PLEDGE OF ALLEGIANCE ROLL CALL MEMBERS PRESENT: Mayor Linke, Councilmembers Wuori, Trude, Quick and Blanchard • MEMBERS ABSENT: None ALSO PRESENT: Samantha Orduno, City Administrator; Mary Saarion, Director of Parks, Recreation and Forestry; Paul Harrington, City Planner Cathy Bennett, Economic Development Coordinator; Mike Ulrich, Public Works Supervisor APPROVAL OF MINUTES MOTION/SECOND: Blanchard/Trude to Remove Minutes of March 28, 1994 from the Table VOTE: 5 ayes 0 nays Motion Carried Councilmember Trude presented several amendments to the March 28, 1994 Meeting Minutes. Mayor Linke read Resolution No. 4548 Commending the Irondale Math Team for Their Second Place Finish in the 10th Annual Minnesota State High School Mathematics League Tournament. MOTION/SECOND: Linke/Quick to Adopt Resolution No. 4548 Commending the Irondale Math Team for Their Second Place Finish in the 10th Annual Minnesota State High School Mathematics League Tournament VOTE: 5 ayes 0 nays Motion Carried Councilmember Wuori commented that this is wonderful representation of the youth of Mounds View as well as the youth of the greater community and that there is never enough recognition given for scholastic honors. Councilmember Wuori congratulated the math team. Mayor Linke presented the math team with the resolution and congratulated the members on behalf of the City Council. IIIb. Mayor Linke read a letter from Dale Johnson, President of Active Research Investigations, commending Officer Roger Koopmeiners for his actions with regard to the Teamster strike incident at Churchill Truck Lines. Mr. Johnson stated in his letter that Officer Koopmeiners acted in a fair and even manner at the scene and did not take sides in the issue. Mr. Johnson further stated that Officer Koopmeiners did his duty with great personal risk, physical as well as political pressure, from the teamsters. c. Councilmember Blanchard read a letter from a resident commending Steve Dazenski, Parks Maintenance., for having a friendly and polite demeanor when dring wit—the public. Blanchard—stated that stomas quoted in the letter that Mr. Dazenski was the nicest City employee that the author had ever run across and he had appreciated being treated so kindly. Mayor Linke stated that these two letters are just a couple of of the letters that the City receives regarding its employees. Mayor Linke stated that he is very proud of these two individuals and that they are not exceptions but a standard of the type of employees working for the City. CONSENT AGENDA Samantha Orduno, City Administrator, read the Consent Agenda. 411 Mounds View City Council Page Three 410 Regular Meeting April 25, 1994 Mayor Linke asked if there were any items the Council desired removed from the Consent Agenda. There were no items removed. MOTION/SECOND: Trude/Blanchard to Adopt the Consent Agenda as presented. VOTE: 5 ayes 0 nays Motion Carried RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR There were no requests or comments made at this meeting. PUBLIC HEARINGS There were no public hearings scheduled for this meeting. COUNCIL BUSINESS A. Consideration of Waiving the Letter of Credit Requirement for Mounds View Business Park South Samantha Orduno, City Administrator, stated that the Everest Group has requested that the City consider waiving the Letter of Credit requirement as stated in the Development Agreement for the Mounds View Business Park South. Paul Harrington, the City's Community Aik Development Coordinator, was asked to research the provisions of the Agreement and comment on the status of the requirements as well as the market values, taxes and tax payment record. Orduno reported that after researching the data and meeting with Everest's representatives, it was staff's conclusion that the risk to the City regarding this development are minimal in terms of the conditions of the Agreement. Orduno stated that Staff's recommendation is that the Council waive the remaining Letter of Credit requirement of the Agreement. Orduno stated that elimination of this requirement frees up the owner's ability to borrow funds necessary to further develop property in Mounds View and to recruit new tenants to the business park. MOTION/SECOND: Trude/Wuori to Waive the Letter of Credit Requirement for Mounds View Business Park South VOTE: 5 ayes 0 nays Motion Carried B. Consideration of Resolution No. 4550 Regarding that Ramsey County Close the Ardan Park Compost Facility Samantha Orduno, City Administrator, reported that at the April work session the Parks and Recreation Commission presented their Commission Goals and Work Plan. One of the goals of the Plan was to develop Ardan Park into a community park with playground equipment and recreational amenities. The Commission requested that the compost site be removed from the park to facilitate plans to turn the area into a functional park. Mounds View City Council Page Four !II Regular Meeting April 25, 1994 Orduno further reported that prior to the Commission's request, the Council had discussed the possibility of moving the compost site to another location in Mounds View. A new site near the golf course was discussed with Ramsey County Commissioner Dick Wedell and other County officials. Orduno noted that