The City Council has indicated that it intends to begin cable-casting the meetings
of the Planning Commission and the Economic Development Commission. The
Planning Commission will be meeting at 7:00 PM on February 17th. During that
meeting, Patrick Toth (the City's cable TV producer) will give the Planning
Commission a presentation on the cable-casting process. If the timing works
out, it may be possible for us to temporarily adjourn the EDC meeting and join
the Planning Commissioners, so that Mr. Toth does not have to give the same
presentation twice. Accordingly, please be prepared to ask whatever questions
you may have at that time.

Subject: Comprehensive Guide Plan update

As you will recall, at the last"regular" EDC meeting we agreed to schedule a special meeting
that would be devoted exclusively to the topic of Mounds View's Comprehensive Guide Plan,
which is currently in the process of being revised and updated. We did so, in part, because
the topic has been on the agenda for at least two prior meetings, but time constraints have
consistently prevented us from getting to the subject matter in question. Although Economic
Development[ED] is designated as an "optional" rather than "required" component of the
Comp Guide Plan,the preparation of an ED component provides a mechanism for review
and discussion regarding the City's short-term and long-term objectives in the important area
of economic development.
Attached hereto for your review are copies of selected portions of a draft of a proposed
Economic Development section of the [updated] Comprehensive Guide Plan. Your input,
• advice and suggestions regarding these parts will be relied upon during the finalization of the
remaining portions of the Economic Development section of the Comp Guide Plan update.
Despite the scheduling of a special meeting to discuss this topic, I anticipate that further
discussion will be needed at our next "regular" meeting on February 25th.
The enclosed material includes a copy of a map identifying "Proposed Land Use Designation
Changes," which has used by the Planning Commission during its discussions regarding the
updating of the Comp Guide Plan. This map has been enclosed because the areas that are
numbered roughly correspond with portions of the community that may be suitable for
commercial development and/or redevelopment in the reasonably foreseeable future. We
will be referring to_these_areas_in_connection with_our discussion of Part 7_of the proposed
Economic Development section of the Plan. Inasmuch as re/development is generally
expected to progress up Highway I 0 from 1-35, I propose that we discuss the numbered
sections on the endosed map in reverse numerical order, beginning with #9 (the mobile
home park/motel site).
With respect to the other portions of the enclosed draft, I will be especially interested in
hearing your thoughts regarding the following:
I. Any "disincentives for economic development"that I may have missed, or
misidentified.
111 2. Any economic development "resources"that I have neglected to include, or
that I may have described in an unclear manner.

3. The proposed "general priorities" for Mounds View economic development.
4. The proposed point system or ranking system for objectively analyzing local
redevelopment sites.
5. Your "subjective" prioritization of potential Mounds View redevelopment sites.
At our February 17th meeting, more information will be provided regarding Parts I through 4 of the
proposed ED section of the Comp Guide Plan. The "Parts"themselves were merely suggested as
guides in the state's Local Planning Handbook, and we can choose to use them, revise them or
discard them if we wish. Part I through 4 will be dealt with last because to some extent, they parallel
or duplicate information that will appear elsewhere. For example, "Community Economic Goals"
[Part I] might be hard to distinguish from "Priorities for Economic Development Decisions [Part 7]. In
any event, our discussions on 2-17-99 and 2-25-99 should enable us to determine the necessity and
content of ED sections other than(or in addition to)those that have already been prepared in draft
form.

5. DISINCENTIVES FOR ECONOMIC DEVELOPMENT
A"disincentive for economic development" can be defined as a fact or a set of
circumstances :
a. that might make a developer or,business owner less inclined to
establish a new business in Mounds View; or
b. that might make a developer or business owner less inclined to relocate
an existing business to Mounds View; or
c. that might make an existing Mounds View business less inclined to
expand its operation in Mounds View; or
d. that might make an existing Mounds View business consider moving
• its operation to another community; or
e. that might adversely affect, in some other way, the ability of an existing
Mounds View business to achieve economic success.
At the present time, the following are some of the factors or circumstances that
developers and/or local business owners might consider disincentives for economic
development in Mounds View:
1. A scarcity of undeveloped land suitable for new construction.
2. The small size of the few remaining parcels of undeveloped land that
still remain.
3. Unrealistic price expectations on the part of those who own
undeveloped parcels of land (i.e., asking prices well in excess of actual market
value).
4. Actual or perceived neighborhood opposition to commercial
development of certain types in certain areas.
5. Uncertainty regarding the position/direction/philosophy of the City
Council and/or EDA with respect to commercial and industrial development in

• general or with respect to City/EDA financial assistance related thereto. ' f `�
6. Owners of"underdeveloped" parcels (especially residential
homeowners and owners of old or obsolete commercial structures) who are
unwilling to sell, resulting in an inability to develop those properties to their highest
and best uses.
7. The lack of an commonly known or readily ascertainable "identity"
that would attract new businesses.
8. A scarcity of attractive office space.
9. A scarcity of rental warehouse/showroom space.
10. Insufficient financial resources to aggressively recruit the most
attractive "new business"prospects and/or to "market"Mounds View as a business
location.
11. Insufficient financial resources to fund business incubator programs,
"enterprise facilitation"projects or other initiatives designed to help new businesses
get started locally.
12. A competitive climate in which municipalities will sometimes try to
entice businesses to move from one community to another.
13. The lowest levels of unemployment in modern times, resulting in
• concerns about the community's (and the region's) ability to provide an adequate
workforce.
14. A"legislative inclination"to restrict future use(s) of tax increment
financing.

