PLEDGE OF ALLEGIANCE ROLL CALL MEMBERS PRESENT: Mayor Linke, Councilmembers Wuori, Blanchard, Quick and Trude 4111 MEMBERS ABSENT: None ALSO PRESENT: Samantha Orduno, City Administrator; Don Brager, Finance Director; Mike Ulrich, Director of Public Works; Mary Saarion, Parks, Recreation & Forestry Director; Tim Ramacher, Police Chief; Bob Nelson, Police Officer; Wayne Burmeister, Parks & Recreation Commission Chairperson; Sharie Linke, Parks & Recreation Staff Member; Gary Stevenson, Parks & Recreation Commissioner ADDITIONS TO AGENDA: There were-no-additions to the agenda. APPROVAL OF MINUTES: There were no minutes to approve. ACCEPTANCE OF ADVISORY COMMISSION MINUTES: Economic Development Commission Minutes from October 27, 1994 MOTION/SECOND: Quick/Blanchard to Approve Economic Development Commission Minutes from October 27, 1994, as Submitted 410 VOTE: 5 ayes 0 nays Motion Carried Mounds View City Council Page 2 • Regular Meeting December 19, 1994 SPECIAL ORDER OF BUSINESS: a. Mayor Linke read Resolution No. 4679 Commending Kevin Jacobs for Successful Completion of the Installation of a Park Planter Sign at Random Park MOTION/SECOND: Quick/Trude to Adopt Resolution No. 4679 Commending Kevin Jacobs for Successful Completion of the Installation of a Park Planter Sign at Random Park VOTE: 5 ayes 0 nays Motion Carried Linke presented the Resolution to Kevin Jacobs. b. Mayor Linke read Resolution No. 4694 Commending Bob Nelson for His Years of Service to the D.A.R.E. Program MOTION/SECOND: Blanchard/Wuori to Adopt Resolution No. 4694 Commending Bob Nelson for His Years of Service to the D.A.R.E. Program Linke read a fax sent by Cindy Crosier on behalf of the Mounds . View School District which expressed their gratitude to Nelson for his contributions to the Pinewood Elementary School community. VOTE: 5 ayes 0 nays Motion Carried Linke presented the Resolution to Officer Bob Nelson. c. Mayor Linke called Councilmember Diane Wuori to come before the Council and presented her with a plaque of appreciation on behalf of the people of Mounds View, the City Councilmembers, and Mayor Linke, together with the Mounds View City Staff. Mary Saarion, Parks & Recreation Commission Staff Member, presented to Councilmember Wuori a symbolic tree of tribute to be planted in the spring in the park of Wuori's choice. Saarion stated that Wuori's work in the parks will long be remembered. Commissioner Gary Stevenson read a plaque presented by the Parks & Recreation Commission and Staff which reiterated the words from the award presented earlier to Wuori, "You Are Quite Simply The Best. " Wuori expressed her appreciation for the awards, commenting that the tree of tribute was very special to her. • Mounds View City Council Page 3 • Regular Meeting December 19, 1994 Photographs were taken of the presentation of awards by Mary Saarion, Parks & Recreation Commission Staff Member. CONSENT AGENDA Samantha Orduno, City Administrator, read the Consent Agenda as follows: A. Adopt Resolution No. 4693 Approving Just and Correct Claims Against City Funds B. Licenses for Approval Gasoline Stations - Expires 12/31/94 Retail Foods Of Minnesota (Brooks) - Renewal (contingent upon payment of balance of license renewal fee) General - Commercial - Expires 6/30/95 Skarphol Construction Group, Inc. - New Orduno noted that payment has been received from Retail Foods Of Minnesota 4111 Mayor Linke asked if there were any items the Council desired removed from the Consent Agenda. There were none. MOTION/SECOND: Trude/Blanchard to Adopt the Consent Agenda as Presented VOTE: 5 ayes 0 nays Motion Carried RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: George Carlson, President of the Mounds View Lions Club, presented a check in the amount of $2_,_01)0 to_Po l is Ch_ief Tim Ramacher to be used for the purchase of officer protection vests for the Police Department. Ramacher expressed his appreciation on behalf of the Mounds View Police Department and turned the check over to Don Brager, Finance Director. PUBLIC HEARINGS: Continuation of Public Hearing to Consider Request for a Wetland Buffer Variance, Louis Downing, Woodale and Longview, Resolution No. 4671 4111 Mounds View City Council Page 4 • Regular Meeting December 19, 1994 Mayor Linke advised that the applicant requested this item be tabled until the next Council Work Session in February; therefore, the public hearing was not opened. COUNCIL BUSINESS: A. Consideration of Adoption of Resolution No. 4695 Amending the 1995 General Fund Budget Don Brager, Finance Director, reported that Resolution No. 4695 amends the 1995 Budget by carrying forward from the 1994 Budget certain items for small projects and capital outlay. The total amount to be carried forward is $18, 627 . Brager explained the memorandums from various departments, which described in detail the items they wished to carry forward. Mayor Linke asked Representative Geri Evans to come before the Council and expressed his gratitude for all the work she has done for the City. Ms. Evans