discussions regarding the placement of the compost site were prompted by on-going complaints from other area residents regarding the offensive odors emanating from the compost site. The City also had concerns about the site due to the increasing amount of illegal dumping taking place on that site and the costs to the City ($4 , 000) to clean up just the Ardan Park site in 1993 . Orduno reported that meetings had been held with Ramsey County and alternative sites were rejected by Ramsey County. Those sites being one near the golf course site but that site was not satisfactory as a potential compost site. Staff asked the County to explore a site on the University of Minnesota property in Shoreview. Ramsey County reported back to the City that the University property is for sale and the University is not interested in any short term use. Ramsey County asked that if the City was still interested in closing the compost site that a resolution stating that be adopted and be given to the County as a formal request. Mayor Linke that staff talked to Ramsey County and stated that the City would like to see the compost site moved. The Mounds View City Council has not made a formal request to close the compost site. Council has asked Ramsey County to check into alternative sites in the City of Mounds View. Linke pointed out that Ramsey County will not allow a compost site in Ramsey County parks but it is okay to put it in a residential park. Mary Saarion reported that RamseyCounty has two compost sites on undeveloped land and they want to get rid of them. One of the Ramsey County sites i —Perry—Park—wilrlse—moved hen development—of the land begins. Mayor Linke stated that he has a problem with the City spending $4 , 000 per year to clean up the compost site when the residents cannot use this land as a park. Linke stated that this is a Ramsey County facility on City land. Linke stated that heunderstands the need for this type of site, but further stated that the City had provided Ramsey County with proposed alternative sites and Ramsey County found fault with the sites that were suggested. An area near the golf course site was suggested but Ramsey County stated that it was 300 yards from a residential home, but the compost site in Mounds View is 300 feet from several homes. 410 Mounds View City Council Page Five 0 Regular Meeting April 25, 1994 Councilmember Trude stated a number of reasons why a site near the golf course could not be used. Councilmember Trude stated that this compost site is well used by our residents. Seventy percent of the visits are made by the residents of Mounds View. Trude checked with Ramsey County and there is 17 , 000 to 20, 000 visits per year made by our residents. Councilmember Blanchard stated that, in her opinion, this subject had not been fully pursued with the County. Blanchard stated that she had received many phone calls and expected that the other Councilmembers had calls too. Most of the people she talked with wanted the compost site left open stating that they use it and want it to remain where it is. 98% of the residents who returned survey forms from the City newsletter indicated that they did not want the compost site to close. Blanchard also stated that Ramsey County is not being cooperative in that the City has provided them with three ideas and none of them are acceptable. Blanchard stated that she does not buy the reasons that the County has given for not using the sites that have been alternately provided by the City. Blanchard stated that she does not feel the Council should close the existing site until an alternative site close enough for our residents to use is secured. Councilmember Trude stated that 17 , 000 trips is a lot of trips and most of the persons making these trips don't have street legal trailers. Trude stated the site is convenient for our residents and many of them don't want to see it closed. Councilmember Quick stated he was in agreement with Councilmember Blanchard in that the situation should be pursued further. Quick further stated that last October the residents of Mounds View gave the Council a clear mandate to spend money frugally. Quick noted that this is a convenience and if the City can set up something with the County—that is cit se and within reason the Council should honor the mandate given by the citizens. Councilmember Quick stated that there is no smell at this time. The County said they would clean up the site every two weeks and they do not. Councilmember Quick stated that grass clippings emit the most smell and the City was told that it would be removed every week. There is a problem with pollution because there is phosphorus in the grass and when they scrape the area the runoff when wet goes into the ponds and runs into Rice Creek. Councilmember Quick suggested that a letter be written to the County Commissioner and invite him to discuss it with the Council at their next work session. Councilmember Trude backed the idea of having the County 411 Commissioner attend the next work session. Trude reported that she had spoken to Zach Hanson from Ramsey County and felt him to be a • Mounds View City Council Page Six 0 Regular Meeting April 25, 1994 true public servant. Trude stated that she raised