These and other disinJ^centives are, to"varying degrees, mitigated by the presence of /b6/t1
financial and other incentives that encourage or allow economic development.
Successful economic development will continue to require the careful monitoring of
existing and developing disincentives-so that realistic and timely efforts can bemade
to emphasize Mounds View's many positive attributes in order to effectively
minimize or counteract negative perceptions or circumstances.
6. RESOURCES TO SUPPORT ECONOMIC DEVELOPMENT
"Resources to support economic development" can be defined as any facts,
programs or circumstances that enhance Mounds View's ability to attract new
businesses, retain and expand existing businesses, or assist in the preservation of a
• vibrant, diverse local economy. Such resources currently include the following:

• 1. Close proximity to Interstate 35-W, allowing relatively quick and easy
access to the downtown areas of Minneapolis and St. Paul, and to other portions of
the Twin Cities metropolitan area.
2. Good internal traffic circulation via Highway 10 and various county

3. Successful, attractive business parks.

4. Visible evidence of new commercial activity (i.e., the movie theater 1,171 L'D
that is under construction, the new Holiday Stationstore, etc.) I�
5. Ongoing plans to create unifying visual themes and coordinated
planning in and for the Highway 10 corridor.
6. Local business owners who are interested in expanding their operations
and improving the appearance of their properties.
7. The potential availability of tax increment financing for appropriate
development or redevelopment projects.
8. The potential availability of city-assisted funding for cosmetic and
operational improvements, through the Business Improvement Partnership Loan Xi?

9. Parcels of land, especially along Highway 10, that are suitable for !(• (/ �%

In general, the City of Mounds View's economic development priorities are as
follows:

1. Retain existing businesses that make positive contributions to the local

• economy.
2. Provide a reasonable and prudent level of assistance (financial or

otherwise) to enable existing businesses to expand their operations and/or facilities /
in Mounds View. \1
3. Attract new commercial and industrial development in order to expand
the City's tax base, thereby providing property tax relief for homeowners.
4. Encourage the development of new office space, warehouse space and
retail operations that will enable Mounds View to offer services, facilities and goods
that are not presently available in the community, or that are unavailable in sufficient
quantity or quality.
5. Pursue the redevelopment of parcels and sites that are aesthetically
displeasing, contaminated, blighted, abandoned, or otherwise underdeveloped.
6. Facilitate communications between and among the City, Ramsey
County, local businesses, the Chamber of Commerce, local educational institutions,
and any other parties or entities having a direct or indirect interest in the continued
economic prosperity of Mounds View.
Beyond the preceding general priorities and objectives, the City should continually
• develop and review more specific priorities in order to provide guidance to City
staff, business owners, developers, and residents with respect to intended areas of
concentration (geographic and otherwise). For example, the City has periodically
specified the types of businesses and industries that it was the most interested in
attracting and retaining; see, e.g., the attached Resolution No. 95-EDA-24 dated 3-
20-95. The City is currently interested in attracting and retaining the following
types of businesses and industries:

Similarly, a point system can be used to rank potential redevelopment sites in a
general order of priority. Such a listing would help the City Council and EDA make
decisions regarding financial assistance, and would help City staff focus its efforts
and attention in recruiting and negotiating with developers, and would make the
City's intentions more clear to the development community and to the community at
large. (Of course, redevelopment decisions would continue to be made on a case-
by-case basis, and actual redevelopment would still be primarily the responsibility
of the private sector, not the City.)

11/ For any potential redevelopment site, each of the following criteria would be given a
score from 1 to 3, based upon the extent to which the site satisfied that criterion (3=
high, 2=medium, 1=low):
1. The site consists of vacant land and/or buildings, and if the latter,
demolition costs will be minimal.
2. Redevelopment of the site meets the goals and objectives of the
Comprehensive Guide Plan.
3. Few public infrastructure improvements (new streets, utilities, etc.) are
needed to redevelop the site.
4. The site has a low market value.
5. Little or no public financial assistance will be needed to redevelop the
site.
6. Redevelopment of the site will require little or no relocation assistance
(financial or otherwise).
7. There is public and/or private interest in redeveloping the site.
8. There are few adverse site conditions (soil contamination, slopes,
wetlands, etc.).
• The maximumpossible score would be 24. Anysite receivingsuch a score would be
at the top of the priority list. Based upon the preceding criteria, the following is the
prioritized list of Mounds View's actual or potential redevelopment sites:

RESOLUTION ACCEPTING TARGET INDUSTRIES FOR FUTURE DEVELOPMENT AND
ATTRACTION OF BUSINESS IN THE CITY OF MOUNDS VIEW PER ATTACHED
EXHIBIT A
WHEREAS, per the work plan for 1995, the Economic Development Commission
(EDC) developed a list of target industries.for consideration by the Economic Development Authority
(EDA), and
WHEREAS, the EDC has reviewed the needs and desires of the community in
developing the list of target industries; and
WHEREAS, the EDC acts as an advisory commission to the EDA on matters that relate
to fostering a positive economic climate, encouraging economic development, and enhancing the tax
base of the City; and
WHEREAS, the list of target industries will provide direction to staff in prioritizing
projects and to real estate developers in marketing property on the basis of need and desires of the
community.
NOW, THEREFORE, BE IT RESOLVED that the Economic Development Authority of
the City of Mounds View hereby accepts the target industries for the development and attraction of
businesses in the City of Mounds View as stated in the attached Exhibit A.
