Call to Order The meeting was called to order by Chair Stevenson at 7:00 p.m. May 18, 2005. ______________________________________________________________________________ 2. Consideration of the General 2 Concept Plan for a Proposed Residential Planned Unit Development at 2901 and 2925 County Road 10 Applicant: Integra Homes _______________________________________________________________________ 3. Approve Minutes April 20, 2005. MOTION/SECOND: Miller/Zwirn. To approve the Minutes of the April 20, 2005 regular Planning Commission meeting as slightly amended. Ayes –7 Nays – 0 Motion carried. Citizens Requests and Comments on Items Not on the Agenda None. ______________________________________________________________________________ 5. Planning Case PD2005-001. Review and Consideration of the General Concept Plan for a Proposed Residential Planned Unit Development at 2901 and 2925 County Road 10. Applicant: Integra Homes Planner Prososki reported that Ron Lillestrand, representing Integra Homes, originally requested City approval of a general concept plan to construct twenty-one townhouse units at 2901 and 2925 County Road 10. She stated that the request was brought before the Planning Commission during a public hearing at the May 4, 2005 meeting. She indicated that after reviewing the general concept plan and taking testimony from the applicant and the surrounding property owners, the Planning Commission expressed disapproval of the general concept plan for the townhouse development. Planner Prososki explained that the applicant stated that he would attempt to look at alternative plans. She indicated the applicant is now requesting that action be tabled on this item in order to provide additional time to look at alternative development concepts. She stated that should the Planning Commission choose to take action now, Staff has drafted a resolution recommending denial of the general concept plan, which would be forwarded to the City Council. Chair Stevenson commented that since the applicant did not pull their application the Planning Commission is charged with either denying the request or tabling the case and allowing the applicant to make changes as he sees fit. Commissioner Zwirn stated he would vote to table the request. Commissioner Scotch agreed. Commissioner Miller asked if the case would have to start over if it were denied. Planner Prososki stated on general concept plans there is more flexibility. She indicated the Planning Commission can table this and allow the applicant to come in with something else. Commissioner Zwirn asked if the applicant would have to pay another application fee. Planner Prososki indicated there would not be an additional fee. Commissioner Miller asked if they were under the 60-day time limit. Planner Prososki stated Staff would write a letter requesting an additional 60 days so the proposal is not automatically approved. Mounds View Planning Commission May 18, 2005 Regular Meeting Page 3 ________________________________________________________________________ Chair Stevenson noted that if the Planning Commission denies the request, the applicant could go to the City Council without their recommendation. He stated since the applicant is requesting that this be tabled they should give the applicant the opportunity to make changes. MOTION/SECOND: Zwirn/Scotch. To table Planning Case No. PD2005-001 to the June 1, 2005 Planning Commission meeting. Ayes –7 Nays – 0 Motion carried. Chair Stevenson asked what would happen if the applicant is not ready on June 1st. Planner Prososki stated there is roughly two more weeks on the original 60-day timeframe. She indicated the City can request an additional sixty days without the applicant’s permission. She stated if it goes beyond that the City would need an extension in writing from the applicant. She indicated if the applicant is not ready on June 1st the Planning Commission could table it again or recommend denial at that time. Commissioner Hegland requested that the applicant provide a formal request in writing if they want the Planning Commission to table it again at the June 1st meeting, along with a waiver on the 60-day requirement. ______________________________________________________________________________ 7.