two pages of questions and Mr. Hanson spent all of the necessary time answering questions. Trude, in response to the grass clippings issue, stated that they are scheduled to be hauled out twice a week, Monday and Thursday. Trude commented that a permit is issued by Pollution Control that the County has to follow. A gravel bottom has been put down. Trude commented that perhaps the City could be a higher authority. Trude stated that she found that there was a cooperative spirit between the County and the City. All problems brought up in the past have been dealt with. Mayor Linke stated that there had not been enough time to look at all avenues regarding the compost site. The City Council had provided the County with three sites and there was a problem with each site. Mayor Linke asked the City Administrator to invite Zach Hanson and the County Commissioner to the next work session. Samantha Orduno, City Administrator, stated that she had spoken to Zach and he had already stated that he could attend the work session. Councilmember Wuori also commented that last October the residents of the City asked the City Council to do things as economically as Aft possible. As long as the site is on Mounds View open space the City will have to cover the costs of the illegal dumping. Councilmember Wuori stated that an agreement could be drawn up to have Ramsey County pay to have trash hauled away, but the taxpayers would still pay for it on their property taxes. Councilmember Wuori stated that the golf course area would be a less accountable area. It would be easy to get away with illegal dumping. Councilmember Quick again indicated that $4, 000 is a lot of money to pay for—hauling away trash—as a result of illegal dumping—and an-d the -- City can't afford it. Councilmember Blanchard suggested that perhaps there were people in the public audience who would like to make a comment on the issue. Rein Markfelt, 2364 Ardan, stated he was a Mounds View resident and had been for the past 22 years. Markfelt stated that he had only heard about the possible closing of the corlipost site on the previous weekend. Markfelt called the Councilmembers and the response he received was that people were complaining about the site and that it had to be moved. Markfelt stated that he is an area resident and he asked a couple of neighbors and they didn't want it moved or closed. 411 Markfelt stated that he completed a survey from Sherwood Road to Mounds View City Council Page Seven 0 Regular Meeting April 25, 1994 Long Lake Road north to where Greenwood Drive and Long Lake Road come together. Markfelt stated that the only question on the survey was, "Should the compost site be closed, moved or left as is?" Markfelt gave the results of the survey to be 82 . 61% said to leave it alone, 14. 13% said to close it and 3 . 26% said to move it. Markfelt stated that it bothers him that the Council is considering moving or closing the site. Markfelt asked his neighbors and they use it and he uses it and the residents need somewhere to take their yard waste. Markfelt stated whether or not the site is there or not, there still would be illegal dumping there because it is a secluded area. Markfelt presented his survey to the Councilmembers for review. Councilmembers Trude and Blanchard thanked Mr. Markfelt for doing the groundwork research on this matter. Fred Downing, 7885 Sunnyside Road, stated that in the past, brush and leaves could be burned. Since that can't be done he makes a number of trips to the compost site in the spring time and it is very busy. Mr. Downing stated that he likes the compost site because in turn for dumping his leaves he is able to get compost from the site. Downing stated that he is opposed to moving the site because after it is moved, two years down the road they will want it moved again. Brian Keaton, 7675 Silver Lake Road, 22 year resident took 6 loads of leaves mulched to the compost site. Mr. Keaton stated that he would not like to see the compost site closed, but stated it would be okay to relocate it somewhere in Mounds View. Mr. Keaton stated that he feels it is a good thing to give the leaves and grass clippings back to nature. Bill Frits, 8072 Long Lake Road, presented some history on being a new neighbor in—Mounds—View back—in the '50's. Frits—stated that it costs $4 , 000 to clean out the compost site from illegal dumping but that it is the City's fault for not assessing penalties or catching those who are doing the illegal dumping. Mr. Frits wanted to know how many fines for illegal dumping have been levied by the City. Mr. Frits stated that the City doesn't follow the ordinance set up which addresses illegal dumping. Mr. Frits also commented on the fact that Mounds View has put out many surveys asking for people's input. The surveys are filled out and returned to the City, but the results of the City are ignored. The survey on the compost site indicated that the majority of the citizens want the compost center to remain where it is. Mayor Linke commented that the City has to find someone doing the illegal dumping in order to levy a fine against them. Mayor Linke Mounds View City Council Page Eight 0 Regular Meeting April 25, 1994 challenged the public to help the City find