1. Call to Order
The meeting was called to order by Chair Stevenson at 7:00 p.m. for November 15, 2017.

2. Roll Call
Members Present: Commissioners French, Klander, Klebsch, Love, Monn, Rundle, and
Stevenson.
Absent and Excused: None.
Also Present: City Planner/Supervisor Jon Sevald, Council Member Gary Meehlhause,
and Council Member Bill Bergeron

A. Resolution 10-78-17, Adopting 2018 Regular Meeting Schedule
City Planner/Supervisor Sevald stated regular meetings conducted by the Planning Commission
are held on the first and third Wednesday of the month. Staff reviewed the proposed 2018
calendar and noted a conflict exists on Wednesday, July 4th. He recommended the Commission
not hold only one meeting in July. He reported if a planning application is time sensitive, Staff
may schedule a Special Meeting for an alternative date.
Commissioner Klander stated it may be difficult to get a quorum for the November 21, 2018 as
this was the day before Thanksgiving. The Commission agreed to keep this meeting on the
calendar.
MOTION/SECOND: Commissioner Klebsch/Commissioner French. To recommend approval
of Resolution 1078-17, Adopting 2018 Regular Meeting schedule.
Ayes – 7 Nays – 0 Motion carried.
B. Resolution 1079-17, Recommending Appointments to the Planning
Commission
City Planner/Supervisor Sevald stated the Planning and Zoning Commission consists of seven
residents, appointed by the City Council to three-year terms. Appointments are based on
recommendations by the Commission. Current terms include:

Planner Sevald reported commission application forms were distributed to all commission
members with expiring terms. Attached, are those applications received. Staff requests that the
Commission consider the applications, and make a recommendation on the appointments.
MOTION/SECOND: Commissioner Klebsch/Commissioner Rundle. To approve Resolution
1079-17, Recommending the Appointment of Gary Stevenson and Justin Klander to the Planning
Commission.
Ayes – 7 Nays – 0 Motion carried.
C. Resolution 1080-17, Recommending Two Planning Commission Liaison’s to
serve on the Comprehensive Plan Taskforce
City Planner/Supervisor Sevald stated the Comprehensive Plan is a 20-year guide, establishing
the City’s goals and policies for land use and development. The Plan is updated every 10 years,
and is intended to be consistent with the Metropolitan Council’s regional plan (Thrive 2040),
regarding regional investments in sanitary sewer, mass-transit, affordable housing, and other
topics. The City’s Comprehensive Plan update will be significantly completed by spring 2018,
reviewed by adjacent cities and agencies, and submitted to the Metropolitan Council by
December 31, 2018.
The Comprehensive Plan will be written by Staff and consultants. A Taskforce will be assembled
to review Goals and Policies, and maps. Staff requested the Planning Commission appoint two
members to the Comprehensive Plan Taskforce.
Chair Stevenson stated he has served on two Comprehensive Plan Taskforce’s in the past 20
years. He explained he would like to see Commissioner Rundle and Commissioner Klebsch
serve as the Planning Commission representatives.
Commissioner Rundle stated he may be serving on this taskforce for the Park Commission.
Commissioner Klander indicated he was interested in serving on the taskforce as well.
Commissioner Klebsch stated for full disclosure purposes, she was writing a chapter for the City
of Brooklyn Park’s Comprehensive Plan. Planner Sevald stated this would not be a concern.
Commissioner Klebsch indicated she would be happy to serve and thanked the Commission for
their consideration.
MOTION/SECOND: Commissioner Love/Chair Stevenson. To approve Resolution 1080-17,
Recommending the Appointment of Angelica Klebsch and Justin Klander to serve on the
Comprehensive Plan Taskforce.

7. Reports
A. Upcoming Planning Cases & Activity
City Planner/Supervisor Sevald reported staff had no upcoming planning cases.
B. Staff Updates
City Planner/Supervisor Sevald provided the Commission with an update from staff regarding
the MWF apartment request. He reported the County has approved access for this development
from Groveland Road to Mounds View Boulevard. Updated plans for this development were
reviewed with the Commission along with preliminary plans for the Crossroad Pointe
redevelopment site.
C. Council Updates
Council Member Meehlhause provided the Planning Commission with an update from the City
Council. He explained the Council recently discussed the restructuring of the Public Works
Department and hired Don Peterson as the Public Works Director. He updated the Commission
on the City Administrator hiring process and noted interviews would be held on December 15th.
He reported the Council recently approved a liquor license for the movie theater. He commented
on the roadways that would be completed in 2018 within the North Business Park. He noted the
Council accepted a donation from Bethlehem Baptist and approved a cable franchise with
Comcast. He thanked the residents of Mounds View for their support to hire one additional
Police Officer. He provided further comment on the changes that were made to the Human
Resources position at City Hall.
D. Planning Commissioner Reports
Chair Stevenson reported the Planning Commission would have one vacancy effective January
1st. He encouraged those interested in serving on the Planning Commission to contact City Hall
for further information.
8. Approval of Minutes
September 6, 2017.
MOTION/SECOND: Chair Stevenson/Commissioner Rundle. To approve the Minutes of the
September 6, 2017 regular Planning Commission meetings as slightly amended.

There being no further business before the Planning Commission, Chair Stevenson adjourned the