said she has enjoyed working with the Council and Staff and plans to continue being active in the community. She thanked everyone for their open communication and commented that she has enjoyed working with them. COUNCIL BUSINESS: (Continued) B. Consideration_of_AdQption saf Resolution No. 4692 Resolution Outlining Collection Policy for Delinquent Utility Bills Don Brager, Finance Director, reported that at the Council's request the City's collection policy for delinquent utility bills was reviewed. Formerly, owners of multifamily units, apartments, duplexes, and quad nomes were taken to Conciliation Court in an effort to collect delinquent utility bills. This policy has proved to be ineffective and costly to the City in terms of Attorneys' fees. It is desired to return to the collection policy which was in effect prior to that, whereby service would be discontinued on delinquent accounts after due notice. 4110 Brager said he had been notified by the City Attorney regarding this matter. Rather than changing the collection Mounds View City Council Page 5 • Regular Meeting December 19, 1994 policy by Resolution, City Attorney Jim Thomson advised that the provisions of the City Code which pertain to collection in Chapter 906 should be changed by introducing an Ordinance. Thomson prepared Ordinance No. 551 for the Council's review. He also suggested revisions to Resolution No. 4692 to reference the Ordinance. Brager advised that the Council could introduce Ordinance No. 551, but since the Ordinance would not be adopted at this meeting, the Resolution should be tabled. Mayor Linke explained that Ordinance No. 551 sets out the collection procedures for delinquent utility bills. Consideration of Resolution No. 4696 Approving Amateur Boxing Event, Upper Midwest Golden Gloves, Bel-Rae Ballroom, • January 17, 1995 Samantha Orduno, City Administrator, explained that this is a standard Resolution. The Midwest Golden Gloves has conducted prior amateur boxing events at the Bel-Rae Ballroom without incident. All of their application information is complete and all reference checks have been completed with satisfactory results. Per their regulations, a City Council Resolution is required to submit with their final documents to the Boxing Commission. MOTION/SECOND: Quick/Blanchard to Adopt Resolution No. 4696 Approving Amateur Boxing Even-t-, Upper_Midwest Golden G1_Qves, Bel-Rae Ballroom, January 17, 1995 VOTE: 5 ayes 0 nays Motion Carried D. Consideration of Purchase of New Diesel Pump Mike Ulrich, Director of Public Works, explained that the current diesel pump was purchased as a used pump approximately five years ago. It has received periodic service and numerous repairs during the past few years. Ulrich cited several malfunctions of the pump which presently exist, causing potential safety hazards for operators, equipment and the environment. • • Mounds View City Council Page 6 Regular Meeting December 19, 1994 Ulrich said that, based on the recommendation of two petroleum equipment services, a new diesel pump should be purchased rather than trying to repair the old one. The two quotes which have been received for a new pump are as follows: Minnesota Petroleum Equipment $1, 995 Pump and Meter Supply $2 , 290 Ulrich requested the Council to consider awarding the purchase of a new diesel pump to the low bidder, Minnesota Petroleum Equipment, with funding to come from the Water, Wastewater and Garage accounts. MOTION/SECOND: Quick/Trude to Award the Purchase of a New Diesel Pump to the Low Bidder, Minnesota Petroleum Equipment VOTE;. 5 ayes 0 nays Motion Carried REPORTS 1. Report of Councilmembers: Councilmember Quick: No report. • Councilmember Blanchard said that Diane Wuori would be missed. She wished everyone a happy holiday. Councilmember Trude agreed that she had enjoyed working with Diane Wuori for the past year and a half and looked forward to working with her on future projects. Wuori's wisdom was appreciated, along with her guidance in various ways. Trude wished a Merry Christmas to everyone and suggested a drive through the_community to enjoy the holiday lights. Councilmember Wuori thanked Staff members who have helped her during the last eight years. She expressed appreciation to the other Councilmembers and said she will continue to give her services to the City. Wuori said she has always been active in her community and doesn't intend to stop now. Report of Administrator: a. Samantha Orduno stated that she would not be saying good-bye to Councilmember Wuori because she planned to continue working with her on a variety of different projects. Linke thanked Councilmember Wuori for all she has done for this community, and said it has been a pleasure to work with her. b. Linke wished a happy holiday season to all present as well as the viewing audience. Report of Staff: No report. Mayor Linke announced the next Council Meeting will be January 9, 1995. There will be no Council Work Session in January. The next Council Work Session will be February 6, 1995.