out who is doing the illegal dumping. If residents see suspicious activity or someone dumping illegally, get a license number or just call and report the incident to the City. Mayor Linke stated this would not just be for Ardan Park, but for all City parks. Bill Frits stated that Ramsey County has an attendant at the site who has not been directed to get license numbers. Mr. Frits indicated that the attendant was never instructed to take down license numbers, however, the attendant indicated he would be glad to do so if he were told to. Mr. Frits also indicated that the City hauls brush in and dumps it on the east side of the pond. Mounds View City trucks have been witnessed carrying brush into the site. Mayor Linke stated that it is. a Ramsey County facility and the City has nothing to do with it but haul out illegally dumped materials. Councilmember Blanchard asked if we could go up and instruct the attendant to take down license information. Samantha Orduno, City Administrator, stated that she was assured that Ramsey County officials have instructed the attendant to 410 observe for illegal dumping. Councilmember Trude stated that perhaps residents see the City's stockpile of brush and then the residents add to it. Unidentified resident indicated that he has observed City trucks dumping brush. Councilmember Trude indicated that there is a brush collection site at Bunker Hills. Gary Pollus, 8422 Pleasantview Drive, stated that Sunday he observed a red and while- fak—up at the right edge of the pond dumping b-rUsh ten minutes before the site opened. Mr. Poulus stated that he cannot believe that the City has no recourse for illegal dumping. If he were to pay his taxpayer a dollar a bag to his trash hauler the taxpayers would pay more than $4, 000. Pollus suggested making this a Mounds View compost site open only to Mounds View residents. Mike McClellan, 8345 Red Oak Drive, stated that he made 12 truck loads to site last fall. He indicated that he would not want to pay $1. 00 per bag. McClellan states that he believes the compost center is what his tax dollars go for. An unidentified resident stated that he took a load to the landfill and had to pay $15. 00 for a small truck load. 410 Mounds View City Council Page Nine 0 Regular Meeting April 25, 1994 Rein Markfelt stated that if it is left where it is but do something about the dust. Markfelt suggested replacing the sand with gravel. Also, regarding the traffic being backed up to Hillview or Sherwood is not true. Markfelt stated he has never seen traffic nor have any of his neighbors seen a backup that far. Markfelt stated that the smell isn't that bad. Markfelt stated that he feels the site is ideal. Markfelt stated that the smell is never that bad, it kind of smells like pipe tobacco from someone else's pipe. Mayor Linke stated that he received three phone calls regarding the smell from the compost site. The gentleman who called said he lives right next door to the site and the smell was there most of the summer. This person is only affected when someone bangs around at 6: 00 a.m. in the morning or runs a front end loader early in the morning at the site. Markfelt stated that the household that spoke to you had a split vote; one person says get it out and one says leave it there. Saarion stated that the City did dump some brush at the site in the past. Rick Wriskey was doing some cutting and brought the brush to the site to chip. The City does not dump brush on that site. 411 Saarion stated that the City has, in the past, used the site for retaining some good soil to put into another park. Saarion indicated that the types of materials that were dumped and had to be removed were things like construction materials, sheetrock, paneling, tar paper, landscaping materials and shingles. Saarion stated that six loads of the above mentioned construction materials were hauled out of the compost site. Saarion stated that most of the dumping is taking place in the evenings and probably being dumped by someone other than a Mounds View resident. It appears that whoever is dumping comes off of Long Lake Road and along the fence and dumps behind the fence. Saarion has talked to Ramsey County many times regarding illegal dumping. The County has never replied to the problem of illegal dumping. The City has put up posts and cables and signs but nothing has been successful . The brush has not been a problem except that Forestry services are being used to haul out the brush and chip it and this takes time and money from the other matters the Forester could be taking care of. Saarion stated that composting is growing by leaps and bounds. Ardan Park was to be a temporary composting or storage site. Ramsey County has not come up with a long term plan for composting. The usage for composting is taking over the land that is appropriate to be used for parks. Saarion stated that the City has to work with Ramsey County to come up with some long term plans so it can be a successful program. 