HomeMy WebLinkAboutMinutes - 1994/08/01 PROCEEDINGS OF THE CITY COUNCIL • CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA *Special Meeting (Meeting was called to order during the Work Session) August 1, 1994 Mounds View City Hall 2401 Hwy. 10, Mounds View, MN 55112 CALL TO ORDER The Mounds View City Council was called to order by Mayor Linke at 7: 10 p.m. The following items were identified for consideration: • Finalization of Greenfield Pond Development • Reconsideration of Proposed Woodale Park Grant • Awarding of Patching Contract Bid • Awarding of Seal Coating Bid Catherine Harstad commented that very little was yet to be done at the Greenfield Pond development and that what was left to do would be completed within the week. Mayor Linke suggested that Paul • Harrington and Mike Ulrich be authorized to sign off on the remaining punch list items and issue building permits upon their satisfaction that the project was complete. MOTION/SECOND: Quick/Linke to authorize Paul and Mike to finalize project compliance and issue building permits upon completion. VOTE: 5 ayes 0 nays Motion Carried Mayor Like noted that this afternoon he had received a letter from Mr. Belisle that he wished to withdraw his offer to sell the land on Woodale to the City for use as a park. The issue of the grant for the proposed park—appeared tote moot_._ Councilmember Trude commented that she wished to discuss the matter, especially since she had received calls from people who were in favor of the park. She noted that last week the Council had heard the negative comments, she would now like to hear the positive comments about the proposed park. MOTION/SECOND: Trude/Linke to reconsider the grant application for the proposed Woodale Park. VOTE: 5 ayes 0 nays Motion Carried Trude commented that this afternoon she learned of a petition, signed by 42 people who were in favor of the park. She stated she would like to hear from people who were in favor of the park. • Mounds View City Council Page Two Special Meeting August 1, 1994 Joan Sundwall, 6942 Pleasantview Drive, presented a petition with 43 names of people in favor of the park. She stated that she wished to thank Mary Saarion and her staff for all the hard work that they had done in trying to get a park for this area. Councilmember Trude commented that she felt that the image of the City had been tarnished by the negative response to the park and noted that it appeared that just as many people wanted the park as did not want the park. Valerie Amundson, 3048 Woodale Drive, stated that she and her neighbors were concerned about Mr. Belisle's health. She stated that she and her neighbors had thought the issue had been settled last week and was upset to learn that the issue was to be reconsidered. She commented that her husband had learned that the grant could also be used for redevelopment of existing parks and requested that the Council consider using the grant money in the City's current parks. Judy Herbst stated that there were a number of issues that the people attending last week's meeting had requested that the Council consider: Safety - concern about the secluded area • Traffic - only one access to the park Affordability - can the City afford the costs associated with an other park She noted that people in the neighborhood had put forth real concerns and were upset that they were treated shabbily. Mrs. Amundson stated that she had heard about the meeting from a friend's friend who had been "notified" . She was concerned that the meeting tonight happened without notification to the immediate neighborhood. Sue V nehek--X794-6 Kno-l-lwood, stated that she had_ watched last week's meeting on cable and was surprised that people would be against a park. She stated that she was in favor of the park and commented that not everybody in the neighborhood feels like the people who were at last week's meeting. Jerry Blanski, 2933 Woodale Drive, asked if homes were to be built on the site, would the City require a dedication of land for a park. Mayor Linke commented that park dedication fees would only be required if the land were subdivided. Joan Sundwall commented that people in the neighborhood had several concerns, but many would be willing to compromise to get the park. She further stated that the children in the neighborhood did not • have a park to go to that was close and the park was viewed as very valuable to the children. Mounds View City Council Page Three • Special Meeting August 1, 1994 Mary Saarion spoke on behalf of the Park and Recreation Commission stating that the Commission saw the park as a benefit to the neighborhood because it would offer opportunities and activities to children similar to the opportunities and activities offered by the schools. The Commission felt that a park built community spirit, provided open space and would be a facility for use by the public forever. It is the Commission's purpose to look to the future of the community, recognizing that the future meant change and growth. The future meant new families, children and meeting the needs of those children. She doubted that there would be another opportunity like this for a park in the area. She commented that she had spoke with Audrey Malari who said that the grant could be implemented by the end of the