Dear Judge Mulally:
In compliance with Minnesota Statute 410.05, we are submitting to you our
Annual Report for 1979 as follows:
Member changes: Donald C. Hodges and Howard J. Neisen appointed to replace
Blanche Abbott and Cathy Roth, two original appointees who
declined appointment.
•
Robert Beutel appointed to replace Howard Neisen who resigned
August 22, 1979. First meeting R. Beutel attended was October
11, 1979.
Curtis M. Schmidt resigned November 15, 1979 and the District
Court advised on December 1, 1979. To date, to the best of
the Commission's knowledge, a new appointment has not been
made.

The Charter Draft was approved by the Commission on October 11, 1979 by the
following vote: (11) Ayes - (Doty, Loeding, White, Illig, Nygaard, Werner,
(Lykke, McCarty, Skiba, Ziebarth, Hodges)
( 1) Abstention - (Beutel)
The Charter Draft was signed by 13 Commission members (McCarty, Skiba, Lykke,
Hodges, Illig, Werner, Nygaard, Beutel, Loeding, White, Schmidt, Wills, Doty)
and presented to the City Clerk in the presence of the City Council on October
15, 1979.
An election was held on the Charter on December 4, 1979 and was approved by
more than 51% of the votes. (1031 votes "for" and 985 votes "against".)
A copy of the approved and signed Charter for the City of Mounds View is
attached.

Dear Judge Mulsily;
This is to advise you of the resignation of Mr. Curtis M. Schmidt
from the Mounds View Charter Commission due to health problems
effective November 15, 1979. A copy of Mr. Schmidt's letter of
resignation is attached.
Further, pursuant to a motion passed at the commission's regular
meeting on November 28, 1979, I have been requested to forward to
you the name of Ms. Jean E. Miller (schoolteacher), 2291 Hillview
Road N.E., Mounds View, Mn. 55112, for your consideration for appoint-
ment to the Mounds View Charter Commission as a replacement for
Mr. Schmidt. Ms. Miller was an original applicant to the Mounds View
Charter Commission, and her name was also submitted on November 23, 1978,
to Judge Hachey as a replacement when two appointed members declined
membership on the Commission.
It is the consensus of the commission that Ms. Miller would be, a valuable
member on the commission, as she is familiar with the commission and the
proposed Draft Charter. She has been in attendance frequently at commission
meetings throughout the year, has acted as temporary secretary on occasion,
and has rendered considerable clerical assistance in other areas when requested.
Your consideration of her appointment to the Mounds View Charter Commission
would be greatly appreciated.

CHARTER COMMISSION"
The District Court of Ramsey County is
accepting applications for five vacancies on
the Mounds View Charter Commission. Applicants
must be residents and qualified voters of the
City of Mounds View. Established in 1978, the
Commission's purpose is to oversee the
implementation and enforcement of the City's
Charter. The term of appointment is four years
and members are eligible for reappointment for
a second four-year term. Please submit letters