0 Mounds View City Council Page Ten Regular Meeting April 25, 1994 Councilmember Trude stated that there are 18 persons in the audience who came to the meeting concerned about the compost center. Councilmember Blanchard stated that the Council should take no action tonight. The City should look into and work with Ramsey County on finding an alternative site. Blanchard stated that the City should work diligently in catching those persons who are dumping illegally. Councilmember Blanchard introduced an advertisement that was in the Bulletin for a firm that takes construction type wastes. Blanchard stated that there is a charge, but it provides an opportunity for citizens to get rid of those types of items rather than dumping them in the park. Mayor Linke stated again that the Council's intent is not to close the compost site, but to relocate it to an alternative site. MOTION/SECOND: Trude/Blanchard to Not Close the Compost Site Unless a Viable Alternative Was Found for the Citizens of Mounds View 410 VOTE: 4 ayes 1 nay Motion Carried Councilmember Quick stated that Ramsey County is not living up to the expectations that were told to Mounds View. Ramsey County has had the site for a number of years and was to be only a temporary site. Quick stated that he is willing to sit down with the County Commissioner and Zach Hanson but don't hold up a lot of hope. Councilmember Trude stated that the County has done what has been asked of themwith regard to the site. Zach Hanson was more than cooperative. Illegal dumping is something that could happen in all parts of town especially as the cost of trash removal goes up. that there aremo-r-e—ovti©ns need-ed. - - Councilmember Blanchard said that this happens in all City parks. Councilmember Quick stated that the City of Mounds View does not have the money to keep paying the $4 , 000 to clean up the compost site. Councilmember Quick stated that the people say cut in November when the taxes were raised - now they say spend and in a few months they will say cut again. Councilmember Trude stated that weighing priorities is the City Council's job. • Mounds View City Council Page Eleven 0 Regular Meeting April 25, 1994 Councilmember Blanchard stated that the Council's position is to decide what is best for the community. Mayor Linke asked Samantha to ask Mr. Wedell and Zach Hanson to attend the Work Session. Linke said to remind Mr. Hanson to alert the attendant to help with the illegal dumping. Linke asked Orduno to let Zach Hanson know that the City is looking to move the site. Unidentified resident asked if the City of Mounds View is asking Ramsey County to close or is the County asking the City of Mounds View to close it. Mayor Linke indicated that the City is asking the County to find an alternative site because the existing one is objectionable. Mayor Linke stated that it is a City park and should be used for city purposes. Linke stated that in the beginning it was set up to be a temporary site and it has done irreparable harm to that land. Unidentified resident stated that the concensus of the audience liked the site where it is. Orduno stated that the audience was not asked if there were another site as accessible would the residents still use it. Mayor Linke asked the audience if it would be a problem if the site were moved to an area close by. Unidentified resident asked about giving the County a short term fuse for that-property. Councilmember Wuori reiterated that persons are dumping illegally at night. Unidentified resident stated that he has witnessed the attendant check loads at the site. Councilmember Quick stated that dumpster loads of trash were hauled out of the golf course site. Quick said signs were put up saying, "future home of the Mounds View golf course" and two weeks later Quick inspected the golf course site and two bags of garbage had been placed under those signs as well as the sign was decorated with graffiti. 0 Mounds View City Council Page Twelve Regular Meeting April 25, 1994 Markfelt stated that it is virtually impossible to drive in and dump illegally on the other side of the site. Councilmember Trude stated that the Council will meet with the County at 7 : 00 p.m. on May 2 , 1994 at the City Hall Council Chambers. C. Consideration of Adoption of Ordinance No. 536 Amending Chapter 401 "Planning and Zoning" of the Mounds View Municipal Code Paul Harrington, Community Development Coordinator, stated that at the April 11, 1994 City Council Meeting, Ordinance No. 536 was formally introduced. Harrington reported that this ordinance, if adopted, would amend Chapter 401, "Planning and Zoning" of the Municipal Code to include the recommendations made by the Mounds View Planning Commission during the course of their annual review of that Chapter. Consideration of Appointment to the Planning Commission P U1 Harrington, Community Development Coordinator, reported—that at the April 11, 1994 City Council Meeting, staff had brought the recommendation of the Planning Commission to appoint Laurie Ohmann Schley to the vacant Planning Commission seat. Following discussion by the Council, the appointment was tabled to allow staff time to contact Ms. Schley to review the responsibilities and expectations of the position and, to reaffirm her interest in the appointment. Paul Harrington, reported that due to the change in Ms. Schley's family status and time constraints she wished to not be appointed at this time. The Planning. Commission met and reconsidered the applications