1. Call to Order
The meeting was called to order by Vice Chair Schiltgen at 7:00 p.m. for March 19, 2014.

2. Roll Call
Members Present: Commissioners Birken, Carvelli-Yu, Elofson, Love, Rundle, and
Schiltgen.
Absent and Excused: Commissioner Stevenson.
Also Present: Planning Associate Heidi Heller.

3. Approval of Minutes
January 8, 2014.
MOTION/SECOND: Commissioner Carvelli-Yu/Commissioner Elofson. To approve the
Minutes of the January 8, 2014 regular Planning Commission meeting as slightly amended.
Ayes – 6 Nays – 0 Motion carried.

5. Planning Cases
A. MI2014-001 Minor Subdivision
Applicant: Rick Beyer
Address: 3033 Bronson Drive
Planning Associate Heller explained that Rick Beyer, the new owner of 3033 Bronson Drive, has
applied for a minor subdivision to split the lot in half. This subdivision would create one
additional lot, and the applicant plans to build a house on the new vacant lot to sell. The
applicant has provided staff with a Certificate of Survey showing the proposed subdivision. It
was noted the applicant would be responsible for paying the City a $1,500 park dedication fee
for the new lot. As the proposed request meets all City Code requirements, Staff recommends
approval of the minor subdivision.
Vice Chair Schiltgen asked if anyone in the audience wanted to speak about the case.
Commissioner Carvelli-Yu questioned when the new home would be built.
Rick Beyer, 3033 Bronson Drive, explained he did not have a strict timeline. He reported he was
working on completing the lot split at this time. He would then be busy renovating the old
house.
Bill Doty, 3049 Bronson Drive, explained he lived adjacent subject property. He asked how the
new driveway would be aligned.
Mr. Beyer explained how the driveway would be realigned on the property on the west side of
the house.
Al Cleland, 3025 Bronson Drive, thanked staff for the information provided on this planning
case. He requested that the nature of the neighborhood be maintained. He expressed concern
with the water that ponded to the rear of the subject property.
Mr. Beyer commented he was not going to build a huge house and that it would not stick out
from the surrounding homes.
Associate Heller explained that any drainage from the new house must remain on the property
and would be addressed when the property was graded after construction..
Commissioner Love asked if there was enough room to build a garage on the west side of the
house.

Mr. Beyer commented there was approximately 33 feet of open space on the west property line.
Commissioner Birken encouraged the applicant to save as many trees as possible on the
property.
MOTION/SECOND: Commissioner Rundle/Commissioner Carvelli-Yu. To approve
Resolution 997-14, a Resolution Recommending Approval of a Minor Subdivision for Rick
Beyer at 3033 Bronson Drive; Planning Case No. MI2014-001.
Ayes – 6 Nays – 0 Motion carried.

6. Other Planning Activity
A. County Road 10 Corridor Overlay District Discussion
Planning Associate Heller informed the Commission that the corridor continues to be the
Council’s priority and the Planning Commission has been reviewing the Zoning Code in order to
better promote and accommodate development along County Road 10. She explained the
Commission has been discussing creating a Corridor Overlay District in order to give more
flexibility to new development projects on the corridor. The City is willing to be flexible on
requirements such as setbacks, parking, density and height, but the City also wants projects that
are high quality. Staff reviewed proposed language for an overlay district Ordinance with the
Commission and requested comments and suggestions.
Commissioner Birken explained that she did not receive a copy of the draft Ordinance language
within her packet. Associate Heller provided each of the Commissioners with a copy of the draft
language and suggested this item be continued to the April 2, 2014 meeting for further
discussion.

9. Staff Updates
A. Upcoming Planning Cases
Planning Associate Heller discussed upcoming planning cases. She congratulated Gary
Stevenson for being appointed Citizen of the Year for 2013. She reported there would be a
groundbreaking ceremony for Coventry Senior Living on March 24, 2014 at 5:00 p.m.
10. Chairperson and Planning Commissioners Reports
Vice Chair Schiltgen applauded the City on the fine work that has been completed through the
Street and Utility Program.
11. Adjournment
There being no further business before the Planning Commission, Vice Chair Schiltgen
adjourned the meeting at 7:33 p.m.
