Call to Order Acting Chair Miller called the meeting to order at 7:00 p.m. August 8, 2007. ______________________________________________________________________________ 2. Approve Minutes A. July 11, 2006. MOTION/SECOND: Walsh-Kaczmarek/Cramblit, to approve the minutes of the July 11, 2007 regular Planning Commission meeting as slightly amended. Ayes – 5 Nays – 0 Motion carried. 4. Resolution 872-07, Code Amendment Relating to Licensed Therapeutic Massage Businesses Community Development Director Ericson reported the City Council adopted Ordinance 583 on September 23, 1996 putting into place regulations and requirements relating to the licensure and operation of therapeutic massage businesses. He stated staff reviewed the issue of appropriate zoning locations with the City Council on November 4, 2002, after realizing that the enabling ordinance did not identify zoning districts within which such a business could be operated, or if the use would be permitted or require a conditional use permit. Director Ericson stated the Planning Commission found at its meeting on July 25, 2007, that a Therapeutic Massage business would be an appropriate use in a B-2 Zoning District and a Conditional Use Permit was not required. Acting Chair Miller recommended word changes to the amendment. Director Ericson noted the changes. MOTION/SECOND: Gunn/Meehlhause, To Approve Resolution 872-07, a Resolution Recommending Approval of an Amendment to Chapter 1113 of the Mounds View Zoning Code Relating to Therapeutic Massage Businesses. Ayes – 6 Nays – 0 Motion carried. B. Premium Stop Redevelopment Area Plan (Oral Report) Director Ericson distributed a copy of a proposal from Mr. Michael Tobin, Master Development, for the Premium Stop Redevelopment Area at the corner of County Road H2 and County Road 10, which could also include the Roberts parcel. He stated the proposal is consistent with the City’s redevelopment vision for the area and the DSU/Bonestroo concept plans. He stated Master Development is looking for an agreement giving them exclusive negotiating rights for the properties. He stated the City Council felt the proposal was adequate and that Master Development had experience with this type of project. He indicated Council felt that if Master Development secured an agreement or some type of interest in the Roberts site, the City would be more inclined to sign an agreement for the Premium Stop property. Acting Chair Miller asked if competitive bidding was required. Director Ericson replied advertising for proposals was placed in the Minnesota Real Estate Business Journal and onto the City’s website and RFQ packages were sent to developers and Mounds View Planning Commission August 8, 2007 Regular Meeting Page 3 business who expressed interest in the property previously. He stated Master Development was the only developer to step forward with a proposal; however, at this point there is no agreement. Commissioner Gunn asked if the period to accept other development proposals is over. Director Ericson replied it is not over until an agreement is signed. Commissioner Meehlhause mentioned the Japanese restaurant property that sits between the two properties. Director Ericson replied the Japanese restaurant is very willing to work with the developer and perhaps move into one of the new buildings. Commissioner Walsh-Kaczmarek commented on other properties this company has developed. Commissioner Lang asked about a timeline. Director Ericson replied a timeline had not been established. He indicated it could take up to a year to complete the process. C. Comp Plan 2008 Update Planning Associate Heller reported on the status of the 2008 Comp Plan Update. She stated the second Task Force meeting would be held on August 29, 2007. She explained that a meeting topic schedule is being worked on and that the Task Force would begin working on chapters 1 and 2 at the upcoming meeting. She commented some of the changes to the first two chapters may be that a few of the maps might be excluded. She indicated that outside help might be needed to acquire accurate demographic data since the census data is always several years old when Comp Plan updates are due. Staff will definitely need assistance with mapping. Commissioner Gunn recommended staff check with the school district as it just finished updating its data. Planning Associate Heller commented staff would also like to ask Mounds View businesses to get involved with the Comp Plan Update to glean their perspectives on the future of Mounds View. Planning Associate Heller listed four questions for the Planning Commission to answer. The questions are: 1) When you think of the City of Mounds View, what do you believe are its greatest strengths? These are assets or characteristics that should be maintained or enhanced as the community plans for the future. 2) What characteristics or aspects of the City do you believe to be weaknesses? These are things about the city that you think should be corrected, improved, or eliminated. 3) What do you see as opportunities available to Mounds View in the future? 4) What do you perceive as threats to a successful future for the City of Mounds View? Commissioner Walsh-Kaczmarek recommended citizens provide feedback on the questions also. Mounds View Planning Commission August 8, 2007 Regular Meeting Page 4 Planning Associate Heller commented citizens are welcome to attend the task force meetings and provide feedback. The meetings are held at 6:00 p.m. and televised. She stated that the city website would also have information on the Comp Plan update as it moves along. Planning Associate Heller stated the Task Force consists of six residents and a representative from the Planning Commission, EDC, City Council, Parks, Recreation & Forestry Commission, and the Chamber of Commerce. Commissioner Gunn recommended all Planning Commissioners answer these questions for the next meeting. Commissioners and Staff discussed the TCAAP site redevelopment in Arden Hills and its impact on Mounds View. _____________________________________________________________________________ 7. Adjournment to Agenda Session Prior to Adjourning, Commissioner Walsh-Kaczmarek expressed sympathy to the families of Patrick Holmes and Paul Eickstadt, Mounds View residents who were victims of the I-35W bridge collapse.
