Presentation of 1995 Budget/1995 Proposed Property Tax Levy

CALL TO ORDER
The Mounds View City Council was called to order by Mayor Linke at 7: 00
p.m. on Wednesday, November 30, 1994 .

MEMBERS PRESENT: Mayor Linke, Councilmembers Wuori, Blanchard,
Trude and Quick
IIIMEMBERS ABSENT: None
ALSO PRESENT: Samantha Orduno, City Administrator; Don Brager, Finance
Director; Tim Cruikshank, Assistant to the City Administrator; Mary
Saarion, Parks, Recreation and Forestry Director
Samantha Orduno, City Administrator, welcomed the public to the Truth In
Taxation Hearing and briefly explained the handouts from the League of
Minnesota Cities regarding property taxes. Orduno explained the purpose
of this evening's hearing and reviewed the City's budget goals and
process.
Don Brager, Finance Director, reviewed the City's budget, proposed- -
property tax levy and the proposed property tax levy's impact on the
average home in the City of Mounds View.
Mayor Linke explained how property taxes are calculated for residential
properties and presented the City's overall tax capacity values for the
past four years.
Sherry, a representative of the Ramsey County Sheriff's Department
explained to the Mayor, Council and residents why the cost of dispatching
services was raised significantly for 1995. Sherry read a memo addressed
to the affected cities from Gary Coleman.

An unidentified person in the audience asked why the City was going to
hire a housing inspector.
Mayor Linke replied that the City's Building Inspector does not have the
time to inspect all apartment buildings (each unit) more than once per
year. Linke explained that in the near future this position may help
homeowners with point of sale inspections. Linke stated that this person
may be able to help elderly residents receive low interests loans so that
they can upgrade their homes so that they can sell it. A discussion
followed regarding mobile home parks.
Bill Frits, 8076 Long Lake Road, stated that he received a letter in the
mail from his homeowner's insurance saying that if you have a detached
garage or any other building on your lot they would provide insurance at
an additional cost.
Mr. Frits was encouraged to contact the insurance commissioner.
MOTION/SECOND: Trude/Wuori to Call to Order on the 5th of December, 1994
to Adopt the 1995 Budget and 1995 Property Tax Levy at 7 : 00 p.m. in the
Council Chambers at Mounds View City Hall
411 Councilmember Blanchard asked if it would be better to adopt the budget
during the meeting on December 12th as it is better attended.
VOTE: 5 ayes 0 nays Motion Carried
Mayor Linke announced that a meeting would be held to adopt the 1995
budget and 1995 property tax levy on Monday, December 5, 1994 at 7:00
p.m. in the Council Chambers at Mounds View City Hall.
ADJOURNMENT
Mayor Linke adjourned the Truth In Taxation Public Hearing at 8: 15 p.m.
