In compliance with Minnesota Statute 410.05, we are submitting to you our Annual
Report for 1983 as follows:
Member Changes: Judy Rowley, 2562 Ridge Lane, appointed to replace Carol
Ziebarth, who declined reappointment. Term expires 11/1/86.
First meeting attended 3/9/83.
Charlotte Forsluril, 7886 Sunnyside Rd. N.E., appointed to fill
the vacancy of Richard Lykke, who resigned. Term expires 11/1/84.
First meeting attended 3/9/83.

Business Synopsis:
(1) At meeting of March 9, 1983, the Commission addressed the issue of "Section 5.08,
Recall", in the City Charter, as to whether this section should be amended. After
research, and discussion, no motion was made to amend the section.
(2) At meeting of December 14, 1983, the Commission addressed the issue of Section
4.01, The Regular Municipal Election, as to whether this section should be amended.
A "Study Committee on Municipal Flections" was formed for the purpose of studying
the Pros and Cons relative to changing Municipal Elections from "even" numbered
years to "odd" numbered years. The matter to be considered further at March 14,
1984 meeting.
