Monday the Department had received 6 complaints regarding dog waste in the parks, especially those parks that have pathways. Saarionasked everyone topick upaftertheirdogsand_if anyone has has names of those persons not picking up after their dogs that they should call her and she would follow up on this item. Mary Saarion also reportedthat the Department had received their first credit card report and there were $3 , 000 of registration fees paid by credit card. Councilmember Trude asked Mary Saarion to talk about rollerblading. Mary Saarion reported that there is a rollerblading rink at Hillview. Saarion reported that three rollerblading programs had been started this spring. Saarion stated that rollerbladers are discouraged from using the tennis court areas as the surface becomes soft and the use of sticks 0 opens us cracks and lets moisture seep in which destroys the surface. Regular Meeting April 11, 1994 Alice Frits, resident, 8072 Long Lake Road, stated that dogs are also using private property and their owners do not pick up after them. Alice Frits also commented that perhaps an article in the newsletter may help control the rollerblading on the sidewalks when people are walking on them. Bill Frits commented that mothers who are out walking their babies have dogs, large dogs, with them for protection because they are afraid to walk in this community. Frits stated that he felt that these persons don't want to go to the parks without protection. Mayor Linke commented that people everywhere are somewhat afraid or fearful that it is not just in the community of Mounds View. Mayor Linke announced the upcoming Council Meeting Dates.
