1. Call to Order
The meeting was called to order by Chair Stevenson at 7:04 p.m., May 21, 2003.

Members Present: Commissioners Stevenson, Hegland, Zwirn, and Johnson
Members Absent: Scotch, Song, and Miller.

3. Approve Minutes

MOTION/SECOND: Stevenson/Johnson. To Approve the Planning Commission Minutes for
April 16, 2003 as Presented.

4. Citizens Requests and Comments on Items Not on the Agenda
None.

5. Public Hearing and Consideration of a Variance Request Regarding Property
Located at 7375 Pleasant View Drive.
Community Development Director Ericson indicated that this request was for a one-foot garage
setback at 7375 Pleasant View Drive. He then explained that this property is only 66 feet wide
making it unusual within the City.
Director Ericson explained that the applicant would like to remove the existing garage and
construct a new garage maintaining the same one-foot setback in order to preserve an adequate
site line to the backyard and preserve mature trees.
Director Ericson reviewed the criteria that were discussed in his Staff report with the
Commission and indicated that Staff feels that this case warrants the approval of a variance.
Director Ericson indicated that Resolution 727-03 would approve a variance for this property.
He then reviewed the stipulations attached to the approval.
Director Ericson indicated that the neighbors are not opposed to the project and he has received
no calls or correspondence on the matter.
Chair Stevenson opened the public hearing at 7:10 p.m.
Chair Stevenson asked why the garage would be set back 50 feet further behind the existing
garage.
Mr. Loder explained that the garage is set back 50 feet to allow room for an addition to the house
at a later point in time while still allowing access to the garage.
Chair Stevenson asked whether the applicant was aware of the requirement to provide an
approved surface for the driveway and to remove the two existing buildings.
Mr. Loder indicated he was aware of the requirements and indicated he intended to blacktop the
driveway.
Chair Stevenson closed the public hearing at 7:13 p.m.
MOTION/SECOND: Zwirn/Hegland. To Approve Resolution 727-03, a Resolution Approving
a Variance for a one-foot garage setback at 7375 Pleasant View Drive.
Ayes – 4 Nays – 0 Motion carried.

6. Consideration of Development Review Requests Regarding Properties Located at
2436 and 2442 Highway 10
Community Development Director Ericson indicated that all changes that had been
recommended by Staff and the Planning Commission at the previous meeting had been
addressed by the developer. Most importantly, the parking has been changed to include 10
additional stalls.
Director Ericson indicated there are still some items requiring attention such as a snow storage
plan, garbage enclosure, signage, and wetland delineation.
Director Ericson recommended approval of Resolution 728-03 recommending approval of the
development plan. He then read the stipulations set forth in the Resolution.
Commissioner Zwirn asked whether the tenants would still be primarily medical providers.
Mr. Humason indicated the tenants have not been formalized and he cannot guarantee that but
the target is medical.
Chair Stevenson asked how many more spaces than is required are being provided.
Director Ericson indicated that either four or six extra spaces are being provided over and above
what the City’s Code requires.
Director Ericson indicated the City Council approved the PUD amendment for office use at the
corner.
MOTION/SECOND: Stevenson/Johnson. To Approve Resolution 728-03, a Resolution
Recommending Approval of a Development Review for Properties Located at 2436 and 2442
County Highway 10.
Ayes – 4 Nays – 0 Motion carried.

8. Adjournment to Agenda Session
There being no further business before the Planning Commission, Chair Stevenson adjourned the
meeting at 7:25 p.m.
