PLEDGE OF ALLEGIANCE ROLL CALL MEMBERS PRESENT: Mayor Linke, Councilmembers Wuori, Blanchard, Quick and Trude MEMBERS ABSENT: None 4110 ALSO PRESENT: Tim Cruikshank, Acting City Administrator; Paul Harrington, Community Development Coordinator; Don Brager, Finance Director-Treasurer; Cathy Bennet, Economic Development Coordinator ADDITIONS TO AGENDA: There were no additions to the agenda. CONSENT AGENDA Tim Cruikshank, Acting City Administrator, read the Consent Agenda. Mayor Linke asked if there were any items the Council desired removed from the Consent Agenda. There were no items removed. MOTION/SECOND: Wuori/Blanchard to Adopt the Consent Agenda As Presented VOTE: 5 ayes 0 nays Motion Carried RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR 1111 There were no residents requests or comments from the floor. PUBLIC HEARINGS: There were no public hearings scheduled for this meeting. COUNCIL BUSINESS: There were no Consent Agenda items brought forward. A. Consideration of Resolution No. 4611 Regarding Request for Development Review, Saturn of St. Paul, 2375 Highway 10 Paul Harrington, Community Development Coordinator, reported that Saturn of St. Paul has made application for a Development Review to allow the construction of an expansion to their automobile sales facility at 2375 Highway 10. Harrington explained that this request would allow the utilization of a portion of the applicant's property which was left unimproved at the time of the original development which would add 45 for-sale parking spaces. Harrington further reported that the Planning Commission had recommended approval of this application. Introduction of Ordinance No. 547 Long Term Financial Plan Don Brager, Finance Director, explained that the Long Term Financial Plan maps out public services which the City intends to offer over the next five years. Brager further explained that the process of development of the five year plan began with the Focus 2000 program in April of 1994. Three public meetings were held regarding the Plan and draft copies were made available to the public through the entire process. Brager reported that implementation of the plan is determined annually with adoption of the annual budget. Councilmember Trude stated that this Plan is a document that can be changed and nothing in the document is etched in stone. Trude further commented that some of the items in the Long Term Financial Plan are visionary. Mayor Linke thanked everyone who participated in the development of the Plan for their hard work. MOTION/SECOND: Trude/Wuori to Approve the Introduction of Ordinance 1111 No. 547, Long Term Financial Plan VOTE: 5 ayes 0 nays Motion Carried C. Consideration of Assessments of the Fridley Lateral Charge for Mounds View Residents on Pleasant View Drive for Water Connections Don Brager, Finance Director, explained that prior to the reconstruction of Pleasantview Drive, staff sent letters to residents on Pleasantview informing them that if they were not supp lied_by a muni_c_ipa 1 wM-er_sys_tem, it should be done priQrto_the reconstruction project. Brager reported that two residents wish to proceed with connections to the Fridley Water System as Mounds View does not supply water to residents north of Bronson Drive and south of County Road I. Those residents wish to have the City of Mounds View pay the City of Fridley for the connections and have the City of Mounds View assess their properties for those charges. Staff asked Council to authorize the payments to the City of Fridley for these connections and authorize staff to enter into assessment agreements with the affected residents. Consideration of Approval of Improvements to Walkway Easement as Part of Street Repair Project Tim Cruikshank, Acting Administrator, reported that at the City Council Work Session on Monday, August 1, the City Council requested staff look into a funding source for the improvements to three walkway easements to be add ons to the street improvement project. Cruikshank identified the walkways as the walkway easement joining Quincy Street and Adams Street, the Greenfield easement joining the neighborhood with Greenfield Park and the Pleasant View Drive walkway connecting Spring Lake Road neighborhoods. Cruikshank noted that these easements are used by children to access schools, playgrounds and neighborhoods and all of these easements are in need of repair. At the Work Session, Public Works Director Ulrich specified that if these easement improvements could be completed in conjunction with the street repair project they could be done at a lesser cost than if the walkway easement repair was to be a separate project. Cruikshank stated that the bid cost of repair to the three walkway easements is $20, 953 . Cruikshank noted that the easement improvements could be funded through the Franchise Fee Fund. Councilmember Quick asked that asphalt be cut under fences so mowing doesn't have to be done in those areas. • Cruikshank stated that this could be added to the project specifications. MOTION/SECOND: Trude/Blanchard to Approve Improvements to Walkway Easements as Part of the Street Repair Project VOTE: 5 ayes 0 nays Motion Carried REPORTS 1. Report of Councilmembers: Councilmember Quirk - Nirepoth Councilmember Blanchard Blanchard reported that airplanes from Anoka County-Blaine Airport are flying over more frequently, getting larger and flying lower. Blanchard reported that the airplanes are not supposed to descend until they get to County Road J and has noticed they are descending earlier over Highway 10. If residents have complaints regarding the low flying airplanes they should contact Jack Eberlein, Manager of Reliever Airports at 537-2058. Councilmember Wuori commented that the planes are not on 4111 their designated flight path, the planes have been coming down 10 and turning at the Spring Lake Park Water Tower and they don't belong in that area. 1111 Mounds View City Council Page Five Regular Meeting August 8, 1994 Wuori thanked the community for their support of Oliver. Wuori stated that it was a fun process and hope all who saw the play really enjoyed it and thanked them for attending. Councilmember Trude - No report. Report of Mayor 1. Mayor Linke reported that he had sent letters on behalf of the City regarding unfunded mandates along with a resolution adopted by the City Council asking that there be no more unfunded mandates. Mayor Linke read a letter of response from President Clinton regarding the unfunded mandates explaining that he signed an Executive Order to provide state and local governments funding when given federal mandates. 2 . Mayor Linke also commented that the August 22, 1994 Council Meeting III has been rescheduled to August 29th because of a number of staff and Council vacations. Report of Administrator: Tim Cruikshank, Acting City Administrator, stated that a meeting was held with Jack Eberlein who indicated that resident respond immediately to low flying airplanes. Residents should call Mr. Eberlein with concerns so that he can determine what aircraft it is and corrective action can then be taken. Phone numbers for Mr. Eberlein can be obtained from City Hall and are also listed in the Mayor's Message in the City Newsletter. Cru kshank_aleo_reported_that he_recei ed a—phone call from the_Cit-y Administrator in Circle Pines who stated that he had heard that both the Senate and the House on Capitol Hill had approved funding for staffing of the air traffic control tower at the airport. Cruikshank suggested, that if the Council so desire, a letter could be sent stating the City's opposition to this legislation. Council directed staff to prepare a letter stating the City's opposition and including the newly adopted resolution passed by the Council regarding the upgrading of the Anoka County-Blaine Airport. Cruikshank noted that the Focus 2000 Implementation Plan had been delivered to the residents last weekend and anyone who did not receive a Plan should call City Hall and one would be sent to them.
