Call to Order Chair Stevenson called the meeting to order at 7:00 p.m. November 5, 2008. 2. Roll Call Members Present: Chair Stevenson; Commissioners, Cramblit, Gunn, Lang, Meehlhause, Miller and Walsh-Kaczmarek Absent and Excused: None. Approval of Minutes October 1, 2008 MOTION/SECOND: Commissioner Gunn/Commissioner Miller. To approve the Minutes of the October 1, 2008 regular Planning Commission meeting as slightly amended. Ayes — 7 Nays — 0 Motion carried. 4. Citizens Requests and Comments on Items Not on the Agenda None. Mounds View Planning Commission Regular Meeting 5. Planning Cases None. 6. Other Planning Activity A. 2008 Comprehensive Plan Update November 5, 2008 Page 2 Community Development Director Roberts stated staff is continuing to work on the Comprehensive Plan Update. Before the Planning Commission tonight are the last two chapters needing their review: Transportation and Public Facilities. These chapters were the combined efforts of City staff and Bonestroo, the city engineering consultant. He stated that staff has scheduled a public hearing for the November 19 Planning Commission meeting in which staff has invited the members of the Comprehensive Plan Task Force to attend. The Planning Commission will receive a complete Comprehensive Plan with page numbers, table of contents, and all the changes made by staff before that meeting. The complete Comprehensive Plan will then go to the City Council at the December I" work session. Chair Stevenson stated the Commission would address the Public Facilities section first. Commissioner Lang questioned Table 18 Community Forecasts on page 7. He stated all of the categories increased but the Average Annual Wastewater flow has not increased. Director Roberts stated the information in the table came from the Metropolitan Council. He suggested that it could be that plumbing is becoming more efficient and thus they expected less wastewater. Commissioner Walsh-Kaczmarek asked about the interceptor and the anticipation that it will be at full capacity. She questioned why the Metropolitan Council was not anticipating Mounds View going to full capacity. Director Roberts directed the Planning Commission to the sanitary sewer map. He explained the interceptor line and stated the city sewer flows into this line and continues downstream to the treatment plant. He stated the line has the capacity of 2.0 million gallons per day and will be flowing at 1.47 mgd. He indicated that engineers do not want the pipe to flow at full capacity and that most of this information comes from the Metropolitan Council. He indicated that he felt confident in the information. Chair Stevenson opened discussion on the Transportation Chapter. Director Roberts stated there are additional graphics and text in this newer version of the Transportation chapter versus the previous comprehensive plan. The additional information is due to the requirements of Metropolitan Council. Also, this chapter is longer than the previous version and is again due to the additional information required by the Metropolitan Council. Mounds View Planning Commission November 5, 2008 Regular Meeting Page 3 Commissioner Miller asked if the Metropolitan Council was pushing the trail systems. Director Roberts stated that this is more of a City policy and the direction of the City. The City is encouraging walking and bicycling paths. He stated this is a trend regionally as well as nationwide. Commissioner Gunn asked the difference between a county road and county state aid highway. Director Roberts stated that a county road is Silver Lake Road and Long Lake Road and a county state aid highway is County Highway 10. He stated that county state aid highways are eligible for federal funding. Chair Stevenson stated the maps are dated October 2008 and was wondering if the data on the maps are from October 2008. Director Roberts stated staff received the maps from Bonestroo last month and it was his understanding that the maps are current. Commissioner Walsh-Kaczmarek stated she found it interesting in comparing the data on Figure 5: Existing Daily Traffic Volumes and Figure 8: Projected 2030 Daily Traffic Volumes. She felt there would be a large impact for the residents abutting these streets due to the traffic increases. She wondered if lowering the speed limit and redirecting the traffic flow from these streets onto the main streets would be helpful, and if Mounds View should consider adding sound barriers to some of the residential areas to assist in the potential noise issue. She stated she would not want the property values of Mounds View to deteriorate because of sound issues. Director Roberts stated that the expected traffic increases on County Road I and County Highway 10 could be a result of the future development of the TCAAP site in Arden Hills, He stated Mounds View could see an increase in traffic by 2030. He indicated that the City recently saw a report from MnDot identifying 50 high noise level traffic locations within the Twin Cities. These locations were ranked based on traffic volume, noise levels and receptors. He indicated Highway 10 did not make the top 50. He stated this was most likely a result of the limited numbers of affected homes in the area. Chair Stevenson stated that the information in the Comprehensive Plan will be of great help and is pleased with the additional information. He stated this would be helpful as the City of Mounds View goes forward. Director Roberts stated some of the additional information is the requirement of the Metropolitan Council. As the City goes forward with city level projects and county level projects, this information will be very valuable. Commissioner Lang suggested amending Goal 7 policy b. Mounds View Planning Commission Regular Meeting November 5, 2008 Page 4 Director Roberts suggested it should read, "The City Code should develop City Code standards to require private development that occurs along County Highway 10 to incorporate, where possible, elements of the approved design plans." Commissioner Gunn asked if staff should add to the railroad section. Although there is no rail line in Mounds View, should staff refer to the rail running through adjoining municipalities? Commissioner Walsh-Kaczmarek agreed that the reference should be added to the rail lines section. She stated that maybe something could be added that Mounds View participates in planning future feeder rail lines. Planning Associate Heller stated the North Star rail system will use the existing rail line system and not newly constructed rail. Director Roberts stated the Metropolitan Council has not identified any additional rail lines for Mounds View for the next 50 years. Commissioner Walsh-Kaczmarek asked if the traffic flows take into consideration the rail systems and the possibility of less traffic due to people using the rail lines instead of driving, Planning Associate Heller stated it would not affect Mounds View that much since the North Star line is primarily for commuting people from the far northwest suburbs and bringing them into downtown. Commissioner Walsh-Kaczmarek stated the biggest issue for Mounds View in the future would be traffic volumes. Director Roberts stated in general, traffic volumes are up two to three percent every year even without adding new developments. This is because people are driving more. He indicated on page 34 it states that Mounds View will cooperate with other agencies in planning for public transit. Commissioner Lang amended the proposed map on page 33. Commissioner Cramblit questioned why there are no water lines shown on Medtronic's property, or does Medtronic control their own water? Director Roberts stated because the water line is going onto private property that may be why it is not shown on the map. The reason that the lines are not shown is that Mounds View may not have the current as -built information. Director Roberts stated that City staff would be distributing the Comprehensive Plan to the Planning Commission in its entirety next week. This will give the Commission plenty of time to review the document before the next Planning Commission meeting. Mounds View Planning Commission Regular Meeting Next Planning Commission Meetings: A.