third year, it did not have to be implemented a little each year. Mary suggested a Task Force be established, similar to the one that was created for Silver View Park, and study the issue of a park in the area. Trude noted that she felt badly that so much pressure had been . placed on Mr. Belisle by his neighbors and she too was concerned about his health. She questioned if it was worth it to locate a park in an area where people did not care about the park. She noted that she did not think that the people who were opposed to the park were representative of the City. People in other areas of the City view their parks as a valued place and work together to take care of the park and its children. She questioned if it was worth the risk to move forward with the grant application if people were not going to value the park. "It's pretty bad when you can't explain to your children why a park won't be built. How can anyone deny the next generation of children. " Trude noted_that once nei hborhoods were removed and remote, but now parks represent a place where people can connect with others. She had been pleased to hear about the petition in favor of the park because it had been very hard to hear negative comments about the future of children. "It doesn't pass the smell test". Amundson stated that it wasn't an us against them issue. She wasn't against children, but rather concerned for the safety of children playing around wooded areas. She did not want to be labeled as against children. Steve Larson asked Mary Saarion if calls were made to Fridley or Onans as to the number of times that police had been called to break up drug parties at the Fridley apartments. Mary responded • that such calls were not made. Mounds View City Council Page Four • Special Meeting August 1, 1994 Judy restated that she felt the issue was traffic. She wanted good, safe parks and felt that the neighborhood wouldn't be getting a good park. She requested that the City provide the neighborhood with an additional exit to the park. Cindy Blood asked if the Council had considered how the neighborhood felt about the park. She was concerned about the process of deciding on a park in the area. "You never asked us if we wanted the park. We're not mean people, but it is our neighborhood" . Dave Long from the Parks and Recreation Commission stated that the Commission was sensitive to the concerns of the neighborhood and will try to improve all parks and work with everyone concerned. Wuori noted that all the information received last week and tonight was very valuable. She noted that the grant process required a rather fast track for a decision. Mary Saarion commented that the application is only an application stipulating what it is that the community would like to see • developed. It is only after the grant is obtained does the planning process actually begin in regards to specifics. It would be at that time that the neighborhood could work together to determine the details of what was desired. Wuori commented that the grant only starts the process and it is only specific to the property in question. Mayor Linke called the question of the vote taken at the July 25th meeting in regards to the grant application for the proposed Woodale Park AYES JulieandGar--y - NAYS: Phyllis, Diane and Jerry Patching contract bid Mike Ulrich explained that the contract provided for the replacement of 3 driveways and park pathways. Two bids had been received and bids were opened on August 1, 1994. Mary Saarion stated that the money for the replacement of the pathways was cut from this year's budget and that the Parks budget did not have the money to replace the paths. Mayor Like suggested that staff research the conditions of the paths and name a priority path for repaving in 1994. Staff was also • directed to determine an appropriate funding source. 1111 Mounds View City Council Page Five Special Meeting August 1, 1994 Linke noted that the current bid could be awarded now and the amount amended once the determination was made regarding the park pathways. Mike noted that the bid would not be impacted by withdrawing the amount of work to be performed. MOTION/SECOND: Wuori/Trude to Award the Bid to Midwest Asphalt in the Amount of $59,217.80 and to Authorize the Director of Public Works to Sign Change Orders in an Amount not to exceed 10% of the Total Bid VOTE: 5 ayes 0 nays Motion Carried Seal Coating Mike Ulrich, Public Works Director, stated that staff had visited the City of Mendota Heights to observe the process of slurry sealing. It is recommended by staff that approximately 40, 000 sq. ft. of streets be seal coated using this process which appears from observation and reports by other cities to be an' improved seal system. He also noted that the City is utilizing the Mendota Heights bid • and that the bid is a single source type bid as only one company in the State currently provides this type of seal coating. When Fridley and Mendota Heights bid their projects, Struck and Irwin Paving, Inc. was the only company that bid. The company will be responsible for public notification of the scheduled seal coating activities, they provide a 100% guarantee and they also coordinate the work - one side of the street is done at a time so that traffic and parking is not adversely impacted.