and is recommending that Marshall Johnston, Mounds View resident, be appointed to the Planning Commission. Mounds View City Council Page Thirteen 0 Regular Meeting April 25, 1994 MOTION/SECOND: Blanchard/Quick to Appoint Marshall Johnston to the Mounds View Planning Commission VOTE: 5 ayes 0 nays Motion Carried E. Consideration of Resolution No. 4554 Approving a Wetlands Alteration Permit for the Metropolitan Waste Control Commission (MWCC) for the Construction of the Blaine Interceptor Paul Harrington, Community Development Coordinator, reported that in March of this year the City Council approved temporary and permanent construction and utility easements necessary for the construction of the Metropolitan Waste Control Commission Blaine Interceptor Project. Harrington further reported that after reviewing the location of the proposed Interceptor against City adopted wetland maps, it was determined that the project would impact portions of those delineated wetlands. City Staff has the authority to issue wetland alteration permits in the wetland buffer zone but not in the delineated wetland itself. Harrington stated that the MWCC is requesting that the City Council approve a wetland alteration permit for the construction of the Blaine Interceptor Project. MOTION/SECOND: Blanchard/Quick to Adopt Resolution No. 4554 Approving the Requested Wetland Alteration Permit for the Construction of the MWCC Blaine Interceptor Project VOTE: 5 ayes 0 nays Motion Carried F. Consideration of Resolution No. 4551 Approving the Hiring of Tim Fredberg for Public Works Maintenance Worker Tim Cruikshank, Assistant to the City Administrator, reported that as part of the 1994 budget process, the City Council approved funding-fox thehiring of an additional—public works maintenance position to work in the sewer, water and surface water utility divisions. Staff interviewed eight of. the top qualified candidates and it was proposed by the interview team that Mr. Tim Fredberg be hired to fill this Public Works position. Mr. Fredberg has worked for the Cities of Oakdale and Columbia Heights for the past six years as a Public Works Maintenance Worker. Mr. Fredberg met all of the requirements of the position and has an excellent work history which indicates he can perform the duties and responsibilities of the position. Staff recommends that Mr. Fredberg's hiring be contingent upon the satisfactory completion of a physical examination and drug test. Cruikshank reported that reference checks had been completed and were satisfactory. Consideration of Creation of Full Time Staff Position Titled, "Planning Associate/Code Enforcement Officer" Tim Cruikshank, Assistant to the City Administrator, reported that when the City's Code Enforcement Officer/Recycling Coordinator terminated her employment with the it gave the City a chance to reevaluate the position and how it could be changed to better fit the needs of the community. Cruikshank stated that based upon that evaluation and Council direction, staff proposed that this position become a Code Enforcement Officer/Planning Associate position. If this position is approved by Council, an advertisement will be placed in the paper for May 1, 1994 . Staff presented Resolution No. 4557 Creating the Position of Code Enforcement Officer/Planning Associate with funding to come from existing 100-4180 and $10, 000 to be Transferred from Franchise Fee contingency account no. 295-4120- 110 910 to the City Council for consideration. Resolution No. 4557 Creating the Position of Code Enforcement Officer/Planning Associate with funding to come from existing 100-4180 and $10, 000 to be Transferred from Franchise Fee contingency account no. 295-4120-910. Consideration of Appropriation of Funds for Additional City Hall Improvement Projects Tim Cruik hank, Assistant-to the City-Manager, reported that with - - the City Hall Expansion Project nearing completion, the General Contractor has submitted the change order for all of the items that were deducted and added throughout the course of the project. Cruikshank further reported that the total cost for changes that were made to the original specifications is $9218 . 50 or 2 .4% of the $386, 679 base bid. Cruikshank noted that the industry standard is to keep changes under 10% of the project. Consideration of Approval of Change Orders for City Hall Building Improvement Project Tim Cruikshank, Assistant to the City Administrator, reported that as part of the City Hall Expansion and Remodeling project, there are some additional items that require Council consideration prior to beginning the work. Cruikshank listed the miscellaneous projects that still need to be completed. Cruikshank stated that the funding of the listed items had been budget as part of the City Hall Project, but were not included as part of the work in the general contractor's base bid because each item was quoted at inflated rates. Cruikshank reported that there is $73 , 000 in the City Hall Improvement Fund to fund additional City Hall improvements. The cost of the miscellaneous projects listed above would be $40, 600. Staff has provided Resolution No. 4552 Authorizing Expenditure for Additional City Hall Improvements for Council consideration. ] Councilmember