1. Call to Order
The meeting was called to order by Chair Stevenson at 7:00 p.m. for September 6, 2017.

A. Oath of Office
Planner Sevald administered the Oath of Office to newly appointed Planning Commission
member Celena Monn.
2. Roll Call
Members Present: Commissioners French, Klander, Klebsch, Love, Monn, Rundle, and
Stevenson.
Absent and Excused: None.
Also Present: City Planner/Supervisor Jon Sevald, City Administrator Jim Ericson,
Council Member Gary Meehlhause and Council Member Bill Bergeron.

5. Planning Cases
A. VR2017-001 – PUBLIC HEARING: Resolution VR2017-17: Approval of a
Variance to Allow a 3.5’ side yard setback for a driveway for property
located at 5211 Sunnyside Road
Planner Sevald stated the applicant, Tracy Henry, is requesting a Variance to reduce the side
yard setback from 5’ to 3.5’, to install a driveway beside a garage. This driveway will be used to
store an RV trailer. The property includes a house with an attached two-car garage. The garage
(excluding roof eve) is approximately 15’ from the side yard property line. The applicant’s intent
is to have a driveway wide enough to park the RV without hitting the roof eves, thus, the
driveway would be 10’ wide, beyond the roof eve. The minimum side yard setback for a
driveway is 5’. The maximum width of a driveway is 35’ or the width of the garage plus 12’,
whichever is greater. It was noted the proposed driveway would be 28’ wide. Staff recommended
the Planning Commission hold a public hearing and approve the variance as requested.
Commissioner Klander asked if the property pins were located for this site. Planner Sevald
stated the pins were not found. He explained the City does not require a certified survey to be
completed for Variance requests. He indicated Ramsey County aerial photos were used for
measurements, along with the fence.
Commissioner Klebsch questioned if the City required the new driveway to run the full length of
the garage. Planner Sevald stated this was not a City requirement.
Chair Stevenson opened the public hearing at 7:19 p.m.

MOTION/SECOND: Commissioner Klebsch/Commissioner Klander. To approve Resolution
1077-17, a Resolution Recommending Approval of a Variance for a Reduced Side Yard Setback
from 5’ to 3.5’ for a driveway at 5211 Sunnyside Road; Planning Case No. VR2017-001.
Commissioner Monn asked if the applicant has been in communication with his neighbor
regarding the driveway addition. Tracy Henry, 5211 Sunnyside Road, explained he has spoken
to this neighbor and has offered his full support for the driveway expansion. He indicated he
would not be driving off of the parking pad and noted he had nine inches of wiggle room.
Commissioner Monn questioned if the RV would be covered. Mr. Henry stated he did cover his
RV.

7. Reports
A. Upcoming Planning Cases & Activity
Planner Sevald discussed upcoming planning cases and noted the MWF Boulevard development
had been tabled by the City Council. He provided the Commission with an update on the
Crossroads Pointe redevelopment project and noted a neighborhood meeting would be held
Thursday, September 21st at 6:00 p.m. at the Mounds View Community Center.
B. Staff Updates
Planner Sevald provided the Commission with an update from staff. He noted City
Administrator Jim Ericson would have his last day with the City on Friday, September 8th.
C. Council Updates
Council Member Meehlhause provided the Planning Commission with an update from the City
Council. He discussed the three plans that were presented to the Council for the Crossroads
Pointe redevelopment and noted the Council was working on a preliminary agreement for the
property with I&H. He stated the INH development included market rate apartments with a
separate building which could potentially house an indoor gun range. He explained the hospital
board was recently dissolved and the assets would be sold off and split between the five-member
cities. He reported the Council received a presentation on optional insurance that would cover
homeowner’s sewer lines from the main to the house. He explained the Council recently
received an update from the Fire Department and was discussing upgrades to the City’s cable
equipment. He indicated the Council approved their preliminary budget and tax levy on August
28th. He stated the Council had hired Nyle Zikmund as the Interim City Administrator and
promoted Jon Sevald to City Planner/Supervisor. Lastly, he welcomed Celena Monn to the
Planning Commission.
D. Planning Commissioner Reports
Chair Stevenson welcomed Commissioner Monn to the Planning Commission.
8. Approval of Minutes
August 16, 2017.
MOTION/SECOND: Commissioner Klebsch/Commissioner Love. To approve the Minutes of
the August 16, 2017 regular Planning Commission meetings as presented.
