1. Call to Order
The meeting was called to order by Vice Chair Schiltgen at 7:00 p.m. for October 1, 2014.

Members Present: Commissioners Carvelli-Yu, Elofson, Rundle, and Schiltgen.
Absent and Excused: Commissioner Birken, Love and Stevenson.
Also Present: Planning Associate Heidi Heller.

3. Approval of Minutes
August 20, 2014.
MOTION/SECOND: Commissioner Rundle/Commissioner Carvelli-Yu. To approve the
Minutes of the August 20, 2014 regular Planning Commission meeting as presented.
Ayes – 4 Nays – 0 Motion carried.

5. Planning Cases
A. VR2014-008 Consideration of a Variance to Allow a 6-foot Fence in Both of
the Front Yards of a Corner Lot
Applicant: City of Mounds View
Address: 2408 Hillview Road (Municipal Well No. 4)
Planning Associate Heller indicated the applicant, City of Mounds View, is requesting a variance
to install a 6-foot tall chain-link fence around the entire property where Municipal Well No. 4 is
located, on the southeast corner of Hillview Road and Edgewood Drive. Since two streets border
corner lots, they have two front yards. As such, the City Code requirement for front yards applies
to two sides of the property, which means corner lots have additional limitations.
Associate Heller stated according to the City Code, Section 1103.08, Subdivision 3, fences greater
than 48 inches (4 feet) tall are not allowed in the front yard without a variance. The Zoning Code
also establishes a sight triangle that limits all obstructions within the area at the corner of
intersections, measured thirty (30) feet from the point where the property lines meet at the
intersection of two streets. The proposed fence would not be located within the sight triangle.
Staff reviewed the variance considerations in detail with the Commission and recommended
approval of the request.
Vice Chair Schiltgen opened the public hearing at 7:05 p.m.
Haidelisa Florentino, 2431 Hillview Road, explained she lived across the street from the
municipal well. She supported the fence being added for safety reasons.
Vice Chair Schiltgen asked if there would be a hinged fence or gate at the driveway entrance.
Associate Heller explained there would be some sort of gate at the entrance driveway.
Commissioner Carvelli-Yu questioned if the exterior of the building was lit.
Associate Heller stated this was the case.
Vice Chair Schiltgen closed the public hearing at 7:09 p.m.
MOTION/SECOND: Commissioner Rundle/Commissioner Elofson. To approve Resolution
1016-14, a Resolution Approving a Variance to Allow a 6-foot Fence in the North and West
Front Yards of a Corner Lot at 2408 Hillview Road; Planning Case No. VR2014-008.
Ayes – 4 Nays – 0 Motion carried.

The Commission discussed the September 17, 2014 meeting minutes.
9. Staff Updates
A. Upcoming Planning Cases
Planning Associate Heller discussed upcoming planning cases. She explained the Council was
discussing the use of tubular structures on residential lots. She noted the Council recently
approved the preliminary plat for Multi-Tech and work has begun on this site. In addition, the
cell tower for Dell-Comm was approved. It was noted the City hired a new part-time Business
Development Coordinator.

11. Adjournment
There being no further business before the Planning Commission, Vice Chair Schiltgen
adjourned the meeting at 7:19 p.m.