Trude asked about the P.A. system that was to be installed in the Council Chambers. Don Brager gave a brief overview as to what has been completed and what is yet to be completed regarding the audio visual equipment. Councilmember Trude asked if the dilapidated chairs that staff is presently using are being replaced. Orduno commented that Michele Severson and Mary Saarion have requested new chairs. Mayor Linke directed staff to look into who needs a new chair and what the costs will be. Consideration of Resolution No. 4556 Awarding the Sale of the City's Taxable General Obligation Tax Increment Refunding Bonds, Series 1994B and Providing for Their Issuance Don Brager, Finance Director-Treasurer, reported that bids were taken for the sale of Taxable General Obligation Tax Increment Refunding Bonds, Series 1994B on the morning of April 25, 1994. Brager introduced Jerry Shannon of Springsted, Inc. who briefly . reviewed the process and the computations of the final savings regarding the refunding of the bonds. Shannon reported that the savings would be a little under 5%. Consideration of Reclassification from Public Works Supervisor to Public Works Director Samantha Orduno, City Administrator, reported that after the departure of the Public Works Director last year the City's Public Works Supervisor assumed responsibility for managing the Public Works Department including the divisions of Streets, Water and Sewer Operations, Maintenance Garage and Surface Water Management. Orduno stated that the City would evaluate the department's operations after one year and make a final determination regarding position classifications and chain of command. Orduno noted that during the past year the Public Works Supervisor has performed admirably, far exceeding theexpectations set forth at the time he assumed responsibility for the department. Orduno further noted that the Public Works Supervisor has managed some very difficult projects in 411 a manner that is characteristic of teamwork and professionalism as well as gained the trust of the Public Works employees and has managed to complete several projects that were not completed by his predecessor. Orduno also reported that because the duties and responsibilities of Public Works Director dictate attendance at meetings, consultations with engineers and other professional personnel assisting the City in its operations, the need to have a designated "second in command" positions is essential to the efficient and effective management of the Public Works Department. Orduno reported that it is in the City's best interest to create the -positIon-of- "le-adperson" to manage-the department--in the absence-of _ ___ the Public Works Director. Mayor Linke stated that he has watched Mike Ulrich grow into this position and the position grow. Mayor Linke stated that he concurred with the City Administrator's views and strongly recommends this change to fellow members of the City Council. Mayor Linke stated that Mr. Ulrich has gone a great dealer further in his growth than expected. Councilmember Wuori asked if the lead man would be chosen or appointed as a management decision of the Council. Mr. Ulrich felt that Tim Pittman would be the most qualified for the position of leadman. Report of Councilmembers: a. Councilmember Quick: No report b. Councilmember Blanchard: Reported that she attended a play at Edgewood called "Nitwits, Nuts to You" and stated that it was a very good play and strongly recommend that Mounds View Community Theater contact the school for more information on the play and children that performed. c. Councilmember Wuori: Reported that she was at Bridgemans when the children who performed in the play came in to celebrate the performance. Mounds View Community Theater will be sending out • information to the schools as many actors and other workers will be needed to take part in the upcoming play, "Oliver" being put on by the Community Theater. d. Councilmember Trude: Reported that she was glad to see the Math Team congratulated as these are good kids doing good things. Report of Mayor Linke: a. Mayor Linke reported that the City Hall Open House previously scheduled for May 9 will now be held June 6 from 5: 00 p.m. to 7 : 00 p.m. b. Mayor Linke reminded the citizens that the Spring Clean Up Day is Saturday, May 7th. This Clean Up Day is not subsidized by the City, but will be conducted by Twin City Refuse. c. Mayor Linke explained that on April 30 from Noon to 3 : 00 p.m. some of the Lions would be at two intersections asking for donations for White Can Day. Those persons who participate will be given a small white cane. d. Mayor Linke reported that the City of Mounds View received a plaque from Irondale High School indicating that the school was voted a Blue Ribbon School of Excellence. • Mounds View City Council Page EIghteen • Regular Meeting April 25, 1994 Report of Administrator No report. Report of Staff Paul Harrington, Community Development Coordinator, reported that while he was out of town last week an item regarding the authorization of a grant for permanent easement with Louise O'Neil in the amount of $15, 000 was brought to City Hall. This permanent easement was needed to the Long Lake Road Reconstruction Project.
