LYKKE W. WERNER C. SCHMIDT GUESTS: BILL WAGNER, NEW BRIGHTON BULLETIN NEWS CORRESPONDENT. CHARLOTTE FORSLUND, CITY COUNCILMEMBER. III. APPROVAL OF MINUTES OF MARCH 24, 1982 CORRECTION: ITEM VII - 6TH SENTENCE IN PARAGRAPH SHOULD READ CLERK-ADMINISTRATOR NOT "CITY ADMINISTRATOR". ADDITION: ITEM IV - THE NAMES OF MEMBERS OPPOSED TO MOTION WERE OMITTED. SHOULD READ - OPPOSED: 3 - - R. BEUTEL R. WARREN C. ZIEBARTH MOTION MADE BY D. MC CARTY THAT THE MINUTES OF MARCH 24, 1982 BE APPROVED, AS AMENDED. SECONDED BY J. MILLER. CARRIED UNANIMOUSLY. IV. CHAIRMAN DOTY REPORTED ON THE MEETING OF THE SPECIAL "CLERK-ADMINISTRATOR DUTIES REVIEW COMMITTEE" HELD ON APRIL 20, 1982, WHICH DISCUSSED THE QUESTION OF WHETHER OR NOT THE CHARTER SHOULD BE AMENDED IN THE AREA OF ADMINISTRATIVE ORGANIZATION, PARTICULARLY IN THE AREA OF MORE CLEARLY DEFINING THE DUTIES OF THE CLERK-ADMINISTRATOR. IN ATTENDANCE WERE: DOTY, HODGES, LOEDING, WERNER AND MILLER. (R. WHITE WAS UNABLE TO ATTEND - THE CHAIRMAN APPOINTED J. MILLER TO FILL THE VACANCY.) THE CHAIRMAN REPORTED THAT, AFTER CONSIDERABLE DISCUSSION OF THE ISSUE, IT WAS THE CONSENSUS OF THE COMMITTEE THAT THEY WOULD RECOMMEND TO THE CHARTER COMMISSION THAT THE COMMISSION TAKE NO ACTION IN THIS AREA, AS IT WAS FELT ANY PROBLEMS COULD BE RESOLVED BY RESOLUTION OR ORDINANCE. DOTY MOVED THAT THE CHARTER COMMISSION TAKE NO ACTION, AT THIS TIME, IN AMENDING'THE CITY CHARTER REGARDING THE DUTIES OF THE CLERK-ADMINISTRATOR, AND THAT THE "CLERK-ADMINISTRATOR DUTIES REVIEW COMMITTEE" BE DISSOLVED. SECONDED BY N. LOEDING. CARRIED BY UNANIMOUS SHOW OF HANDS. CHAIRMAN DOTY FURTHER REPORTED THAT, SUBSEQUENTLY, ON JULY 12, 1982, THE CITY COUNCIL PASSED RESOLUTION NO. 1464, "RESOLUTION ESTABLISHING PERFORMANCE GUIDELINES FOR CLERK-ADMINISTRATOR", WHICH APPEARS TO BE WORKING VERY NICELY IN RESOLVING FORMER PROBLEMS AND CONCERNS. (COPY OF RESOLUTION NO. 1464 ATTACHED.) HE STATED THAT THE MAINTAINING OF A DAILY LOG IS PROVING TO BE ESPECIALLY USEFUL AND VALUABLE. V. THE CHAIRMAN SURVEYED THE FOLLOWING MEMBERS, WHOSE COMMISSION TERMS EXPIRE 11/1/82, AS TO WHETHER OR NOT THEY WOULD BE WILLING TO SERVE ANOTHER TERM ON THE CHARTER COMMISSION: ROBERT BEUTEL WALTER SKIBA NEIL W. LOEDING CAROL ZIEBARTH DUANE MC CARTY WILLARD C. DOTY JEAN E. MILLER ALL STATED, EXCEPT D. MC CARTY, THAT THEY WOULD ACCEPT ANOTHER APPOINTED TERM. MC CARTY STATED HE WAS STILL UNDECIDED; HOWEVER, HE INDICATED HE WOULD MAKE HIS POSITION KNOWN BEFORE 11/1/82. THE SECRETARY WAS DIRECTED TO WRITE TO DISTRICT JUDGE HAROLD SCHULTZ AND APPRAISE HIM OF THIS INFOR- MATION. VI. CHAIRMAN DOTY ADVISED THE COMMISSION THAT CURT SCHMIDT MOVED OUT OF THE CITY OF MOUNDS VIEW AND WOULD NO LONGER BE SERVING ON THE CHARTER COMMISSION. DOTY PRESENTED A LETTER FROM MR. PHILIP G. JOHNSON, 7474 GROVELAND ROAD, DATED JANUARY 5, 1982, TO JUDGE MULALLY, EXPRESSING HIS DESIRE TO BE CON- SIDERED AN APPLICANT FOR A POSITION ON THE MOUNDS VIEW CHARTER COMMISSION. THEREUPON, N. LOEDING