As you know, during our last discussion it was decided that we might be getting into more specifics than necessary, and that it might be better to devote more attention to some of the broader philosophical and policy issues. To help initiate that kind of dialogue, I have attached a series of"position statement options" that I have prepared regarding six specific topic areas. As you will note, these position statements cover both ends of the applicable spectrum of opinion with respect to each topic area(and, in some cases, a few points in between). I have italicized a few words here and there to emphasize the differences between similarly-worded position statements. I have also occasionally provided some phrasing options within a sentence (such as "considered/permitted/encouraged") in order to make it clear that the EDC's recommendations can be "fine-tuned" by the selection of the words that most • accurately convey the EDC's sentiments and opinions. I do not expect that any of these policy statements will be accepted as initially drafted....rather, my expectation is that they will merely be used as building blocks for the eventual construction of"final" position statements that incorporate the EDC's additions, deletions and revisions. EDC members are also welcome to suggest other topic areas in which policy statements might provide useful guidance for Mounds View's future. I may have some additional "position statement options"to distribute for your review at the meeting next Tuesday. VI. Workforce issues a. The creation of a workforce of the size and type needed by local business and industry is not the City's responsibility, nor does the City or its staff have sufficient time or expertise to make significant contributions to that endeavor, so workforce issues will have to be addressed and resolved by the private sector and/or educational institutions. b.
