Call to Order The meeting was called to order by Chair Stevenson at 7:04 p.m. November 19, 2008. 2. Public Hearing - 2008 Comprehensive Plan Update Community Development Director Roberts introduced himself and stated that before the Planning Commission and Comprehensive Plan Task Force is the complete proposed edition of the Comprehensive Plan Update. He stated the Economic Development Committee has reviewed the economic development chapter. He indicated all requested changes to date have been incorporated into this edition. He stated this plan is not staff's plan but it is the City's plan. Once it is approved by the Planning Commission, it will be brought to the City Council at the December l't Council worksession. Chair Stevenson stated the Table of Contents and the beginning pages have not been seen by the Planning Commission. He complimented the Comprehensive Plan Task Force for the great job and stated he supports this plan. Commissioner Miller stated that this plan is the best Comprehensive Plan she has seen. She had a comment for the Transportation Chapter regarding the airport and the runway length. It was her understanding that this was settled. Director Roberts stated it is settled unless state law is changed Commissioner Walsh-Kaczmarek stated there was a meeting about the runway this week. She stated that the agreement does not affect the east - west runway but the north — south runway. The runway can only be 5,000 feet or less to be considered a minor airport. They are proposing to increase the cast/west runway to 6,000 feet or so. The airport would then no longer be a minor airport and it would be considered an intermediate airport. They could then have cargo planes take off and land 24 hours a day and 7 days a week. Cargo planes do not have the limitations that passenger planes do regarding noise. If the Anoka County Airport expanded to a 6,000 foot runway, it would increase air traffic, which would be detrimental to the quality of life to Mounds View residents. Director Roberts stated that the agreement that Mounds View entered into in 2000 prevents Mounds View from suing Metropolitan Airport Commission until after the year 2020. The Circle Pines and Lexington City Councils have passed resolutions against the desire to have the runway changed. Mounds View's City Council has not passed any resolutions regarding this issue. Commissioner Miller stated she would like to add language to the paragraph to keep the Anoka County Airport a minor airport. Director Roberts stated that City Administrator Ericson attended a meeting about the airport, and is planning to bring something forward to the City Council about the possible runway expansion. Mounds View Planning Commission Regular Meeting November 19, 2008 Page 3 Commissioner Miller questioned Chapter 9, Housing, and the 81 additional units of affordable housing by 2020. Planning Associate Heller stated that this is a requirement by the Metropolitan Council and the City must acknowledge this assigned number in the Comp Plan. She stated this is a goal and the Met Council understands the City cannot control the market or necessarily build the units, but the City can guide some land use towards higher density and/or affordable housing or not stand in the way of construction of affordable housing. She stated the land that the City has targeted for redevelopment is along County Highway 10, which is where higher density housing could possibly be developed, such as the new senior housing project that is going to be built. Director Roberts stated that, for example, if all the available land was going to be guided towards being developed for only commercial uses, the Metropolitan Council would question the City. Task Member Bjerke stated that when the representative from the Metropolitan Council was at the Comp Plan Task Force meeting, she stated the Task Force should include the exact number of affordable units in the plan so that that it would be more inline for Metropolitan Council funding. Commissioner Miller made a correction to Chapter 8, page 2 eliminating the word "by" Commissioner Miller questioned Chapter 7, page 5, second bullet, first check, and the statement "ensure that the City has a consistent image by using a brand strategy." Planning Associate Heller stated the City has hired a marketing firm to help Mounds View develop a consistence marketing strategy and vision for the City. Commissioner Miller questioned Chapter 7, page 7, the employment number of the school district in 1994. Director Roberts stated city staff tried researching this statistic and it was found to be without any validation of who conducted the count. It is now noted as an unknown source. Planning Associate Heller stated on Chapter 3, page 4, the term "Rain Garden" should be changed to "Storm Water Infiltration Features." Director Roberts stated that Commissioner Gunn had emailed corrections but they were more to keep the chapters looking consistent. Some chapters had bullet points and others had check marks. Task Force Member Kunz made minor corrections to Chapter 5, page 9, on the Community Facilities Chart. Mounds View Planning Commission Regular Meeting November 19, 2008 Page 4 Task Force Member Bjerke questioned the wording of Chapter 6, page 2, Goal 1. He stated he raised this issue at a Task Force meeting and the wording still concerns him. He stated it concerns him because the language implies that Mounds View transportation system isn't currently safe. It was suggested to read "Identify the improvements necessary to ensure the continued safety and convenience of the transportation system for movement by all modes." Chair Stevenson questioned Chapter 4, figure 9, the Land Available for Development or Redevelopment map. He stated the property north of Woodlawn toward County Road 10 is mismarked on the map. Planning Associate Heller stated there is now a newer Existing Land Use map to replace the one included in the plan. Commissioner Stevenson asked if the quality of the maps could be improved. Commissioner Walsh-Kaczmarek questioned the color coding around the pond on Long Lake Road on the Future Land Use map. She indicated on the previous map it was designated Passive Open Space and it now designated Single Family Detached. Commissioner Lang stated in comparing the Existing Land Use map to the Future Land Use map, Random Park goes from being four lots to three lots. Chair Stevenson questioned page 2 in the Appendices, Proposed Future Land Use Designation Changes. He suggested he liked the look of the map in the old plan and would like to have the new map designed like this. Planning Associate Heller stated that most of the new maps were created in-house and cost factor is the reason for the different look of the new map. Commissioner Walsh-Kaczmarek questioned the legend and if it was supposed to correlate to page 68. Commissioner Miller questioned when the other municipalities would be reviewing Mounds View's Comprehensive Plan. Director Roberts stated after approval from the City Council it will go to the other municipalities. Commissioner Walsh-Kaczmarek indicated this plan is a guideline. She stated in Chapter 7, page 8, last paragraph, the "lacking highest and best use" wording may not be desirable. Director Roberts confirmed with others to remove the "lacking highest and best use" from the paragraph. Director Roberts stated each property's best use determination will be reviewed on a case by case basis. Mounds View Planning Commission Regular Meeting Commissioner Cramblit questioned the Appendices, page 8. November 19, 2008 Page 5 Planning Associate Heller read a response from the City's engineer consultant, Bonestroo, regarding questions that arose at the last Planning Commission regarding the water usage. Planning Associate Heller stated she can take any other comments or changes for another week. The plan will go out to the cities that border Mounds View after the City Council approves the draft at their December 8th meeting. MOTION/SECOND: Commissioner Cramblit/Commissioner Meehlhause. To approve Resolution 897-08, a Resolution Recommending Approval to the City Council of the 2008 Comprehensive Plan with noted corrections. Ayes —6 Nays — 0 Motion carried. Also noted that the three task force members approved the motion. 7. Next Planning Commission Meeting: A. December 3, 2008 B. December 17, 2008 8.
