Call to Order The meeting was called to order by Chair Stevenson at 7:00 p.m., September 15, 2004. ______________________________________________________________________________ 2. Roll Call Members Present: Commissioners Miller, Stevenson, Scotch, Hegland, Zwirn Members Absent: None. Approve Minutes a. August 4, 2004 and August 18, 2004 MOTION/SECOND: Scotch/Miller. To Approve the Planning Commission Minutes for August 4, 2004 and August 18, 2004 as Presented. Citizens Requests and Comments on Items Not on the Agenda None. ______________________________________________________________________________ 5. Consider an Amendment to the Zoning Code Regarding Funeral Homes and Mortuaries Planner Prososki reviewed her research on funeral homes and mortuaries with the Commission and recommended that the Commission consider crematories and mortuaries separately and consider allowing mortuaries as a conditional use in the B2 or B3 Districts and crematories as a conditional use in the Industrial District. Commissioner Hegland questioned whether there would be any additional treatment of the wastewater required from these types of facilities. Planner Prososki indicated she spoke to the Minnesota Department of Health concerning the matter and was informed that all fluids generated from a mortuary are allowed to be run through the City’s services with no requirement for special treatment, including formaldehyde. She then explained that the State suggested that the City include something in its ordinance that requires that a facility having eating facilities be held to restaurant standards. The Commission discussed the recommendation of Staff and there was consent to the recommendation on the districts within which to locate these types of facilities. Commissioner Zwirn asked whether there were any requirements with regard to the height or air filtration on the stacks of a crematory. Planner Prososki indicated that she did not find any regulations regarding the height of the stacks but noted they are required to be constructed a certain way based on the high temperatures generated. Staff agreed to continue the research and provide a draft ordinance for review. ______________________________________________________________________________ 6. Review Application for Planning Commission Vacancy Community Development Director Ericson indicated that Staff had advertised to fill the vacancy on the Planning Commission and had received an application from Gary Meehlhause. He then introduced Mr. Meehlhause to the Commission. Mr. Meehlhause introduced himself and provided a personal history to the Commissioners. The Commission interviewed Mr. Meehlhause and he answered questions concerning past experiences with the City and reasons for his interest in serving on the Commission. Mounds View Planning Commission September 15, 2004 Regular Meeting Page 3 ________________________________________________________________________ The Commission directed Staff to present Mr. Meehlhause’s application to Council for consideration of appointment to the Planning Commission. ______________________________________________________________________________ 7. Accept Commissioner Song’s Resignation The Commission reviewed and discussed the letter of resignation from Commissioner Song. The Commission reluctantly accepted Ms. Song’s resignation. ______________________________________________________________________________ 8. Next Planning Commission Meeting: October 6, 2004 ______________________________________________________________________________ 9.