MOVED THAT THE LETTER BE FORWARDED TO JUDGE SCHULTZ WITH THE REQUEST TO "PLEASE NOTE THE ACCOMPANYING LETTER FROM PHILIP G. JOHNSON INDICATING WILLINGNESS TO SERVE ON THE MOUNDS VIEW CHARTER COMMISSION; THAT MR. JOHNSON RECENTLY, VERBALLY, INDICATED AGAIN TO THE CHAIRMAN OF THE COMMISSION HIS WILLINGNESS TO SERVE." LOEDING REPORTED THAT THE NEXT MEETING WOULD BE HELD ON DECEMBER 8TH, ` AND AT THIS MEETING WOULD BE THE ELECTION OF OFFICERS FOR THE OFFICES OF CHAIRMAN, VICE-CHAIRMAN AND SECRETARY, SUCH TERMS OF OFFICE TO RUN FOR TWO YEARS. VIII. MOTION MADE BY R. BEUTEL, SECONDED BY M. ILLIG, THAT THE MEETING BE ADJOURNED. CARRIED UNANIMOUSLY. ADJOURNED: 8:25 P.M. ..e-tZ'AILI--,,,:A.A.r.- '- '2 RUT J. 5TE, SECRETARY 45i,1),t..-/7 RESOLUTION NO. 1464 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE QF MINNESOTA RESOLUTION ESTABLISHING PERFORMANCE GUIDELINES FOR CLERK-ADMINISTRATOR WHEREAS, the Mounds View Home Rule Charter vests in the City Council all powers except as otherwise provided by the State law or the Charter; and WHEREAS, the Charter makes the Council responsible for the administration of the City; and WHEREAS, the Charter requires appointment of an officer (clerk-administrator) to assist in the administration of the City; and • i WHEREAS, the Charter specifies the duties of the administrative assistant, but does not detail how the duties are to be performed; and WHEREAS, experience has shown that direction from the Council is needed as to how certain of the duties of the clerk ,,: administrator shall be carried out. tNOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View that the Clerk-Administrator shall be guided by the following in performing the duties set out in the Charter: 1. The Clerk-Administrator shall maintain for regular review by the Council a log of significant actions, oral or written, relating to discipline or commenda- tions of staff personnel , resolution of personnel problems and the like. 2. In preparation for the annual Fiscal Budget and Capital Improvement Program, department heads individually shall submit their recommendations to. the Council . The Council will then pa- t =pa-t-e "' " -1~ -t- department heads and the Clerk-Administrator in resolving Budget and Program issues , and, finally, will give general direction to the Clerk-Administrator for his preparation of the Budget and Program drafts. 3. Especially where policy issues are involved, the Clerk-Administrator shall not make significant commitments for the City without prior approval by the Council. 5. The Clerk-Administrator shall not make significant commitments of his time during business hours to activities outside of the City without prior approval by the Council. { 6 . The Clerk-Administrator shall maintain for regular Council inspection a log of contacts with appointed officials and other public or private agencies. 7 . The ' Clerk-Administrator shall bring back this resolution for annual review and update by the Council.
